Farm Commodity Legislation: Chronology, 1933-98
Farm commodity programs were a product of the Great Depression. This report discusses the history of farm commodity legislation. Since 1933, Congress has required the U.S. Department of Agriculture's (USDA's) Commodity Credit Corporation (CCC) to administer a variety of programs providing price support and income protection for the nations farmers.

Farm Labor Shortages and Immigration Policy
This report first explains the connection made over the past several years between farm labor and immigration policies. It next examines the composition of the seasonal agricultural labor force and presents the arguments of grower and farmworker advocates concerning its adequacy relative to employer demand. The report closes with an analysis of the trends in employment, unemployment, time worked and wages of authorized and unauthorized farmworkers to determine whether they are consistent with the existence of a nationwide shortage of domestically available farmworkers.

Federal Advertising Law: An Overview
This report provides a brief overview of federal law with respect to five selected advertising issues: alcohol advertising, tobacco advertising, the Federal Trade Commission Act, advertising by mail, and advertising by telephone. There are numerous federal statutes regulating advertising that do not fit within any of these categories; as random examples, the Food, Drug, and Cosmetic Act requires disclosures in advertisements for prescription drugs ; the Truth in Lending Act governs the advertising of consumer credit ; and a federal criminal statute makes it illegal falsely to convey in an advertisement that a business is connected with a federal agency.

Invoking Cloture in the Senate
This report discuses cloture, which is is the only procedure by which the Senate can vote to set an end to a debate without also rejecting the bill, amendment, conference report, motion, or other matter it has been debating. A Senator can make a nondebatable motion to table an amendment, and if a majority of the Senate votes for that motion, the effect is to reject the amendment. Thus, the motion to table cannot be used to conclude a debate when Senators still wish to speak and to enable the Senate to vote for the proposal it is considering. Only the cloture provisions of Rule XXII achieve this purpose.

Congressional Budget Resolutions: Selected Statistics and Information Guide
This report provides current and historical information on the budget resolution. It provides a list of the budget resolutions adopted and rejected by Congress since implementation of the CBA, including the U.S. Statutes-at-Large citations and committee report numbers, and describes their formulation and content. The report provides a table of selected optional components, a list of reconciliation measures, and information on the number of years covered by budget resolutions. It also provides information on the consideration and adoption of budget resolutions, including an identification of the House special rules that provided for consideration of budget resolutions; the amendments in the nature of a substitute to the budget resolution considered in the House; the number and disposition of House and Senate amendments to budget resolutions; and dates of House and Senate action on budget resolutions.

Tax Incentives for Alcohol Fuels
The blender's tax credits were specifically enacted to complement the excise tax exemptions, so as to help support farm incomes by finding another market for corn, sugar, and other agricultural products that are the basic raw materials for alcohol production. More recently, proponents of expanding the alcohol fuels tax incentives argue that they reduce smog and improve air quality.

Issues in Consumer Bankruptcy Reform Before the 107th Congress
Bankruptcy reform legislation has been reintroduced in the 107th Congress and appears to be on a fast track for consideration and possible enactment. S. 220 was introduced on January 30, 2001, and H.R. 333, entitled the "Bankruptcy Abuse Prevention and Consumer Protection Act of 2001" was introduced on January 31.

Daylight Saving Time
Currently, in most parts of the United States, timepieces are moved forward one hour in the spring and back one hour in the fall to provide an extended daylight period during the summer months. This is known as Daylight Saving Time (DST). Much debate and many changes led to this present practice. This report provides a brief history of the issues surrounding DST, an outline of the legislation that created and modified it, and a list of references to more discussions.

Federal Employees: Pay and Pension Increases Since 1969
Pay increases for current federal employees and cost-of-living adjustments (COLAs) for retired federal employees often differ because they are based on changes in different economic variables. Increases in pay for civilian federal workers are indexed to wage and salary increases in the private-sector, as measured by the Employment Cost Index (ECI), while federal retirement and disability benefits are indexed to price increases as measured by the Consumer Price Index (CPI). This report discusses the procedures for determining such increases.

This report discusses issues regarding contemporary relations between India and the U.S. Continuing U.S. interest in South Asia focuses on ongoing tensions between India and Pakistan, a problem rooted in unfinished business from the 1947 Partition and competing claims to the Kashmir region. Iraq: U.S. Regime Change Efforts and Post-Saddam Governance
Operation Iraqi Freedom succeeded in overthrowing Saddam Hussein, but Iraq remains violent and unstable because of Sunni Arab resentment and a related insurgency, as well as increasing sectarian violence. According to its November 30, 2005, “Strategy for Victory,” the Bush Administration indicates that U.S. forces will remain in Iraq until the country is able to provide for its own security and does not serve as a host for radical Islamic terrorists. This report discusses the background of the issue and examines several security challenges, response, and other policy options for the U.S.

Iraq: Post-Saddam Governance and Security
Operation Iraqi Freedom overthrew Saddam Hussein’s regime, but Iraq remains unstable because of Sunni Arab resentment and a related insurgency, compounded by Sunni-Shiite violence that a January 2007 national intelligence estimate says has key elements of a “civil war.” Mounting U.S. casualties and financial costs — without clear signs of security progress — have intensified a debate within the United States over whether to wind down U.S. involvement without completely accomplishing initial U.S. goals.

Iran's Nuclear Program: Recent Developments
This report examines various issues regard Iran and its nuclear program.International Atomic Energy Agency (IAEA) inspections since 2003 have revealed two decades’ worth of undeclared nuclear activities in Iran, including uranium enrichment and plutonium separation efforts. Iran agreed in 2003 to suspend sensitive activities in negotiations with Germany, France, and the UK (EU-3), which broke down in August 2005. On September 24, 2005, the IAEA Board of Governors found Iran to be in noncompliance with its Nuclear Nonproliferation Treaty (NPT) safeguards agreement and reported Iran’s case to the U.N. Security Council in February 2006. The Security Council called upon Iran to resuspend enrichment and reprocessing, reconsider construction of its heavy water reactor, ratify and implement the Additional Protocol, and implement transparency measures. Iran has continued its enrichment activities, failing to meet deadline after deadline. The Security Council passed UNSCR 1696 on July 31, 2006, and on December 23, 2006, the Security Council adopted limited sanctions under UNSCR 1737. The next deadline is February 23, 2007.
