Dairy Policy Issues
Several major dairy policy issues are addressed in the context of the Farm Security and Rural Investment Act of 2002 (P.L. 107- 171, the 2002 farm bill), which was signed into law on May 13, 2002. Included in the enacted 2002 farm bill are a reauthorization of the dairy price support program for an additional 5 ½ years, and new authorization for direct payments to dairy farmers through September 2005, triggered whenever the market price of farm milk falls below a target price level.

Food Safety Agencies and Authorities: A Primer
Several federal agencies, in cooperation with state governments, are responsible for regulating the safety of the U.S. food supply. In the wake of an outbreak of foodborne illness and the largest recall of suspected contaminated meat in U.S. history in August 1997, several policymakers have reopened the debate on creating a single, independent, federal food safety agency. They assert that this would provide more effective regulatory control over the entire farm-to-table food production and marketing system by eliminating the overlapping and occasionally competing for objectives of multiple agencies. As background for further discussion on this and related food safety issues, this report describes the roles of the primary federal and cooperating state agencies responsible for food safety and enumerates the major legislative authorities currently governing them.

Caribbean Basin Interim Trade Program: CBI/NAFTA Parity
The entry into force, on January 1, 1994, of the North American Free Trade Agreement (NAFTA) has eliminated the advantage that the beneficiaries of the Caribbean Basin Economic Recovery Act (CBERA) and related provisions of the Caribbean Basin Initiative (CBI) had enjoyed in trade with the United States relative to Mexico, and gave Mexico an increasingly significant competitive edge over the CBERA countries. The scheduled further implementation of the NAFTA would have resulted in a substantial advantage to Mexico over the CBERA countries and vitiate in part the purpose of the CBERA.

Global Markets: Evaluating Some Risks the U.S. May Face
This report covers globalization which is seen as a force that enhances the power of the market and gives greater scope for realizing the gains from trade. This is an enriching process, with improved economic well-being growing out of increased specialization of world production and elevated economic efficiency. To others, however, globalization is seen as a clear threat to their economic well-being, perceived to be retarding the growth of worker wages, increasing wage inequality, undermining domestic social relations, and raising the exposure of the American economy to foreign economic contagion. The 108th Congress is likely to have to focus attention on trade liberalization initiatives with Singapore and Chile and, perhaps the Free Trade with the Americas initiative.
