State-by-State Comparison of Selected Electricity Restructuring Provisions

Since 1996, twenty-one states have restructured their electricity markets. While the extent of this restructuring varies by state, four issues have generally been considered by all state legislatures: stranded costs, aggregation, universal service, and public benefits. This report compares the treatment of these issues in the restructuring legislation of the twenty-one states. Using information collected directly from the relevant state laws and the rules promulgated by state public utility commissions, this report provides a state-by-state comparison of the restructuring provisions relating to the four issues.

Corrosion behavior of stainless steel-zirconium alloy waste forms.

Stainless steel-zirconium (SS-Zr) alloys are being considered as waste forms for the disposal of metallic waste generated during the electrometallurgical treatment of spent nuclear fuel. The baseline waste form for spent fuels from the EBR-II reactor is a stainless steel-15 wt.% zirconium (SS-15Zr) alloy. This article briefly reviews the microstructure of various SS-Zr waste form alloys and presents results of immersion corrosion and electrochemical corrosion tests performed on these alloys. The electrochemical tests show that the corrosion behavior of SS-Zr alloys is comparable to those of other alloys being considered for the Yucca Mountain geologic repository. The immersion tests demonstrate that the SS-Zr alloys are resistant to selective leaching of fission product elements and, hence, suitable as candidates for high-level nuclear waste forms.

MUSE-4 experiment measurements and analysis.

This report presents a review of the activities performed by the five teams involved in the MUSE-4 experimental program. More details are provided on the contribution by ANL during the year 9/02 to 9/03. The ANL activity consisted both in direct participation in the experimental measurements and in the physics analysis of the experimental data, mainly for the reactivity level, adjoint flux and fission rate distributions and the analysis of dynamic measurements for reactivity determination techniques in subcritical systems. The results provided to complete the Benchmark organized by the OECD and the CEA on the experiment MUSE-4 are also presented. Deterministic calculations have been performed via the ERANOS code system in connection with JEF2.2, ENDF/B-V and ENDF/B-VI data files.

Mechanical design and analysis of an eight-pole superconducting vector magnet for soft x-ray magnetic dichroism measurements

An eight-pole superconducting magnet is being developed for soft x-ray magnetic dichroism (XMD) experiments at the Advanced Light Source, Lawrence Berkley National Laboratory (LBNL). Eight conical Nb{sub 3}Sn coils with Holmium poles are arranged in octahedral symmetry to form four dipole pairs that provide magnetic fields of up to 5 T in any direction relative to the incoming x-ray beam. The dimensions of the magnet yoke as well as pole taper, diameter, and length were optimized for maximum peak field in the magnet center using the software package TOSCA. The structural analysis of the magnet is performed using ANSYS with the coil properties derived using a numerical homogenization scheme. It is found that the use of orthotropic material properties for the coil has an important influence in the design of the magnet.

Biological Effects of Thermal Neutrons and the B10 (n,c) Li7 Reaction

Boron-10 has a high thermal neutron capture cross section (3880 barns). Following neutron capture, the subsequent nuclear disintegration produces an alpha particle and a lithium-7 nucleus with the release of an average of 2.34 MeV for the particle irradiation, and in 93% of the reactions there is also the emission of an 0.48 MeV gamma ray: [equation not transcribed]. The kinetic energy is divided between the lithium-7 nucleus and the alpha particle giving the equal and opposite momentums with a range in tissue of about 8-14μ or approximately 1 cell diameter (1). This fact and the reported favorable partition of boron between tumor and the normal brain suggested a possible therapeutic usefulness which has been investigated clinically. The object of our study is to document the biological effects of the B10 (n,α) Li7 reaction on the brain of dogs injected with boron-10 30 minutes prior to irradiation with thermal neutrons. For this, we felt it desirable to estimate a dose for the boron-10 reaction which if exceeded, produces destruction of normal tissue. Dose-survival Curves for HeLa Cell Cultures Using Thermal Neutrons and the B10 (n,α)Li7 Reaction

The biological evaluation of the thermal neutron capture reaction of boron-10, B10 (n,α)Li7 + 2.786 MeV, has previously been studied, using different particles from the boron-10 thermal neutron capture reaction compared with 250 kvp x-rays has been reported as 1.05 for spleen-thymic weight reduction (1), as 1.5 to 2.0 for skin lesions in pigs (2), and 1.87 for skin lesions of the rabbit's ear (3). The significance of such a calculation is felt to be unreliable for the boron-10 reaction in animals because of the vagaries of dose determination resulting from irregular boron distribution, and by the presence of an adventitious irradiation from fast neutrons and capture gammas that is inadequately determined at present. Our present experiment attempts to circumvent the difficulties attendent to studies of the boron-10 reaction in animals by comparing the effect of this reaction on the proliferative capacity of HeLa cells with those produced with 250 kvp x-ray.

Bose-Einstein correlations of pions in e/sup +/e/sup minus/ annihilation at 29 GeV center-of-mass energy

Measurements of two- and three-particle correlations between like-sign pions produced in e/sup +/e/sup minus/ annihilation at 29 GeV center-of-mass energy are presented. The analysis is based on data taken during the period 1982--1986 using the TPC/2..gamma.. detector at PEP. Two-particle correlations are studied as a function of Q, the momentum difference as measured in the rest frame of the pion pair, and as a function of q/sub 0/, the energy difference as measured in the lab frame. The Bose-Einstein enhancement is observed when Q is small even when the energy difference, q/sub 0/, is substantial. This observation provides evidence that the Bose-Einstein correlations are best described by a model that correctly accounts for the relativistic motion of the particle sources. Three-pion correlations are measured both by using a standard three-pion correlation function, and also by using a correlation function for which the correlations between the pairs of pions within the triplet have been subtracted. The observation of three-pion correlations after pair correlations have been subtracted supports the interpretation that the observed correlations are due to Bose-Einstein interference. 56 refs.

Corrosion behavior of pyroclore-rich titanate ceramics for plutonium disposition ; impurity effects.

The baseline ceramic contains Ti, U, Ca, Hf, Gd, and Ce, and is made up of only four phases, pyrochlore, zirconolite, rutile, and brannerite. The impurities present in the three other ceramics represent impurities expected in the feed, and result in different phase distributions. The results from 3 day, 90 C MCC-1 tests with impurity ceramics were significantly different than the results from tests with the baseline ceramic. Overall, the addition of impurities to these titanate ceramics alters the phase distributions, which in turn, affects the corrosion behavior.

Single parameter controls for nuclear criticality safety at the Oak Ridge Y-12 Plant

At the Oak Ridge Y-12 Plant, there are numerous situations in which nuclear criticality safety must be assured and subcriticality demonstrated by some method other than the straightforward use of the double contingency principle. Some cases are cited, and the criticality safety evaluation of contaminated combustible waste collectors is considered in detail. The criticality safety evaluation for combustible collectors is based on applying one very good control to the one controllable parameter. Safety can only be defended when the contingency of excess density is limited to a credible value based on process knowledge. No reasonable single failure is found that will result in a criticality accident. The historically accepted viewpoint is that this meets double contingency, even though there are not two independent controls on the single parameter of interest.

A microkernel design for component-based parallel numerical software systems.

What is the minimal software infrastructure and what type of conventions are needed to simplify development of sophisticated parallel numerical application codes using a variety of software components that are not necessarily available as source code? We propose an opaque object-based model where the objects are dynamically loadable from the file system or network. The microkernel required to manage such a system needs to include, at most: (1) a few basic services, namely--a mechanism for loading objects at run time via dynamic link libraries, and consistent schemes for error handling and memory management; and (2) selected methods that all objects share, to deal with object life (destruction, reference counting, relationships), and object observation (viewing, profiling, tracing). We are experimenting with these ideas in the context of extensible numerical software within the ALICE (Advanced Large-scale Integrated Computational Environment) project, where we are building the microkernel to manage the interoperability among various tools for large-scale scientific simulations. This paper presents some preliminary observations and conclusions from our work with microkernel design.

The objective of this project is to explore potential applications of underwater pulsed power technology to the paper industry. These included fiber refining, disinfection, stickies dispersion, and stickies control. In pulsed power a spark is discharged underwater. Present commercial applications of the technology include the detonation of land mines, zebra mussel control, and water disinfection. In preliminary work the authors have found that stickies are rapidly dispersed under the influence of pulsed power. The purpose of this project is to explore other applications of the technology in the recycle paper industry, especially in applications where the technology can replace potentially expensive chemical use. The authors have found that sparking improves the screenability of stickies in the presence of pulp. Sparking is also able to detackify pitch coated on metal surfaces. This is potentially a major finding since it extends the range of the application from recycle to virgin mills. They need to determine if the effect also occurs for pitch particles suspended in whitewater. Some stickies such as Robond, a PSA used in the paint industry, are relatively unaffected by spark treatment. They find that this polymer is oxidized to a lower extent. Anomalous gauge boson couplings

The measurement of anomalous gauge boson self couplings is reviewed for a variety of present and planned accelerators. Sensitivities are compared for these accelerators using models based on the effective Lagrangian approach. The sensitivities described here are for measurement of {open_quotes}generic{close_quotes} parameters {kappa}{sub V}, {lambda}{sub V}, etc., defined in the text. Pre-LHC measurements will not probe these coupling parameters to precision better than O(10{sup -1}). The LHC should be sensitive to better than O(10{sup -2}), while a future NLC should achieve sensitivity of O(10{sup -3}) to O(10{sup -4}) for center of mass energies ranging from 0.5 to 1.5 TeV.

MOS-Gated Thyristors (MCTs) for Repetitive High Power Switching

Certain applications for pulse power require narrow, high current pulses for their implementation. This work was performed to determine if MCTS (MOS Controlled Thyristors) could be used for these applications. The MCTS were tested as discharge switches in a low inductance circuit delivering 1 {micro}s pulses at currents between roughly 3 kA and 11 kA, single shot and repetitively at 1, 10 and 50 Hz. Although up to 9000 switching events could be obtained, all the devices failed at some combination of current and repetition rate. Failure was attributed to temperature increases caused by average power dissipated in the thyristor during the switching sequence. A simulation was performed to confirm that the temperature rise was sufficient to account for failure. Considerable heat sinking, and perhaps a better thermal package, would be required before the MCT could be considered for pulse power applications.

Defense Cleanup and Environmental Programs: Authorization and Appropriations for FY2003

The Department of Defense (DOD) administers five environmental programs in response to various requirements under federal environmental laws. These programs include environmental cleanup, environmental compliance, pollution prevention, environmental technology, and conservation. Additionally, the Department of Energy (DOE) is responsible for managing defense nuclear waste and cleaning up contaminated nuclear weapons sites. The Administration requested a total of $11.17 billion for these programs in FY2003, about $390 million more than the FY2002 funding level of $10.78 billion. Some of the ongoing issues associated with these programs are the adequacy, cost, and pace of cleanup, whether DOD and DOE adequately comply with environmental laws and regulations, and the extent to which environmental requirements encroach upon military readiness.
