Decommissioning of the Remediation Systems at Waverly, Nebraska, in 2011-2012.

The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. The Midwestern Disaster Tax Relief Act of 2008 is intended to assist with the recovery from the severe weather that affected the Midwest during the summer of 2008. The Jobs, Energy, Families, and Disaster Relief Act of 2008 includes some similar provisions, but these are not limited to the Midwest disaster. The disaster relief in the three bills is similar to that provided to assist with the recovery from the 2005 hurricanes and the 2007 Kansas tornadoes. In early 2005, Argonne National Laboratory conducted an Engineering Evaluation/Cost Analysis (EE/CA; Argonne 2005b) to address carbon tetrachloride contamination identified in groundwater and surface water at Murdock, Nebraska, approximately 22 mi east-northeast of Lincoln (Figure 1.1). The EE/CA study was performed for the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), as the technical basis for a proposed removal action for the Murdock site. The EE/CA was conducted in compliance with an Administrative Order on Consent issued for Murdock by the U.S. Environmental Protection Agency (EPA 1991). Three removal action alternatives were examined through the use of site-specific data and predictive simulations of groundwater flow and contaminant transport performed with calibrated numerical models. The alternatives were evaluated individually and compared against performance criteria established under the National Oil and Hazardous Substances Pollution Contingency Plan and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). On the basis of these evaluations, an alternative employing phytoremediation in conjunction with seasonal groundwater extraction and treatment by spray irrigation was recommended by the CCC/USDA to permanently reduce the carbon tetrachloride contaminant levels in groundwater and surface water at the site. On March 9, 2001, representatives of the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) and Argonne National Laboratory met with representatives from a number of federal and Nebraska state agencies (the wetlands agencies; see Table 1.1) to discuss the CCC/USDA's proposed aquifer remediation and wetlands restoration project at Utica, Nebraska. As part of those discussions, Argonne outlined preliminary recommendations for a long-term monitoring program to verify and document (1) the performance of the spray irrigation treatment process for the removal of carbon tetrachloride from extracted groundwater, (2) the geochemical quality of the extracted and treated groundwater delivered to the wetlands, and (3) the hydrogeologic and inorganic geochemical impacts of the groundwater delivery. General activities recommended included the following: (1) Periodic sampling and analysis for volatile organic compounds (VOCs) in groundwater extracted at each pumping well and in water discharged from the spray irrigation treatment units. (2) Periodic sampling of groundwater from each pumping well and directly from the sprinkler discharge, for analysis for selected inorganic water quality parameters.
