Disaster Tax Relief for the Midwest
The Midwestern Disaster Tax Relief Act of 2008 is intended to assist with the recovery from the severe weather that affected the Midwest during the summer of 2008. The Jobs, Energy, Families, and Disaster Relief Act of 2008 includes some similar provisions, but these are not limited to the Midwest disaster. The disaster relief in the three bills is similar to that provided to assist with the recovery from the 2005 hurricanes and the 2007 Kansas tornadoes. This report broadly discusses the disaster relief provisions in other relevant legislation.

Iowa State Heating Oil and Propane Program: 1996--1997 Winter Heating Season. Final Report
The objective of the Iowa State Heating Oil and Propane Program is to develop a state-level, company-specific data collection effort so that retail price information on fuel oil and propane is collected by the staff of the Iowa Department of Natural Resources during the winter heating season. The second objective is to provide specific volume and retail price information to the US Department of Energy`s (DOE`s) Energy Information Administration on No. 2 heating oil and propane on a semi-monthly basis. This report summarizes the results of the residential No. 2 distillate fuel (home heating oil) and liquefied petroleum gas (propane) price survey over the 1996--1997 winter heating season in Iowa. Performance of Relief Wells Along Missouri River Levees: 1951-1952 Floods
"The purpose of this report is to present the results of a study of the performance of the three relief well systems [along the Missouri River] during the July 1951 and April 1952 floods, and to compare their performance with design predictions. [...] The report includes observed uplift and well-flow data, descriptions of relief well operations during the floods, and an analysis of the effectiveness of the well systems together with discussion and comments on several experimental and test wells" (p. 2).

From abstract: Sedimentary rocks of Cambrian and Ordovician age form a major aquifer system in most of Wisconsin and Iowa, northern Illinois, northwestern Indiana, southeastern Minnesota, and northern Missouri. Many metropolitan areas depend on the aquifer for all or part of their water supplies. Declines in potentiometric head have been large in the most heavily pumped areas, most notably Chicago, Milwaukee-Waukesha, Minneapolis-St. Paul, and Des Moines.
