This report is one of a series that profiles the emergency management and homeland security statutory authorities of the 50 states, the District of Columbia, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and three territories (American Samoa, Guam, and the U.S. Virgin Islands). Each profile identifies the more significant elements of state statutes, generally as codified. This report focuses on the state of Colorado.

Water Rights Related to Oil Shale Development in the Upper Colorado River Basin
Concerns over fluctuating oil prices and declining petroleum production worldwide have revived interest in oil shale as a potential resource. The Energy Policy Act of 2005 (P.L. 109-58) identified oil shale as a strategically important domestic resource and directed the Department of the Interior to promote commercial development. Oil shale development would require significant amounts of water, however, and water supply in the Colorado River Basin, where several oil shale reserves are located, is limited. This report will provide a brief overview of water rights in Colorado, Utah, and Wyoming, including changes that may be made to currently held water rights and the possibility for abandonment of unused water rights.

Lignite in Greece
From Summary and Conclusions: "The objective of this investigation has been stated above in the Introduction. Studies were made of mining operations in the Athens Basin, Rafina and Oropos districts; the Kimi and Aliveri areas on the island of Euboea; and the Peloponnese in the vicinity of Kalamai. (See fig. 2). Mining practices at mines in these areas are summarized briefly in this report. Samples of lignite were shipped to Bureau of Mines experiment stations at Pittsburgh, Pa., and Golden, Colo., for washability and utilization studies."

Oil and Gas Wells through Workable Coal Beds: Papers and Discussions
From Preface: "In carrying out such a policy with reference to the subject under consideration, the Bureau of Mines invited the State geologists, mine inspectors, and a number of coal operators and oil and gas well drillers from the States interested to meet representatives of the Bureau of Mines in Pittsburgh, Pa., for a discussion of the subject during February 7 and February 8, 1913. This adjourned meeting of the conference will be held at an early date and its report will be printed in a later edition of this bulletin, with such additional suggestions as may be received by the Bureau of Mines. Recovery of Zinc from Low-Grade and Complex Ores
From Introduction: "Vocalization in retorts has been, until recently, the only commercial process of producing spelter, hence the zinc mine operators have had to meet the terms of the zinc mine operators have had to meet the terms of the zinc smelters in regard to the following requirements: (1) Minimum percentage of zinc the ore must contain; (2) the chemical combination of the zinc in the ore; (3) the proportion present of those elements that interfere with the successful recovery of the zinc when the ore is retorted. As stated previously, and as will be shown later, a large part of the valuable mineral content of the ore is lost in effecting this concentration. As a result of the other requirements that have to be met in zinc smelting, much zinc is lost in the mining and milling of zinc ore."

Ft. Carson: Environmental Impacts MED-0004 Realign Inefficient Inpatient Functions
Disregard Header and Footer restrictions. This Medical JCSG proposal has 4 stationing actions that affect Army installations: 1. Disestablish the inpatient mission of the 10th Medical Group, USAF Academy, converting the hospital to a clinic with an ambulatory care center, and realign inpatient workload to Ft. Carson Army Hospital. 2. Disestablish the inpatient mission at Ft. Knox Medical Facility, converting the hospital to a clinic with an ambulatory care center. 3. Disestablish the inpatient mission at West Point's Medical facility, converting the hospital to a clinic with an ambulatory care center. 4. Disestablish the Ft. Eustis Medical facility. Medical workload transferred to Langley AFB, Portsmouth Naval Hospital and local civilian medical facilities. No MILCON is required to accomplish this recommendation as excess capacity is available in the receiving facilities. Ft. Eustis Medical Facility would be released for other activities.
