Pharmaceutical Patent-Antitrust: Reverse Payment Settlements and Product Hopping
This report introduces and analyzes innovation and competition policy issues associated with the pharmaceutical industry. It begins with a review of the Hatch-Waxman Act and its implications upon the availability of generic substitutes for brand-name medications. The report then turns to a basic review of the antitrust law. It then addresses judicial developments with respect to reverse payment settlements and product hopping. The report closes with a summary of congressional issues and possible alternatives.

Congress, the President, or an agency head may establish a federal advisory committee to render independent advice or provide policy recommendations. This report offers a history of the Federal Advisory Committee Act (FACA), examines its current requirements, and provides data on federal advisory committees operations and costs.

Creating a Federal Advisory Committee in the Executive Branch
This report provides a brief overview on how Congress can establish federal advisory committees, and provides some considerations as to why a federal advisory committee may or may not be an appropriate mechanism for a particular policy or funding question. It presents data on the number of active committees established by Congress with special emphasis on the committees established in FY2014. This report concludes by presenting a list of the federal advisory committees currently proposed for establishment in legislation in the 114th Congress.

Housing for Persons Living with HIV/AIDS
This report describes research that shows how housing and health status are related and the effects of stable housing on patient health. It also describes the Housing Opportunities for Persons with AIDS (HOPWA) program, the only federal program that provides housing and services specifically for persons who are HIV positive or who have AIDS, together with their families. In addition, the report describes how a small portion of funds appropriated through the Ryan White HIV/AIDS program may be used by states and local jurisdictions to provide short-term housing assistance for persons living with HIV/AIDS.
