Prescription drug abuse is the second-most common form of illicit drug abuse among teenagers in the United States, trailing only marijuana use. Prescription drug abuse has become a particular concern amongst federal policymakers. This report discusses this issue, including related pieces of legislation such as the Controlled Substances Act, the Secure and Responsible Drug Disposal Act of 2010, and the proper way to dispose of controlled substances.

Piracy: A Legal Definition

Pirate attacks in the waters off the Horn of Africa, including those on U.S.-flagged vessels, have brought continued U.S. and international attention to the long-standing problem of piracy in the region. A recent development in one of the piracy trials in Norfolk, VA, has highlighted a potential limitation in the definition of piracy under the United States Code. This report first examines the historical development of the offense of piracy, as defined by Congress and codified in the United States Code. The focus then turns to how contemporary international agreements define piracy. Finally, the report highlights a recent federal district court ruling that the offense of piracy under 18 U.S.C. § 1651 requires a robbery at sea.

Federal Lifeline Program: Frequently Asked Questions

This report answers frequently asked questions regarding the Federal Lifeline Program which was established in 1985 by the Federal Communications Commission (FCC) to assist qualifying low-income consumers in gaining access to and remaining on the telecommunications network. The program assists eligible individuals in paying the reoccurring monthly service charges associated with telecommunications usage. While initially designed to support traditional landline service, in 2005 the FCC expanded the program to cover either a landline or a wireless/mobile option. On March 31, 2016, the FCC adopted an Order (2016 Order or Order) to once again expand the program to make broadband an eligible service. The Lifeline program is available to eligible low-income consumers in every state, territory, commonwealth, and on tribal lands.

This report describes highlights of the October 6, 2017, Treasury Department report "A Financial System that Creates Economic Opportunities: Capital Markets" that primarily examines the regulation of debt, equity, commodities, and derivatives markets. The report is the second of a series written in accordance with Executive Order (E.O.) 13772, which was issued by the President on February 3, 2017. The capital markets report provides 91 policy recommendations, the majority of which could be implemented by the primary regulators of U.S. capital markets: the Securities and Exchange Commission (SEC), Commodity Futures Trading Commission (CFTC), state securities regulators, and Self-Regulatory Organizations (SROs). Nine of the 91 Treasury recommendations would require congressional action.

Global Environment Facility (GEF): Overview

This report discusses the Global Environment Facility (GEF), serves as a primary source of funding for several major international environmental concerns. It was designed to provide incremental additional funding for development projects, in order to allow incorporation of environmental considerations in four specified areas: climate change, ozone depletion, biological diversity, and international waters. In recent years, land degradation and persistent organic pollutants have been added to its agenda. The GEF has provided funding to more than 1,300 projects in 140 nations. Although the United States has participated in the GEF since its inception, its level of contributions to the GEF has varied widely, from $30 million in 1994 to a high of $167 million in 1999, and to $80 million in 2006.
