U.S. Global Food Security Funding, FY2010-FY2012
The United States currently addresses issues related to global hunger and food security through two primary types of approaches: (1) agricultural development and (2) emergency and humanitarian food aid and assistance. Agricultural development activities, such as the Administration's Feed the Future initiative and some emergency food assistance programs, are administered primarily by the U.S. Agency for International Development (USAID) using existing authorities provided in the Foreign Assistance Act of 1961, as amended.

The Peace Corps: Current Issues

Nonproliferation and Threat Reduction Assistance: U.S. Programs in the Former Soviet Union
This report focuses on funding for threat reduction and nonproliferation programs in the states of the former Soviet Union. Although the United States has expanded its efforts to programs that seek to assist other nations in securing nuclear, biological, and chemical weapons materials, the overwhelming majority of U.S. funds still support programs in the former Soviet states. Nevertheless, because U.S. funding and focus has shifted in recent years, this report provides only a partial view of U.S. nonproliferation and threat reduction programs.

Assistance to Firefighters Program: Distribution of Fire Grant Funding
This report discusses the Assistance to Firefighters Grant (AFG) Program, also known as fire grants of the FIRE Act grant program, which was established by Title XVII of the FY2001 National Defense Authorization Act. The program provides federal grants directly to local fire departments and unaffiliated Emergency Medical Services (EMS) organizations to help address a variety of equipment, training, and other firefighter-related and EMS needs. This report also discusses the possible reauthorization of AFG and the related Staffing for Adequate Fire and Emergency Response Firefighters (SAFER) program. Current debates on the issue revolve around a competition for funding between career/urban/suburban departments and volunteer/rural departments. Complicating the issue is the recent economic downturn, which has left many local communities increasingly hard pressed to allocate funding for their local fire departments.

Navy Virginia (SSN-774) Class Attack Submarine Procurement: Background and Issues for Congress
This report provides background information and oversight issues for Congress on the Virginiaclass nuclear-powered attack submarine (SSN) program. The Navy's proposed FY2012 budget requests procurement funding for the 15th and 16th Virginia-class boats, and advance procurement (AP) funding for Virginia-class boats to be procured in future years. Decisions that Congress makes on procurement of Virginia-class boats could substantially affect U.S. Navy capabilities and funding requirements, and the U.S. shipbuilding industrial base.

The Proposed U.S.-Panama Free Trade Agreement
This report presents a summary of trade negotiations and the proposed U.S.-Panama free trade agreement (FTA). The proposed U.S.-Panama FTA is a comprehensive agreement. Some 88% of U.S. commercial and industrial exports would become duty-free upon implementation, with remaining tariffs phased out over a 10-year period.

Navy Littoral Combat Ship (LCS) Program: Background, Issues, and Options for Congress
This report provides background information and potential issues for Congress on the Littoral Combat Ship (LCS), a relatively inexpensive Navy surface combatant equipped with modular "plug-and-fight" mission packages. The Navy's proposed FY2012 budget requests funding for the procurement of four LCSs. Current issues for Congress concerning the LCS program include changes or potential changes to the composition of LCS mission modules announced by the Navy in January 2011, the combat survivability of the LCS, and hull cracking on LCS-1. Broadband Internet Access and the Digital Divide: Federal Assistance Programs
The "digital divide" is a term used to describe a perceived gap between "information haves and have-nots," or in other words, between those Americans who use or have access to telecommunications and information technologies and those who do not. Whether or not individuals or communities fall into the "information haves" category depends on a number of factors, ranging from the presence of computers in the home, to training and education, to the availability of affordable Internet access.

The FCC's Authority to Regulate Net Neutrality after Comcast v. FCC
This report examines the ramifications of the U.S. Court of Appeals for the D.C. Circuit's April 6, 2010 ruling that the FCC could not base ancillary authority to regulate cable Internet services solely upon broad policy goals contained in the Communications Act. The decision has intensified the Net Neutrality debate and made the governments regulatory authority on the matter less clear.
