Multiyear Procurement (MYP) and Block Buy Contracting in Defense Acquisition: Background and Issues for Congress

This report provides background information and issues for Congress on multiyear procurement (MYP) and block buy contracting (BBC), which are special contracting mechanisms that Congress permits the Department of Defense (DOD) to use for a limited number of defense acquisition programs. Compared to the standard or default approach of annual contracting, MYP and BBC have the potential for reducing weapon procurement costs by several percent.

The Federal Food Safety System: A Primer

Numerous federal, state, and local agencies share responsibilities for regulating the safety of the U.S. food supply, which many experts say is among the safest in the world. Nevertheless, critics view this system as lacking the organization and resources to adequately combat foodborne illness, which sickens an estimated 76 million people and kills an estimated 5,000 each year in this country. The 110th Congress may face calls for a review of federal food safety agencies and authorities, and proposals for reorganizing them. Among the issues likely to arise are whether reform can improve oversight, and the cost to industry, consumers, and taxpayers. This report provides a brief introduction to the system and the debate on whether reorganization is needed.

Global Climate Change: Three Policy Perspectives

This paper discusses the three different perspectives used to consider issues related to the 1992 U.N. Framework Convention on Climate Change and the 1997 Kyoto Agreement. The perspectives are: the technological lens (that environmental problems are the result of misused or inappropriate technologies that can be improved); the economic lens (that environmental problems are the result of inappropriate pricing that can be fixed by representing environmental measures in market costs); and the ecological lens (that environmental problems are the result of disregard for the ecosystem and can be improved with education and "green" initiatives). The report discusses each approach and how it relates to policy creation.

Individuals with Disabilities Education Act (IDEA): Services in Private Schools under P.L. 108-446

This report examines the Individuals with Disabilities Education Improvement Act of 2004, P.L. 108-446, which makes several changes to the previous law regarding children with disabilities in private schools. Generally, children with disabilities enrolled by their parents in private schools are to be provided special education and related services to the extent consistent with the number and location of such children in the school district served by a LEA pursuant to several requirements. These requirements include new provisions relating to direct services to parentally placed private school children with disabilities, the calculation of the proportionate amount of funds, and a requirement for record keeping.

Detection of Explosives on Airline Passengers: Recommendation of the 9/11 Commission and Related Issues

The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) directs the Department of Homeland Security to place high priority on developing and deploying equipment for passenger explosives screening; requires TSA to submit a strategic plan for deploying such equipment; and authorizes additional research funding. It also requires that passengers who are selected for additional screening be screened for explosives, as an interim measure until all passengers can be screened for explosives. Congressional interest in this topic continues in the 109th Congress. This report discusses the current state of passenger explosives trace detection, ongoing federal R&D efforts and pilot equipment deployments, and related policy issues.
