Privacy: An Overview of Federal Statues Governing Wiretapping and Electronic Eavesdropping
This report provides an overview of federal law governing wiretapping and electronic eavesdropping. It also appends citations to state law in the area and contains a bibliography of legal commentary as well as the text of the Electronic Communications Privacy Act (ECPA) and the Foreign Intelligence Surveillance Act (FISA). This report also includes a brief summary of the recently expired Protect America Act, P.L. 110-55 and of the Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008, P.L. 110-261 (H.R. 6304).

Medicare: Enrollment in Medicare Drug Plans

Air Quality: EPA’s 2006 Changes to the Particulate Matter (PM) Standard
In order to better understand EPA’s actions, this report provides an analysis of the agency’s final 2006 revisions to the particulates NAAQS, and the estimated costs and benefits of the new standards and of a more stringent alternatives analyzed. Horse Slaughter Prevention Bills and Issues
More than 90,000 U.S. horses were slaughtered for human food in 2005, mainly for European and Asian consumers. Congress voted to limit the use of FY2006 appropriated funds for such slaughter, but USDA anticipates that the practice will continue, funded by industry user fees. This report examines the debate, which has focused on the acceptability of horse slaughter, and how to care for and eventually dispose of such horses if they no longer went for human food.
