3-D Seismic Exploration Project, Ute Indian Tribe, Uintah and Ouray Reservation, Uintah County, Utah
The objectives of this North Hill Creek 3-D seismic survey were to: (1) cover as large an area as possible with available budget; (2) obtain high quality data throughout the depth range of the prospective geologic formations of 2,000' to 12,000' to image both gross structures and more subtle structural and stratigraphic elements; (3) overcome the challenges posed by a hard, reflective sandstone that cropped out or was buried just a few feet below the surface under most of the survey area; and (4) run a safe survey.

S. 147/H.R. 309: Process for Federal Recognition of a Native Hawaiian Governmental Entity
S. 147/H.R. 309, companion bills introduced in the 109th Congress, represent an effort to accord to Native Hawaiians a means of forming a governmental entity that could enter into government-to-government relations with the United States. This report describes the provisions of the reported version of S. 147; outlines some federal statutes and recent cases which might be relevant to the issue of federal recognition of a Native Hawaiian entity; and recounts some legal arguments that have been presented in the debate on this legislation. It includes a brief outline of the provisions of a substitute amendment expected to be offered in lieu of the reported version of S. 147, when Senate debate, which was interrupted by the filing of a cloture motion on July 29, resumes.

2010 Census: Census Bureau Needs Procedures for Estimating the Response Rate and Selecting for Testing Methods to Increase Response Rate
A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Census Bureau (Bureau) estimates that it will spend at least $2 billion to enumerate households that did not return census forms during the 2010 Census. Increasing the response rate would reduce the number of households that Bureau field staff must visit. To address concerns about reducing the cost of enumerating these households, GAO (1) analyzed how the Bureau develops, supports, and updates the response rate estimate, and the extent to which the Bureau uses the estimate to inform its 2010 planning efforts; (2) described the methods the Bureau considered for increasing response in 2010 and how it tested these methods; and (3) assessed how the Bureau identifies and selects for testing methods to increase response rate, including considering other surveys' methods. To meet these objectives, GAO analyzed the Bureau's documentation for estimating the response rate and selecting for testing methods to increase response, and interviewed experts from other survey organizations."

2010 Census: Counting Americans Overseas as Part of the Census Would Not Be Feasible
Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Census Bureau (Bureau) has typically excluded from the census private citizens residing abroad, but included overseas members of the military, federal civilian employees, and their dependents (in the 1990 and 2000 Censuses, these individuals were included in the numbers used for apportioning Congress). 2010 Census: The Bureau's Plans for Reducing the Undercount Show Promise, but Key Uncertainties Remain
Testimony issued by the Government Accountability Office with an abstract that begins "An accurate decennial census relies on finding and counting people-- only once--in their usual place of residence, and collecting complete and correct information on them. This is a daunting task as the nation's population is growing steadily larger, more diverse, and according to the U.S. Census Bureau (Bureau), increasingly difficult to find and reluctant to participate in the census. Historically, undercounts have plagued the census and the differential impact on various subpopulations such as minorities and children is particularly problematic. GAO was asked to describe (1) key activities the Bureau plans to use to help reduce the differential undercount and improve participation, (2) the various challenges and opportunities that might affect the Bureau's ability to improve coverage in 2010, and (3) how different population estimates can impact the allocation of federal grant funds. This testimony is based primarily on GAO's issued work in which it evaluated the performance of various Census Bureau operations."
