Low-cost flywheel demonstration program. Final report
The Applied Physics Laboratory/Department of Energy Low Cost Flywheel Demonstration Program was initiated on 1 October 1977 and was successfully concluded on 31 December 19'9. The total cost of this program was $355,190. All primary objectives were successfully achieved as follows: demonstration of a full-size, 1)kWh flywheel having an estimated cost in large-volume production of approximately $50/kWh; developmeNt of a ball-bearing system having losses comparable to the losses in a totally magnetic suspension system; successful and repeated demonstration of the low-cost flywheel in a complete flywheel energy-storage system based on the use of ordinary house voltage and frequency; and application of the experience gained in the hardware program to project the system design into a complete, full-scale, 30-kWh home-type flywheel energy-storage system.

Holding the Edge: Maintaining the Defense Technology Base
This report examines the management of DoD technology base programs and laboratories. It also analyzes the process through which technology is introduced into defense systems, in order to understand why it takes so long and what might be done to speed the process up. Mapping Our Genes—Genome Projects: How Big? How Fast?

Costs and Effectiveness of Cholesterol Screening in the Elderly
This paper reviews the evidence that elevation of serum cholesterol (hypercholesterolemia) is an independent risk factor for cardiovascular disease in the elderly and that the detection and treatment of hypercholesterolemia in an elderly individual who does not have clinically apparent heart disease will diminish overall morbidity or mortality. It also estimates health care expenditures associated with screening and treatment of hypercholesterolemia in the elderly.

VOR Calibration Services
from Introduction: The National Bureau of Standards has designed, constructed, and evaluated a standard for the support of very-high-frequency omnidirectional range (VOR) air navigation aids. The standard consists of two instruments: (1) a digital waveform signal generator for the composite VOR audio waveform, and (2) a standard phasemeter based on time series analysis of this waveform. Experimental results, a statistical analysis of them, and the principal software listings are included.
