Disaster Tax Relief for the Midwest (open access)

Disaster Tax Relief for the Midwest

The Midwestern Disaster Tax Relief Act of 2008 is intended to assist with the recovery from the severe weather that affected the Midwest during the summer of 2008. The Jobs, Energy, Families, and Disaster Relief Act of 2008 includes some similar provisions, but these are not limited to the Midwest disaster. The disaster relief in the three bills is similar to that provided to assist with the recovery from the 2005 hurricanes and the 2007 Kansas tornadoes. This report broadly discusses the disaster relief provisions in other relevant legislation.

Potash Salts from Texas-New Mexico Polyhalite Deposits: Commercial Possibilities, Proposed Technology, and Pertinent Salt-Solution Equilibria (open access)

Potash Salts from Texas-New Mexico Polyhalite Deposits: Commercial Possibilities, Proposed Technology, and Pertinent Salt-Solution Equilibria

From Introduction: "Figure 1 shows the location of sources that have been either exploited or seriously considered at one time or another, super-imposed upon a map indicating by small letters the order of consumption of K2O in the leading States; the amount used in these States, together with the percentage of the total consumption of potash used as fertilizer in the United States in 1939, is given in table 1. Figure 2 shows the domestic production and total consumption of potassium salts, in terms of tons of K2O, with the value per unit at the plants, for each year since 1913. Considered together, these two figures tell a significant story."

Evaluations of Radionuclides of Uranium, Thorium, and Radium Associated With Produced Fluids, Precipitates, and Sludges From Oil, Gas, and Oilfield Brine Injection Wells in Mississippi: Final Report (open access)

Evaluations of Radionuclides of Uranium, Thorium, and Radium Associated With Produced Fluids, Precipitates, and Sludges From Oil, Gas, and Oilfield Brine Injection Wells in Mississippi: Final Report

Naturally occurring radioactive materials (NORM) are known to be produced as a byproduct of hydrocarbon production in Mississippi. The presence of NORM has resulted in financial losses to the industry and continues to be a liability as the NORM-enriched scales and scale encrusted equipment is typically stored rather than disposed of. Although the NORM problem is well known, there is little publically available data characterizing the hazard. This investigation has produced base line data to fill this informational gap. A total of 329 NORM-related samples were collected with 275 of these samples consisting of brine samples. The samples were derived from 37 oil and gas reservoirs from all major producing areas of the state. The analyses of these data indicate that two isotopes of radium ({sup 226}Ra and {sup 228}Ra) are the ultimate source of the radiation. The radium contained in these co-produced brines is low and so the radiation hazard posed by the brines is also low. Existing regulations dictate the manner in which these salt-enriched brines may be disposed of and proper implementation of the rules will also protect the environment from the brine radiation hazard. Geostatistical analyses of the brine components suggest relationships between the concentrations of …

Groundwater in Alluvium of the Lower Mississippi Valley (Upper and Central Areas): Volume 1 (open access)

Groundwater in Alluvium of the Lower Mississippi Valley (Upper and Central Areas): Volume 1

Summary: "This report provides data on the alluvial aquifer of the Lower Mississippi Valley in the area between Cape Girardeau, Missouri, and Port Gibson, Mississippi. Maps are presented of the Tertiary surface on which the alluvial aquifer rests as well as the geology of this surface and the areas where hydrologic recharge to the alluvial aquifer may occur. A set of piezometric-surface maps, together with hydrographs of observation wells, river stages, precipitation rates, and data on the hydrologic properties of the alluvium, makes it possible to calculate changes which take place in the aquifer. Further data are presented on the chemical quality of groundwater. The relevance of these data to engineering problems is discussed" (p. ix).
