Disaster Tax Relief for the Midwest

The Midwestern Disaster Tax Relief Act of 2008 is intended to assist with the recovery from the severe weather that affected the Midwest during the summer of 2008. The Jobs, Energy, Families, and Disaster Relief Act of 2008 includes some similar provisions, but these are not limited to the Midwest disaster. The disaster relief in the three bills is similar to that provided to assist with the recovery from the 2005 hurricanes and the 2007 Kansas tornadoes. This report broadly discusses the disaster relief provisions in other relevant legislation.

Figure 2 shows the domestic production and total consumption of potassium salts, in terms of tons of K2O, with the value per unit at the plants, for each year since 1913. Considered together, these two figures tell a significant story."

Injury Experience in the Coking Industry, 1951

From Introduction and Summary: "Reports from operating companies showed that 25,715 men worked at coke ovens in 1951, about 6 percent more than were employed in 1950 and, except in 1943, the largest work force since 1930, when 28,139 men were employed. The work time for all employees was 70,190,493 man-hours. The returns indicated an average of 344 work days per man as compared with 341 days in the previous year. Accidents at the ovens resulted in the death of 10 and injury to 768 workers, both of these figures representing fewer injuries than in 1950."

The Humidity of Mine Air with Especial Reference to Coal Mines in Illinois

From Introduction: "The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois and Illinois State Geological Survey. The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State, tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions."

Recovery of Zinc from Low-Grade and Complex Ores

From Introduction: "Vocalization in retorts has been, until recently, the only commercial process of producing spelter, hence the zinc mine operators have had to meet the terms of the zinc mine operators have had to meet the terms of the zinc smelters in regard to the following requirements: (1) Minimum percentage of zinc the ore must contain; (2) the chemical combination of the zinc in the ore; (3) the proportion present of those elements that interfere with the successful recovery of the zinc when the ore is retorted. As stated previously, and as will be shown later, a large part of the valuable mineral content of the ore is lost in effecting this concentration. As a result of the other requirements that have to be met in zinc smelting, much zinc is lost in the mining and milling of zinc ore."
