This dispute was brought before the WTO dispute panel and found to be valid. The report ends with a discussion of options for the U.S. in regards to modifying COOL to follow WTO rulings.

The Security and Prosperity Partnership of North America (SPP) is a trilateral initiative that was launched in March 2005 for the purpose of increasing and enhancing security and prosperity in the United States, Canada, and Mexico. This initiative promoted communication and cooperation across several key policy areas of mutual interest, such as improving certain sectors of the economy, developing higher health and safety standards, and addressing environmental concerns. In October, 1986, the 10th U.S.-German Seminar of State and Planning on Environmental Specimen Banking was held at the Virginia Institute of Marine Sciences in Gloucester Point, Virginia. From Introduction: "Uranium has been discovered in fluvial quartz-pebble conglomerates in most of the Precambrian shield areas of the world, including the Canadian, African, South America, Indian, Baltic, and Australian shields. Occurrences in these and other areas are shown in Figure 1.1. Two of these occurrences, the Huronian supergroup of Canada and the Witwatersrand deposit of South Africa contain 20-30 percent of the planet's known uranium reserves (Nininger, 1974). Thus it is critical that we understand the origin of these deposits and develop exploration models that can aid in finding new deposits."

The Open Skies Treaty: Issues in the Current Debate
This report discusses the current debate surrounding the Treaty on Open Skies, which the United States, Canada, and 22 European nations signed on March 24, 1992. The treaty entered into force on January 1, 2002, and now has 34 member states. Each participant must permit unarmed observation aircraft to fly over its entire territory to observe military forces and activities.
