80" Bubble Chamber Expansion System Preliminary Operating Procedures

These procedures are intended to be used for the initial operation of the expansion system and serve as a basis for a more complete and revised form to be written once operating experience has been gained. An attempt has been made to offer a logical and systematic presentation to facilitate operation and maintenance of the system by the operating personnel. Thus, the sequence of valve actuations has been presented in matrix and check list form to minimize errors; this also has the advantage of making it easier to adapt certain expansion system procedures to programmed control by a process control computer.

80" Bubble Chamber Expansion System Summary of Piston Motion Studies

Prior to assembly into the 80" bubble chamber, the expansion system was subjected to a series of tests to check piston dynamics and gain information on the reliability of the various components. Furthermore, the rest provided operating personnel with the opportunity to become familiar with the operation and maintenance of the expansion system. Two separate tests were performed with the apparatus that was located at the north end of the AGS experimental area; one during the week of Oct. 15 and the other during the week of Nov. 12. The system was run with helium gas supplied from AGS compressor room and the piston was operated at room temperature.

401(K) Plans: Labor and IRS Could Improve the Rollover Process for Participants

A letter report issued by the Government Accountability Office with an abstract that begins "The current rollover process favors distributions to individual retirement accounts (IRA). Waiting periods to roll into a new employer plan, complex verification procedures to ensure savings are tax-qualified, wide divergences in plans' paperwork, and inefficient practices for processing rollovers make IRA rollovers an easier and faster choice, especially given that IRA providers often offer assistance to plan participants when they roll their savings into an IRA. The Department of Labor (Labor) and the Internal Revenue Service (IRS) provide oversight and guidance for this process generally and can take steps to make plan-to-plan rollovers more efficient, such as reducing the waiting period to roll over into a 401(k) plan and improving the asset verification process. Such actions could help make staying in the 401(k) plan environment a more viable option, allowing participants to make distribution decisions based on their financial circumstances rather than on convenience."

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings. The U.S. Census Bureau (Bureau) has since strengthened its risk management efforts and made other improvements; however, in March 2009, GAO noted that a number of challenges and uncertainties remained. This testimony discusses the Bureau's readiness for 2010 and covers: (1) the delivery of key IT systems, (2) preliminary findings on the results of address canvassing and the lessons learned from that operation that can be applied to subsequent field operations, and (3) the Bureau's progress in improving its cost estimation abilities. The testimony is based on previously issued and ongoing GAO work."

2020 Census: Initial Research Milestones Generally Met but Plans Needed to Mitigate Highest Risks

A letter report issued by the Government Accountability Office with an abstract that begins "According to U.S. Census Bureau (Bureau) officials, to inform timely design decisions, research on new methods to improve the cost effectiveness of the 2020 Census must be accomplished early enough in the decade to confirm their likely impact on both cost and quality. Three key efforts--(1) the use of the Internet as a response option, (2) a potential move towards targeted address canvassing, and (3) the possible use of administrative records to replace data collected during census field operations--present the Bureau with potential opportunities to reduce costs while maintaining quality. The Bureau's 2020 Research and Testing Program has 14 fiscal year 2012 projects focused on informing design decisions related to the three key efforts. Bureau officials are also aware that the changes they are testing come with many risks, and for each project the Bureau has identified a number of risks and prioritized them from high to low. However, the Bureau has not developed mitigation or contingency plans for these project risks.
