The scope of this report is limited to providing the change from the perspective of the safety envelope (bases) of the Safety Analysis Report (SAR) and Operations Safety Requirements (OSR). The office of the Vice President of A/E Construction for ICF Kaiser has requested that OSHA compliance statistics be made available to management for companies subcontracting to the ICF Kaiser Company. In addition, a need to better manage contract administrative data for the Contracts Administration and the Construction Management Projects organizations has been identified. The Contract Management Information System is being developed to achieve these objectives. This document provides a Project Management Plan for development of the Contract Management Administration System (CONTRACT) by Design Services DAD/CAE Support. The Project Management Plan describes the project work breakdown structure, safety and quality considerations, with associated cost, schedule and project management information. The CONTRACT System is intended to aid the ICF Kaiser divisions with tracking of A/E subcontractor information to include general contract administration information used by the Contracts Administration organization, contract and safety performance data used by the Construction Management Projects and office of the organization and Vice President of A/E Construction.

Experience with Palladium Diffusers in Tritium Processing

Hydrogen isotopes are separated from other gases by permeation through palladium and palladium-silver alloy diffusers in the Tritium Facilities at the US Department of Energy Savannah River Site (SRS). Diffusers have provided effective service for almost forty years. This paper is an overview of the operational experience with the various diffuser types that have been employed at SRS. Alternative technologies being developed at SRS for purifying hydrogen isotopes are also discussed.

Project B610 process control configuration acceptance test report

The purpose of this test is to verify the Westinghouse configuration of the MICON A/S Distributed Control System for project B610. The following will be verified: (1) proper assignment and operation of all field inputs to and outputs from the MICON Termination panels; (2) proper operation of all display data on the operators` console; (3) proper operation of all required alarms; and (4) proper operation of all required interlocks. This test only verifies the proper operation of the Westinghouse control configuration (or program). It will not be responsible for verifying proper operation of the MICON hardware or operating software. Neither does it test any of the B610 instrument. The MICON hardware and software has been tested as part of the equipment procurement. Instrumentation and wiring installed under project B620 will be tested under a separate functional test. In some cases, precise transmitter ranges, alarm setpoints, and controller tuning parameters are not available at this time. Therefore, approximate values are used during the test. This should not affect the proper operation of the configuration or the validity of this test. Final values will be assigned during operability testing.

Electron-proton instability in the IPNS-Upgrade RCS: Part I

The electron-proton instability in the IPNS-Upgrade RCS is investigated in this report. A dispersion relation applicable to the coasting beam is derived, and the approximations used are stated in order to facilitate the understanding of the underlying mechanism of the instability. The threshold of instability in terms of neutralization of the circulating beam is found for the IPNS-Upgrade RCS. The dependence of threshold on the beam size and the lattice tune is also studied and its numerical results are presented.

South Carolina Department of Health and Environmental Control (SCDHEC) reviewed 57 primary documents during fiscal year 1993 (October 1, 1992 through September 30, 1993). The primary documents reviewed consisted of 24 RCRA Facility Investigation/ Remedial Investigation (RFI/RI) workplans, 26 Site Evaluation (SE) reports, 3 Proposed Plans, 1 Record of Decision (ROD), and 3 miscellaneous primary documents. Numerous other administrative duties were conducted during the reporting period that are not accounted for above. These included, but are not limited to, extension requests, monitoring well approvals, treatability studies, and site visit reports.

Origin, diagnostics, and mitigation of a salt dissolution sinkhole at the US Strategic Petroleum Reserve storage site, Weeks Island, Louisiana

A sinkhole was first observed in May 1992 over the edge of the two-level former salt mine that was converted for oil storage by the US Strategic Petroleum Reserve (SPR). Diagnostic studies that included geophysical, geochemical, drilling, and hydrological methods suggest a direct connection exists between the surface collapse area and the underground mine as shown by correlative measurements of sediment slump rates and brine influx into the mine. The dissolution of salt below the sinkhole that initiated the leak into the mine was likely caused by several confluent geologic processes, and exacerbated by mining-induced stresses that created fractures which served as hydrologic flowpaths. Modeling studies of mine stresses show that years may be required before tensional cracking begins to occur, but once begun can continue to develop, and relieve the stress in that specific regime. The crack regime creates the avenue for incursion of groundwater, very slowly initially, but gradually enlarging as undersaturated groundwater dissolves salt on the sides of the crack. Mitigation measures include increasing the mine pressurization, slowing the dissolution by injecting brine into the sinkhole throat, and freeze grouting to restrict hydrologic flowpaths.

The initial phase of the Plutonium Information Resource is well under way. Board members developed linkages with Russian scientists and engineers and obtained names of technical team members. Nuclear proposals were reviewed by the Nuclear Review Group, and the proposals were modified to incorporate the review group`s comments. Portions of the proposals were approved by the Governing Board. Proposals for education and outreach were reviewed by the Education Proposal Review Group, considered by the Governing Board and approved. The Senior Technical Review Group met to consider the R&D programs associated with fissile materials disposal. A newsletter was published. Progress continued on the high explosives demonstration project, on site-specific environmental work, and the multiattribute utility analysis. Center offices in Amarillo were furnished, equipment was purchased, and the lease was modified.

Emissions reductions in coal-fired home heating stoves through use of briquettes. Quarterly report, January 1, 1995--March 31, 1995

The purpose of this program is to encourage the formation of commercial ventures between the U.S. and Polish firms to provide equipment and /or services to reduce pollution from low emission sources in Krakow, Poland. This period has seen additional briquette testing at Akademia Gorniczo Hutnicza (AGH). In addition, Euromining has begun large-scale briquette production. The initial multi-ton batches were delivered as this period ended. Acurex Environmental Corporation has delivered a sampling crew and equipment to Krakow. Testing at INCO Veritas (INCO) has not started due to delays in the delivery of briquettes by Euromining but is expected to begin with the new quarter. Arrangements are in place for the product market testing to begin as soon as the briquettes are available.

Emission, plasma formation, and brightness of a PZT ferroelectric cathode

We have measured an 36-A-cm{sup {minus}2} current emission density over the surface area of an 11.4-cm{sup 2}-area Lead-Titanate- Zirconate (PZT) ferroelectric cathode with a pulsed anode-cathode (A-K) potential of 50 kV. We have also observed currents above those predicted by classical Child-Langmuir formula for a wide variety of cases. Since a plasma within the A-K gap could also lead to increase current emission we are attempting to measure the properties of the plasma near the cathode surface at emission time. In other measurements, we have observed strong gap currents in the absence of an A-K potential. Further, we continue to make brightness measurements of the emitted beam and observe spatially non-uniform emission and large shot-to-shot variation. Measurements show individual beamlets with a brightness as high 10{sup 11} Am{sup {minus}2} rad{sup {minus}2}.

Technical assessment of Engineering`s Manufacturing Technology Thrust Area at Lawrence Livermore National Laboratory

This document investigates the connection between the Manufacturing Technology Thrust Area and its market and concludes that the connection should include the programs internal to LLNL and customers outside of LLNL. The thrust area`s existing mission is reviewed and while it remains relevant to the future, it is too broad for the assigned resources. The scope of the thrust area`s mission is therefore narrowed to more specifically address precision in manufacturing. The course to pursue the new focus is plotted, and the projects for FY95 are briefly discussed.
