Appropriations for FY2004: Commerce, Justice, State, the Judiciary, and Related Agencies
Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. This Report is a guide to one of the 13 regular appropriations bills that Congress passes each year. World Bank Lending to China
Lending to China from the multilateral development banks (MDBs) increased four-fold between 1985 and 1994, from $1.1 billion to $4.3 billion. China is now the MDBs' largest single borrower country. There is considerable debate today, however, whether the MDBs should continue lending to China. In particular, there is sharp debate whether the World Bank should continue making concessional loans to China.

Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests
The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

Abu Sayyaf: Target of Philippine-U.S. Anti-Terrorism Cooperation
This report provides an overview and policy analysis of the Abu Sayyaf terrorist group in the Philippines and the recently announced Philippine-U.S. program of military cooperation against it. It examines the origins and operations of Abu Sayyaf, the efforts of the Philippine government and military to eliminate it, and the implications of a greater U.S. military role in attempts to suppress it. Commercial Relations with the Soviet Union: Prospects for a Common United States Japanese Policy
Discussions in Japan from January 27-February 1, 1991 provided a basis for assessing the prospects for expanding commercial relations with the Soviet Union, perhaps as part of a Soviet/Japanese Summit to convene on April 16. These discussions included key Japanese industrialists, bankers, government officials and academics who influence policy. There was also a meeting of the Soviet-Japanese Business Cooperation Committee during the same period. The conditions from the Japanese perspective for favorable developments would appear to be four:

Indonesian Separatist Movement in Aceh
This report discusses the separatist movement in the province of Aceh, in Indonesia, as well as US hesitance to involve themselves in aiding President Abdurrahman Wahid in controlling the Indonesian military.
