(Fuel, fission product, and graphite technology)

Travel to the Forschungszentrum (KFA) -- Juelich described in this report was for the purpose of participating in the annual meeting of subprogram managers for the US/DOE Umbrella Agreement for Fuel, Fission Product, and Graphite Technology. At this meeting the highlights of the cooperative exchange were reviewed for the time period June 1989 through June 1990. The program continues to contribute technology in an effective way for both countries. Revision 15 of the Subprogram Plan will be issued as a result of the meeting. There was interest expressed by KFA management in the level of support received from the NPR program and in potential participation in the COMEDIE loop experiment being conducted at the CEA.

Real-space multiple scattering theory calculations of LEED (low-energy electron diffraction) intensities for stepped surfaces

We use a newly developed real-space multiple scattering theory (RS-MST) to calculate low-energy electron diffraction (LEED) intensities from stepped surfaces. In this calculation the electron wavefunctions are expanded in terms of an angular momentum basis, utilizing the property of removal invariance of systems with semi-infinite periodicity. This strongly reduces the dependence of the calculation on the interlayer spacing and thus opens up the possibility of treating more open surfaces. This includes in particular stepped surfaces, to which conventional methods cannot be applied. Applications of the formalism to various stepped surfaces are presented. In particular, the results for Cu(311) and (331) surfaces obtained from both the layer doubling and RS-MST methods are compared. In addition, numerical techniques which can improve the convergence as well as the speed of the RS-MST approach are discussed. 6 refs., 3 figs.

Thermal analysis of the FSP-1 fuel pin irradiation test

Thermal analysis of a pin from the FSP-1 fuels irradiation test has been completed. The purpose of the analysis was to provide predictions of fuel pin temperatures, determine the flow regime within the lithium annulus of the test assembly, and provide a standardized model for a consistent basis of comparison between pins within the test assembly. The calculations have predicted that the pin is operating at slightly above the test design temperatures and that the flow regime within the lithium annulus is a laminar buoyancy driven flow. 7 refs., 5 figs.

Algebraic calculation of stroboscopic maps of ordinary, nonlinear differential equations

The relation between the parameters of a differential equation and corresponding discrete maps are becoming increasingly important in the study of nonlinear dynamical systems. Maps are well adopted for numerical computation and several universal properties of them are known. Therefore some perturbation methods have been proposed to deduce them for physical systems, which can be modeled by an ordinary differential equation (ODE) with a small nonlinearity. A new iterative, rigorous algebraic method for the calculation of the coefficients of a Taylor expansion of a stroboscopic map from ODE's with not necessarily small nonlinearities is presented. It is shown analytically that most of the coefficients are small for a small integration time and grow slowly in the course of time if the flow vector field of the ODE is polynomial and if the ODE has fixed point in the origin. Approximations of different orders respectively of the rest term are investigated for several nonlinear systems. 31 refs., 16 figs.

Argon Excluder Foam Compression Data

The argon excluder is designed to reduce the media density of the dead space between the internal modules of the end calorimeters and the concave convex head to less than that of argon. The design of the excluder includes a thin circular stainless steel plate welded to the inner side of the convex pressure vessel head at a radius of 26 and 15/16 inches. It is estimated that this plate will experience a pressure differential of approximately 40 pounds per square inch. A inner foam core is incorporated into the design of the excluder as structural support. This engineering note outlines the compression data for the foam used in the north end calorimeter argon excluder. Four test samples of approximately the same dimensions were cut and machined from large blocks of the poured foam. Two of these test samples were then subjected to varying compression magnitudes until failure. For this test failure was taken to mean plastic yielding or the point at which deformation increases without a corresponding increase in loading. The third sample was subjected to a constant compressive stress for an extended period of time, to identify any 'creeping' effects. Finally, the fourth sample was cooled to cryogenic …

IGR NO{sub x}/SO{sub x} control technology. [Quarterly] report, April 1, 1993--June 30, 1993

This reporting term covers the first full quarter subsequent to the program kick-off meeting and the DOE authorization to proceed with the contract work. As such the work of this term principally involves ordering, assembling, and de-bugging equipment as well as the development of the solid electrolyte materials and some initial electrochemical studies. These initial studies make use of the above instrumentation and act as a source of calibration for subsequent studies. Specifically the work during this reporting term has involved the optimization of the sintering of the ceramic electrolyte freeze dried powder to allow for optimum performance of the IGR ceramic composite, the determination of the electrochemical properties in air of the above stabilized ceramic solid oxide electrolyte material over the relevant ranges of applied voltage and temperatures, and the detailed planning, equipment/parts ordering, acquisition, and integration for the computer controlled electrochemical test apparatus for the electrocatalytic materials.

101-SY waste sample speed of sound/rheology testing for sonic probe program

One problem faced in the clean-up operation at Hanford is that a number of radioactive waste storage tanks are experiencing a periodic buildup and release of potentially explosive gases. The best known example is Tank 241-SY-101 (commonly referred to as 101-SY) in which hydrogen gas periodically built up within the waste to the point that increased buoyancy caused a roll-over event, in which the gas was suddenly released in potentially explosive concentrations (if an ignition source were present). The sonic probe concept is to generate acoustic vibrations in the 101-SY tank waste at nominally 100 Hz, with sufficient amplitude to cause the controlled release of hydrogen bubbles trapped in the waste. The sonic probe may provide a potentially cost-effective alternative to large mixer pumps now used for hydrogen mitigation purposes. Two important parameters needed to determine sonic probe effectiveness and design are the speed of sound and yield stress of the tank waste. Tests to determine these parameters in a 240 ml sample of 101-SY waste (obtained near the tank bottom) were performed, and the results are reported.

Fabrication and testing of a silicon immersion grating for infrared spectroscopy

Recent advances in silicon micromachining techniques (e.g. anisotropic etching) allow the fabrication of very coarse infrared echelle gratings. When used in immersion mode, the dispersion is increased proportionally to the refractive index. This permits a very significant reduction in the overall size of a spectrometer while maintaining the same resolution. We have fabricated a right triangular prism (30{times}60{times}67 mm with a rectangular entrance face 30{times}38 mm) from silicon with a grating etched into the face of the hypotenuse. The grating covers an area of 32 mm by 64 mm and has a 97.5 PM periodicity with a blaze angle of 63.4{sup o}. The groove surfaces are very smooth with a roughness of a few manometers. Random defects in the silicon are the dominant source of grating scatter ({approx} 12% at 3.39 {mu}m). We measure a grating ghost intensity of 1.2%. The diffraction peak is quite narrow, slightly larger than the Airy disc diameter at F/12. However due to wavefront aberrations, perhaps 15--20% of the diffracted power is in the peak with the rest distributed in a diameter roughly five times the Airy disc.

Progress at LAMPF, 1992--1993

This Progress Report describes the operation of the Los Alamos Meson Physics Facility (LAMPF) and the research programs carried out there for the years 1992 and 1993. The accelerator operated for over 100 days in 1992, providing beams of H{sup +}, H{sup {minus}}, and polarized H{sup {minus}} for a rich and varied research program in nuclear physics. The accelerator had only fair beam availability in 1992 (for example, the average H{sup +} beam availability was 72%), caused largely by problems in the 201-MHz rf system. A major effort was expended to address these problems before the 1993 run. These efforts were rewarded by good beam availability in 1993 and few problems with the 201-MHz system. LAMPF operated remarkably smoothly during 1993, in the midst of a period of great uncertainty in the future of the facility and the downsizing of MP Division, which led to the loss of a large number of key people to positions elsewhere in the Laboratory. The H{sup +} intensity had to be held to no more than {approximately} 800{mu}A because of a vacuum leak in the A2 target. Scintillating-fiber imaging detector for 14-MeV neutrons

The authors have created a detector to image the neutrons emitted by imploded inertial-confinement fusion targets. The 14-MeV neutrons, which are produced by deuterium-tritium fusion events in the target, pass through an aperture to create an image on the detector. The neutron radiation is converted to blue light (430 nm) with a 20-cm-square array of plastic scintillating fibers. Each fiber is 10-cm long with a 1-mm-square cross section; approximately 35-thousand fibers make up the array. The resulting blue-light image is reduced and amplified by a sequence of fiber-optic tapers and image intensifiers, then acquired by a CCD camera. The fiber-optic readout system was tested optically for overall throughput the resolution. The authors plan to characterize the scintillator array reusing an ion-beam neutron source as well as DT-fusion neutrons emitted by inertial confinement targets. Characterization experiments will measure the light-production efficiency, spatial resolution, and neutron scattering within the detector. User`s guide to the FFTF Plant Operational Data Management System (B1039)

The FFTF Plant Operational Data Management (PODM) System provides capabilities for storing, managing and retrieving data recorded by FFTF plant computers [the Plant Data System (PDS), in particular]. The PODM system is currently implemented on SUN{sup TM} Workstations{sup (R)}. This guide contains a description of the PODM System, and instructions for using programs available for retrieving and processing FFTF data stored in the data base. Section 2.0 provides a brief overview and the background of the system. The organization and content of the data base are described in more detail in Sections 3.0 and 4.0. Available computer programs are described in sections 5.0 and 6.0 while subroutines that can be called by a user`s FORTRAN program are described in section 7.0.

Automatic control of fine coal cleaning circuits has traditionally been limited by the lack of sensors for on-line ash analysis. Although several nuclear-based analyzers are available, none have seen widespread acceptance. This is largely due to the fact that nuclear sensors are expensive and tend to be influenced by changes in seam type and pyrite content Recently, researchers at VPI&SU have developed an optical sensor for phosphate analysis. The sensor uses image processing technology to analyze video images of phosphate ore. It is currently being used by Texas gulf for off-line analysis of dry flotation concentrates. The primary advantages of optical sensors over nuclear sensors are that they are significantly cheaper, are not subject to measurement variations due to changes in high atomic number minerals, are inherently safer and require no special radiation permitting. The purpose of this work is to apply the knowledge gained in the development of an optical phosphate analyzer to the development of an on-line ash analyzer for fine coal slurries. Local positioning system

Navigation systems have been vital to transportation ever since man took to the air and sea. Early navigation systems utilized the sextant to navigate by starlight as well as the magnetic needle compass. As electronics and communication technologies improved, inertial navigation systems were developed for use in ships and missile delivery. These systems consisted of electronic compasses, gyro-compasses, accelerometers, and various other sensors. Recently, systems such as LORAN and the Global Positioning System (GPS) have utilized the properties of radio wave propagation to triangulate position. The Local Positioning System (LPS), described in this paper, is an implementation of a limited inertial navigation system designed to be used on a bicycle. LPS displays a cyclist`s current position relative to a starting location. This information is displayed in Cartesian-like coordinates. To accomplish this, LPS relies upon two sensors, an electronic compass sensor and a distance sensor. The compass sensor provides directional information while the distance sensor provides the distance traveled. This information yields a distance vector for each point in time which when summed produces the cyclist`s current position. LPS is microprocessor controlled and is designed for a range of less than 90 miles.

Radiological monitoring plan for the Oak Ridge Y-12 Plant: Surface water

National Pollutant Discharge Elimination System (NPDES) Permit TN0002968, issued April 28, 1995, requires that the Y-12 Plant Radiological Monitoring Plan for surface water be modified (Part 111-H). These modifications shall consist of expanding the plan to include storm water monitoring and an assessment of alpha, beta, and gamma emitters. In addition, a meeting was held with personnel from the Tennessee Department of Environment and Conservation (TDEC) on May 4, 1995. In this meeting, TDEC personnel provided guidance to Y-12 Plant personnel in regard to the contents of the modified plan. This report contains a revised plan incorporating the permit requirements and guidance provided by TDEC personnel. In addition, modifications were made to address future requirements of the new regulation for radiation protection of the public and the environment in regards to surface water monitoring.

This supplement is published once a year as a complement to the Short- Term Energy Outlook, Quarterly Projections. The purpose of the Supplement is to review the accuracy of the forecasts published in the Outlook, make comparisons with other independent energy forecasts, and examine current energy topics that affect the forecasts. Chap. 2 analyzes the response of the US petroleum industry to the recent four Federal environmental rules on motor gasoline. Chap. 3 compares the EIA base or mid case energy projections for 1995 and 1996 (as published in the first quarter 1995 Outlook) with recent projections made by four other major forecasting groups. Chap. 4 evaluates the overall accuracy. Chap. 5 presents the methology used in the Short- Term Integrated Forecasting Model for oxygenate supply/demand balances. Chap. 6 reports theoretical and empirical results from a study of non-transportation energy demand by sector. The empirical analysis involves the short-run energy demand in the residential, commercial, industrial, and electrical utility sectors in US.
