The Proposed Equal Rights Amendment

This CRS Report provides a brief legislative history of the proposed Equal Rights Amendment and a description of its current status. The report also contains pro and con analyses of the possible effects of ERA, were it to be ratified, and a discussion of questions raised by the action of Congress in extending the deadline for ratification and by the action of States that have voted to rescind their approval of the measure. This report is based in part on an earlier CRS report by Morrigene Holcomb and Karen Keesling.

The principal activities during the last year were related to LAMPF experiments, a newly initiated radiochemical search for Glashow particles, and the writing up of experimental work completed at FERMILAB studying the interaction of 400-MeV protons and 150-MeV pions with complex nuclei. Collaboration is proceeding with Los Alamos on heavy methanes as atmospheric tracers and in proposing a geological search for enhanced solar neutrinos in past geological times.

The purpose of this study is to provide an evaluation of possible international and domestic uses for the Barnwell Nuclear Fuel Plant, located in South Carolina, at the conclusion of the International Nuclear Fuel Cycle Evaluation. Four generic categories of use options for the Barnwell plant have been considered: storage of spent LWR fuel; reprocessing of LWR spent fuel; safeguards development and training; and non-use. Chapters are devoted to institutional options and integrated institutional-use options.

Cancer risks and neutron RBE's from Hiroshima and Nagasaki

The new radiation dose estimates for Hiroshima and Nagasaki are radiobiologically examined for compatability with other human and experimental data. The new doses show certain improvements over the original T65 doses. However, they suggest for chronic granulocytic leukemia, total malignancies, and chromosome aberrations, at neutron doses of 1 rad, RBEs in excess of 100, higher than expected from other findings. This and other indications suggest that either there are unrecognized systematic problems with the various radiobiological data, or the new doses are deficient in neutrons for Hiroshima, by a factor of about five. If in fact there were actually some 5-fold more dose from neutrons at Hiroshima than estimated by the new calculations, the RBEs would agree well with laboratory results, and other inconsistencies would largely disappear. Cancer risks are estimated for neutrons from the new doses and are compared with those estimated from radiobiologically reconciled doses (the new doses adjusted by adding approximately 5-fold more neutrons). The latter appear more reasonable. For low-LET radiation, cancer risk estimates are changed very little by the new dose estimates for Nagasaki.

Accurate Computer Simulation of a Drift Chamber

A general purpose program for drift chamber studies is described. First the capacitance matrix is calculated using a Green's function technique. The matrix is used in a linear-least-squares fit to choose optimal operating voltages. Next the electric field is computed, and given knowledge of gas parameters and magnetic field environment, a family of electron trajectories is determined. These are finally used to make drift distance vs time curves which may be used directly by a track reconstruction program. Results are compared with data obtained from the cylindrical chamber in the Axial Field Magnet experiment at the CERN ISR.

Field-independent normalization of SSC Collider Ring costs

The SSC Collider Ring represents the dominating cost element of the SSC project. The number of variables involved in optimizing the facility is very large so it is helpful to try to parameterize them in a way that allows a straightforward comparison of primary options. Cost information has been drawn from the Reference Designs Study supplemented by data from studies carried out by the Harza Engineering Company in Illinois. Various studies indicate that a 9' to 10' tunnel seems optimal from a construction and operation viewpoint and is adequate for installation. According to both studies cited a tunnel of this size in reasonable geology will cost approximately $800 per linear foot. For the purposes of this analysis this is adopted as the standard tunnel.

Design and testing of wood containers for radioactive waste

A wood container for shipping and storing radioactive waste was designed to eliminate the problems caused by the weight, cost, and shape of the steel containers previously used. Tests specified by federal regulations (compression, free-drop, penetration, and vibration) were conducted on two of the containers, one loaded to 2500 lb and one loaded to 5000 lb. The 5000-lb container failed the free-drop test, but the 2500-lb container easily passed the tests and therefore qualifies as a Type A container. Its simplicity of design, low weight, and ease in handling have proved to be time-saving and cost-effective.

Nitrogen oxide abatement by distributed fuel addition

The purpose of this project is to develop techniques for nitrogen oxides abatement by distributed fuel addition. The major nitrogen oxide of interest is Nitric Oxide (NO), a precursor to premature forest damage and to acid rain. Recently interest has also been evoked with respect to an additional oxide of nitrogen, namely Nitrous Oxide (N{sub 2}O). Therefore, abatement measures for NO{sub x} are being investigated to determine their influence on N{sub 2}O as well. This report briefly describes the significance of N{sub 2}O emissions to the environment and the urgent need to develop techniques that can reduce emissions of both NO and N{sub 2}O. Reburning through distributed fuel addition may be an effective technique for NO{sub x} (mainly NO) emission control as described in the previous quarterly report. Reburning may also be effective in reducing N{sub 2}O levels. A technique for N{sub 2}O measurement by gas chromatography/electron capture detection was developed during this quarter, and is described in this report. This analysis technique will be used in the proposed experimental study to investigate the effectiveness of reburning on N{sub 2}O control.

Flexibility of MFTF-B for thermal-barrier modifications and axisymmetric upgrades

Flexibility in MFTB-B will be achieved partly by using the margins in particle and energy control designed into the machine and partly by making modest changes based on results obtained in TMX Upgrade. This latter flexibility is permitted by the schedule for vessel construction and component fabrication. The changes we might expect were determined by an examination of the processes involved in creating a thermal barrier and by speculating on the range of outcomes from TMX Upgrade experiments.

MAGRAC: railgun simulation program

A computer simulation code at the Lawrence Livermore National Laboratory (LLNL) to predict the performance of a railgun electromagnetic accelerator has been developed and validated. The code, called MAGRAC (MAGnetic Railgun ACcelerator), models the performance of a railgun driven by a magnetic flux compression current generator (MFCG). The MAGRAC code employs a time-step solution of the nonlinear time-varying element railgun circuit to determine rail currents. From the rail currents, the projectile acceleration, velocity, and position are found. The MAGRAC code was validated through a series of eight railgun tests conducted jointly with the Los Alamos National Laboratory. The formulation of the MAGRAC railgun model is described and the predicted current waveforms compared with those obtained from full-scale experiments.

Analysis of multipass laser amplifier systems for storage laser media

The performance characteristics of single pass and multipass storage laser amplifiers are presented and compared. The effects of the multipass amplifier parameters on the extraction characteristics are examined. For a wide range of conditions the multipass amplifier is found to provide high energy gain and high efficiency simultaneously. This is a significant advantage over the single pass laser amplifier. Finally, three specific storage laser amplifier systems, flashlamp pumped V:MgF/sub 2/, XeF laser pumped Tm:Glass, and photolytically pumped Selenium, are examined. The performance characteristics for each of the three systems are calculated and compared.

Assessment of the proposed decontamination and waste treatment facility at LLNL

To provide a centralized decontamination and waste treatment facility (DWTF) at LLNL, the construction of a new installation has been planned. Objectives for this new facility were to replace obsolete, structurally and environmentally sub-marginal liquid and solid waste process facilities and decontamination facility and to bring these facilities into compliance with existing federal, state and local regulations as well as DOE orders. In a previous study, SAIC conducted a preliminary review and evaluation of existing facilities at LLNL and cost effectiveness of the proposed DWTF. This document reports on a detailed review of specific aspects of the proposed DWTF.

Radioiodine in kelp from western Australia

As part of a program to survey low levels of radioactivity in the marine environment of the southern hemisphere, we have studied the distribution and uptake of /sup 131/I found in the subtidal kelp Ecklonia radiata, on the west coast of Australia. Concentrations of 5 to 75 fCi/g of /sup 131/I exist in this species over a considerable distance along the coast. We have characterized the principal source of the /sup 131/I and found a general temporal correlation between the amount of radioiodine discharged from sewer outfalls and its concentration in kelp. Transplant experiments have enabled us to estimate uptake and depuration rates, and our results are consistent with laboratory measurements made by others.
