Air Force KC-46A Tanker Aircraft Program: Background and Issues for Congress

On February 24, 2011, the Department of Defense (DOD) announced the Boeing Company as the winner of a competition to build 179 new KC-46A aerial refueling tankers for the Air Force. This report discusses the KC-46A acquisition program, which is a subject of intense interest because of the dollar value of the contract and the number of jobs it would create, among other things. This report also discusses several oversight issues that could arise for Congress, including if the contract award followed the DOD's announced competition strategy and metrics. This report also discusses this contract in respect to the FY2011 defense authorization bill and the FY2011 DOD appropriations bill.

The Technology Innovation Program (TIP) at the National Institute of Standards and Technology (NIST) was established in 2007 to replace the Advanced Technology Program (ATP). This effort is designed "to support, promote, and accelerate innovation in the United States through highrisk, high-reward research in areas of critical national need," according to the authorizing legislation. Grants are provided to small and medium-sized firms for individual projects or joint ventures with other research organizations.

Libya: Unrest and U.S. Policy

This report discusses the revolution and current conflict in Libya. The current crisis was triggered in mid-February 2011 by a chain of events in Benghazi and other eastern cities that quickly spiraled out of Qadhafi's control. Although Libyan opposition groups had called for a so-called "day of rage" on February 17 to commemorate protests that had occurred five years earlier, localized violence erupted prior to the planned national protests. As of April 25, U.S. and coalition officials stated that coalition military operations had destroyed the ability of the Libyan military to control Libyan airspace and had reduced the capability of Libyan ground forces by roughly 30%-40%.

This report discusses legislative action that applied the Budget Control Act (BCA)-mandated spending reduction to FY2012 defense funding legislation was taken by the Senate Appropriations Committee on September 7, 2011, when it adopted discretionary spending ceilings for each of its 12 subcommittees that required the Defense Subcommittee to cut $25.9 billion from the President's request for programs funded by the DOD Appropriations bill. On September 15, the Senate Appropriations Committee reported an amended version of the House-passed DOD Appropriations bill (H.R. 2219) that would cut $29.3 billion from the Administration request.

The National Institute of Standards and Technology: An Appropriations Overview

Continued funding for NIST extramural programs directed toward increased private sector commercialization has been a major issue. Some Members of Congress have expressed skepticism over a "technology policy" based on providing federal funds to industry for development of pre-competitive generic technologies. This approach, coupled with pressures to balance the federal budget, led to significant reductions in funding for NIST. The Advanced Technology Program (ATP) and the Manufacturing Extension Partnership (MEP), which accounted for over 50% of the FY1995 NIST budget, were proposed for elimination. In 2007, ATP was terminated and replaced by the Technology Innovation Program (TIP). As part of the American Competitiveness Initiative, announced by former President Bush in the 2006 State of the Union, the Administration stated its intention to double over 10 years funding for "innovation-enabling research" done at NIST through its "core" programs. In April 2009, the current President stated his decision to double the budget of key science agencies, including NIST, over the next 10 years. While additional funding has been forthcoming, it remains to be seen how support for internal R&D at NIST will evolve and how this might affect financing of extramural efforts such as TIP and MEP. Treasury Securities and the U.S. Sovereign Credit Default Swap Market

This report explains how the sovereign credit default swap (CDS) market works and how such CDS price trends may illuminate fiscal stresses facing sovereign governments. Although CDS prices may be imperfect measures of the federal government's fiscal condition, some investors may try to glean information from those price trends. CDS prices have been playing an important role in the European government debt markets and could potentially affect U.S debt markets in the future. European policymakers have debated certain restrictions on types of sovereign CDS trading, and such calls for reform may be of interest to U.S. lawmakers.
