On July 25, 2003, the House approved a supplemental appropriations measure (H.R. 2859) that provides $983.6 million for the Disaster Relief Fund administered by the Federal Emergency Management Agency (FEMA) within the Department of Homeland Security (DHS). During debate Members rejected an amendment to require a rescission from discretionary accounts to compensate for the supplemental. On July 31 the Senate approved the House-passed version of H.R. 2859. The President signed the Emergency Supplemental Appropriation for Disaster Relief Act of 2003 (P.L. 108-69) on August 8, 2003.

This report discusses issues debated in the 108th Congress while is considering various proposals to amend the Endangered Species Act of 1973 (ESA). Major issues in recent years have included changing the role of science in decision-making, changing the role of critical habitat, reducing conflicts with Department of Defense activities, incorporating further protection for property owners, and increasing protection of listed species, among others. In addition, many have advocated including significant changes to ESA regulations made during the Clinton Administration in the law itself.

The Economic Development Administration (EDA), targeted for elimination or major “reinvention” early in the 104th Congress, gained a new lease on life in the waning days of the 105th. Having been kept alive via appropriations bills since its last authorizing legislation expired in 1982, P.L. 105-393 reauthorized the EDA and its programs for 5 years. On October 27, Congress approved a conference agreement recommending $286.7 million for EDAP and $28 million for S&E, for a totalFY2001 appropriation of$411.9 million for EDA. It became part of the Consolidated Appropriations Act (H.R. 4942, P.L. 106-553) signed into law on December 21, 2000.

Seven proposals to reform the Electoral College system have been introduced to date in the 107th Congress. H.J.Res. 3 (Representative Green of Texas), and H.J.Res. 5 (Representative Delahunt) would eliminate the electoral college, substituting direct popular election of the President. H.J.Res. 1 (Representative Clyburn), H.J.Res. 18 (Representative Engel), and H.J.Res. 37 (Representative Clement) would incorporate the “district” method of awarding electoral votes, and H.J.Res. 17 (Representative Engel) would provide for proportional award of electoral votes. H.J.Res. 25 (Representative Leach) is a hybrid plan. These measures have been referred to the House Judiciary Committee and await further action.

Congress supports the research and development efforts of the Department of Defense (DOD) with a Research, Development, Test and Evaluation (RDT&E) appropriation. The appropriation primarily supports the development of the nation’s future military hardware and software and the technology base upon which those products rely. It is the federal government’s single largest research and development account. Besides supporting the nation’s military needs, some of the technology developed with RDT&E funds spills over into the commercial sector. For these reasons, RDT&E funding draws a considerable amount of attention within Congress each year.

In a broad effort to obtain U.S. exemptions from International Criminal Court (ICC) jurisdiction, the Bush Administration has sought to conclude bilateral agreements worldwide that would prohibit the transfer of U.S. citizens to the ICC. The European Union has strongly promoted the ICC and is opposed to the U.S.- proposed agreements. This report addresses twelve countries of east central Europe affected by the U.S. and European policies – Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Estonia, Latvia, Lithuania, the former Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro, Slovakia, and Slovenia – and the status of their varied approaches to the transatlantic disagreement over the ICC.

The University of Alabama in cooperation with Texas A&M University, McGill University, Longleaf Energy Group, Strago Petroleum Corporation, and Paramount Petroleum Company are undertaking an integrated, interdisciplinary geoscientific and engineering research project. The project is designed to characterize and model reservoir architecture, pore systems and rock-fluid interactions at the pore to field scale in Upper Jurassic Smackover reef and carbonate shoal reservoirs associated with varying degrees of relief on pre-Mesozoic basement paleohighs in the northeastern Gulf of Mexico. The project effort includes the prediction of fluid flow in carbonate reservoirs through reservoir simulation modeling that utilizes geologic reservoir characterization and modeling and the prediction of carbonate reservoir architecture, heterogeneity and quality through seismic imaging. The primary objective of the project is to increase the profitability, producibility and efficiency of recovery of oil from existing and undiscovered Upper Jurassic fields characterized by reef and carbonate shoals associated with pre-Mesozoic basement paleohighs. The principal research effort for Year 3 of the project has been reservoir characterization, 3-D modeling, testing of the geologic-engineering model, and technology transfer. Speedup, a commercial software package for the dynamic modeling of chemical processes, has been coupled with the PVM software to allow a single process model to be distributed over several computers running in parallel. As an initial application, this coarse distribution technique was applied to a batch chemical plant containing 16 unit operations. Computation time for this problem was reduced by a factor of 4.7 using only three parallel processors in the UNIX computing environment. Better than linear acceleration was achieved from the significant reduction in computation required to reinitialize the smaller subprocesses at discontinuities in the solution. The process was physically divided at points that naturally separated the overall plant into distinct subprocesses. This facilitated the computation by minimizing the interconnection between the parallel units. Techniques were developed to make efficient material and energy transfers between the modeled subprocesses based on actual material transfers used in plant operations.
