Application of Prompt Gamma-Ray Analysis to Identify Electrorefining Salt-Bearing Plutonium Oxide at the Plutonium Finishing Plant

Prompt gamma-ray analysis is being implemented at the Plutonium Finishing Plant (PFP) to screen impure plutonium oxide inventory items, received in the mid-1980s from the Rocky Flats Plant, for the presence of sodium chloride and potassium chloride salts from the electrorefining process. A large fraction of these items are suspected to contain electrorefining salts. Because the salts evaporate at the=950C stabilization temperature mandated for long-term storage under the U.S. Department of Energy plutonium oxide stabilization and storage criteria to plug and corrode process equipment, items found to have these salts qualify for thermal stabilization at 750C. The prompt gamma ray energies characteristic of sodium, potassium, chlorine, and other low atomic weight elements arise from the interaction the light elements with alpha radiation from plutonium and americium radioactive decay. High-resolution gamma ray spectrometers designed to detect energies up to {approx}4.5 MeV are used to gather the high-energy prompt gamma spectra.Observation of the presence of the high-energy gamma peaks representing the natural chlorine-35, sodium-23, and potassium-39 isotopes and the sodium-to-chlorine peak area ratios in the range for plutonium oxide materials known to contain the electrorefining salts give the evidence needed to identify plutonium oxide materials at the PFP that qualify for the …

Actinide Measurements by Accelerator Mass Spectrometry at Lawrence Livermore National Laboratory

We report on the development of an accelerator mass spectrometry (AMS) system for the measurement of actinides at Lawrence Livermore National Laboratory. This AMS system is centered on a recently completed heavy isotope beam line that was designed particularly for high sensitivity, robust, high-throughput measurements of actinide concentrations and isotopic ratios. A fast isotope switching capability has been incorporated in the system, allowing flexibility in isotope selection and for the quasi-continuous normalization to a reference isotope spike. Initially, our utilization of the heavy isotope system has concentrated on the measurement of Pu isotopes. Under current operating conditions, background levels equivalent to {approx}1 x 10{sup 5} atoms are observed during routine {sup 239}Pu and {sup 240}Pu measurements. Measurements of samples containing {approx}10{sup 13} {sup 238}U atoms demonstrate that the system provides a {sup 238}U rejection factor during {sup 239}Pu measurements of {approx}10{sup 7}. Measurements of known materials, combined with results from an externally organized inter-comparison program, indicate that our {sup 239}Pu measurements are accurate and precise down to the {micro}Bq level ({approx}10{sup 6} atoms). The heavy-ion fusion (HIF) community recently developed a power-plant design that meets the various requirements of accelerators, final focus, chamber transport, and targets. The point design is intended to minimize physics risk and is certainly not optimal for the cost of electricity. Recent chamber-transport simulations, however, indicate that changes in the beam ion species, the convergence angle, and the emittance might allow more-economical designs.

We have demonstrated a high-gain optical parametric chirped-pulse amplifier for Nd:glass-based short-pulse laser systems based on periodically poled potassium-titanyl-phosphate. Our amplifier produced high single-pass gain, broad bandwidth, excellent beam quality and stability.

Ab Initio Studies of Coke Formation on Ni Catalysts During Methane Reforming

The atomic-scale processes that control the formation of carbon deposits on Ni catalysts in reforming applications are poorly understood. Ab initio Density Functional Theory calculations have been used to examine several key elementary steps in the complex network of chemical reactions that precedes carbon formation on practical catalysts. Attention has been focused on the disproportionation of CO. A comparative study of this reaction on flat and stepped crystal planes of Ni has provided the first direct evidence that surface carbon formation is driven by elementary reactions occurring at defect sites on Ni catalysts.

The University of Alabama in cooperation with Texas A&M University, McGill University, Longleaf Energy Group, Strago Petroleum Corporation, and Paramount Petroleum Company are undertaking an integrated, interdisciplinary geoscientific and engineering research project. The project is designed to characterize and model reservoir architecture, pore systems and rock-fluid interactions at the pore to field scale in Upper Jurassic Smackover reef and carbonate shoal reservoirs associated with varying degrees of relief on pre-Mesozoic basement paleohighs in the northeastern Gulf of Mexico. The project effort includes the prediction of fluid flow in carbonate reservoirs through reservoir simulation modeling that utilizes geologic reservoir characterization and modeling and the prediction of carbonate reservoir architecture, heterogeneity and quality through seismic imaging. The primary objective of the project is to increase the profitability, producibility and efficiency of recovery of oil from existing and undiscovered Upper Jurassic fields characterized by reef and carbonate shoals associated with pre-Mesozoic basement paleohighs. It reviews the judicial development and application of standards for determining whether congressional pressure or influence will be deemed to have tainted an agency proceeding. It concludes that the courts, in balancing Congress's performance of its constitutional and statutory obligations to oversee the actions of agency officials against the rights of parties before agencies, have shown a decided predilection for protecting the congressional prerogatives.

First D-Zero jet measurements at squareroot s =1.96 TeV

The authors present the first Run II measurements with the D0 detector of the inclusive jet and dijet cross sections at {radical}s = 1.96 TeV. This analysis is based on an integrated luminosity of 34 pb{sup -1}. The results from a next-to-leading order perturbative QCD calculation are compared to the measured cross sections. The theoretical calculation agrees with the data.

Charged current disappearance measurements in the NuMI off-axis beam

This article studies the potential of combining charged-current disappearance measurements of {nu}{sub {mu}} {yields} {nu}{sub {tau}} from MINOS and an off-axis beam. The author finds that the error on {Delta}m{sup 2} from a 100 kt-yr off-axis measurement is a few percent of itself. Further, the author found little improvement to an off-axis measurement by combining it with MINOS.

The second moment of the pion light cone wave function

We present a preliminary result for second moment of the light cone wave function of the pion. This parameter is the subject of a discrepancy between theoretical predictions (coming from lattice and sum rules) and a recent experimental result (that remarkably agrees with purely perturbative predictions). In this work we exploit lattice hypercubic symmetries to remove power divergences and, moreover, implement a full 1-loop matching for all the contributing operators.

First observation of doubly charmed baryons (open access)

First observation of doubly charmed baryons

The SELEX experiment (E781) at Fermilab has observed two statistically compelling high mass states near 3.6 GeV/c{sup 2}, decaying to {Lambda}{sub c}{sup +} K{sup -} {pi}{sup +} and {Lambda}{sub c}{sup +} K{sup -} {pi}{sup +}{pi}{sup +}. These final states are Cabibbo-allowed decay modes of doubly charmed baryons {Xi}{sub cc}{sup +} and {Xi}{sub cc}{sup ++}, respectively. The masses are in the range expected from theoretical considerations, but the spectroscopy is surprising. SELEX also has weaker preliminary evidence for a state near 3.8 GeV/c{sup 2}, a high mass state decaying to {Lambda}{sub c}{sup +} K{sup -} {pi}{sup +}{pi}{sup +}, possibly an excited {Xi}{sub cc}{sup ++} (ccu*). Data are presented and discussed.

Reconstruction of fundamental SUSY parameters

We summarize methods and expected accuracies in determining the basic low-energy SUSY parameters from experiments at future e{sup +}e{sup -} linear colliders in the TeV energy range, combined with results from LHC. In a second step we demonstrate how, based on this set of parameters, the fundamental supersymmetric theory can be reconstructed at high scales near the grand unification or Planck scale. These analyses have been carried out for minimal supergravity [confronted with GMSB for comparison], and for a string effective theory.

Sfermion precision measurements at a linear collider

At future e{sup +}e{sup -} linear colliders, the event rates and clean signals of scalar fermion production--in particular for the scalar leptons--allow very precise measurements of their masses and couplings and the determination of their quantum numbers. Various methods are proposed for extracting these parameters from the data at the sfermion thresholds and in the continuum. At the same time, NLO radiative corrections and non-zero width effects have been calculated in order to match the experimental accuracy. The substantial mixing expected for the third generation sfermions opens up additional opportunities. Techniques are presented for determining potential CP-violating phases and for extracting tan {beta} from the stau sector, in particular at high values. The consequences of possible large mass differences in the stop and sbottom system are explored in dedicated analyses.

We have conducted tests at the Fermilab Booster of ionization chambers to be used as monitors of the NuMI neutrino beamline. The chambers were exposed to proton fluxes of up to 10{sup 12} particles/cm{sup 2}/1.56 {micro}s. We studied space charge effects which can reduce signal collection from the chambers at large charged particle beam intensities.

Export Tax Benefits and the WTO: Foreign Sales Corporations and the Extraterritorial Replacement Provisions

The U.S. tax code’s Foreign Sales Corporation (FSC) provisions provided a tax benefit for U.S. exporters. However, the European Union (EU) in 1997 charged that the provision was an export subsidy and thus contravened the World Trade Organization (WTO) agreements. A WTO ruling upheld the EU complaint, and to avoid WTO sanctioned retaliatory tariffs, U.S. legislation in November 2000 replaced FSC with the “extraterritorial income” (ETI) provisions, consisting of a redesigned export tax benefit of the same magnitude as FSC. The EU maintained that the new provisions are also not WTO-compliant and asked the WTO to rule on the matter.
