This report discusses air quality initiatives (such as the Ozone Transport Rule) that primarily focus on reducing and enforcing emissions from coal-fired electric generating utilities in the Midwest and South. The report also addresses various legislative activity that focuses on multi-pollutant strategies as an alternative to these piecemeal initiatives.

On April 9, 2001, the President requested $7.3 billion in discretionary budget authority for the Environmental Protection Agency (EPA) for FY2002, $512.0 million (or 7%) less than the FY2001 funding level of $7.8 billion. The request would not have continued funding of about $500 million for activities earmarked for FY2001, and contained provisions shifting more enforcement responsibilities to the states. Popular wastewater infrastructure funding, state roles, and the future of Superfund were some of the predominant topics. On July 17, the House Appropriations Committee recommended $7.545 billion,$229 million more than requested (H.R. 2620, H. Rept. 107-159).

Asthe budget has moved from a position of large deficitsto large surpluses, then back to deficit again, a debate has emerged about the desirability of retiring the national debt. Although the national debt would not be retired under current baseline forecasts, it remains an important element of the budget surplus debate. By the end of the baseline window, the national debt is forecast to reach its lowest level in the post-war period as a percentage of GDP despite the dramatic deterioration in the surplus forecastsince 2001. Soft money is a major issue in the campaign finance reform debate because these generally unregulated funds are perceived as resulting from a loophole in the Federal Election Campaign Act (FECA). Generally, soft money is funds that are raised and spent according to applicable state laws, which FECA prohibits from being spent directly on federal elections, but that may have an indirect influence on federal elections. This Issue Brief discusses three major types of soft money: political party soft money, corporate and labor union soft money, and soft money used for issue advocacy communications.

One of the least controversial provisions of the Energy Policy and Conservation Act of 1975 (P.L. 94-163) established corporate average fuel economy (CAFE) standards for new passenger cars. This report presents a brief background and analysis regarding the price of crude oil that brought into sharp focus the fuel inefficiency of U.S. automobiles. The report also discusses the previous issues and the most recent developments regarding CAFE.

Key water quality issues that may face the 107th Congress include: actions to implement existing provisions of the Clean Water Act (CWA), whether additional steps are necessary to achieve overall goals of the Act, and the appropriate federal role in guiding and paying for clean water activities. Legislative prospects for comprehensively amending the Act have for some time stalled over whether and exactly how to change the law. If clean water issues receive attention in the 107th Congress, consideration of specific issues will depend in part on the CWA policy agenda of the new Bush Administration and on priorities of the key committees that have major jurisdiction over the Act.

The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

This report provides an overview and policy analysis of the Abu Sayyaf terrorist group in the Philippines and the recently announced Philippine-U.S. program of military cooperation against it. Since the early 1990s, U.S.-China relations have followed an uneven course, with modest improvements overshadowed by various recurring difficulties and setbacks. Longstanding bilateral difficulties have included U.S. problems with the PRC’s worsening human rights record, growing tensions over the PRC’s southern military build-up opposite Taiwan and Taiwan’s political status, and continued controversy over allegations of Chinese proliferation of weapons to unstable regimes.

It also cites aggression from the Indonesian military, which produced reports of human rights violations, as a cause for the hesitance from the Bush Administration to involve the US in the conflict.
