ADVANCED DIAGNOSTIC TECHNIQUES FOR THREE-PHASE SLURRY BUBBLE COLUMN REACTORS (SBCR)

This report summarizes the accomplishment made during the second year of this cooperative research effort between Washington University, Ohio State University and Air Products and Chemicals. The technical difficulties that were encountered in implementing Computer Automated Radioactive Particle Tracking (CARPT) in high pressure SBCR have been successfully resolved. New strategies for data acquisition and calibration procedure have been implemented. These have been performed as a part of other projects supported by Industrial Consortium and DOE via contract DE-2295PC95051 which are executed in parallel with this grant. CARPT and Computed Tomography (CT) experiments have been performed using air-water-glass beads in 6 inch high pressure stainless steel slurry bubble column reactor at selected conditions. Data processing of this work is in progress. The overall gas holdup and the hydrodynamic parameters are measured by Laser Doppler Anemometry (LDA) in 2 inch slurry bubble column using Norpar 15 that mimic at room temperature the Fischer Tropsch wax at FT reaction conditions of high pressure and temperature. To improve the design and scale-up of bubble column, new correlations have been developed to predict the radial gas holdup and the time averaged axial liquid recirculation velocity profiles in bubble columns.

Dual Mode Inverter Control Test Verification

Permanent Magnet Motors with either sinusoidal back emf (permanent magnet synchronous motor [PMSM]) or trapezoidal back emf (brushless dc motor [BDCM]) do not have the ability to alter the air gap flux density (field weakening). Since the back emf increases with speed, the system must be designed to operate with the voltage obtained at its highest speed. Oak Ridge National Laboratory's (ORNL) Power Electronics and Electric Machinery Research Center (PEEMRC) has developed a dual mode inverter controller (DMIC) that overcomes this disadvantage. This report summarizes the results of tests to verify its operation. The standard PEEMRC 75 kW hard-switched inverter was modified to implement the field weakening procedure (silicon controlled rectifier enabled phase advance). A 49.5 hp motor rated at 2800 rpm was derated to a base of 400 rpm and 7.5 hp. The load developed by a Kahn Industries hydraulic dynamometer, was measured with a MCRT9-02TS Himmelstein and Company torque meter. At the base conditions a current of 212 amperes produced the 7.5 hp. Tests were run at 400, 1215, and 2424 rpm. In each run, the current was no greater than 214 amperes. Topics discussed are formation of first- and second-generation composite conductors, characterization of structures and superconducting and mechanical properties, modeling of grain-boundary current transport, and fabrication and analysis of prototype components.

Testing of an Echelle Spectrometer as a LIBS Detector at Sandia

Some useful information has been obtained regarding the potential use of the echelle spectrometer system for Laser-Induced Breakdown Spectroscopy (LIBS) monitoring applications, despite the AOTF-computer operational problems during the Sandia site-test. Currently, the use of the echelle spectrometer with the LIBS system is not suitable for trace-level analyte detection. This is due, in part, to the lower light throughput of the echelle spectrometer system compared to the SpectraPro-275. The low duty cycle of the LIBS system, which results from the use of a low-repetition-rate (but low-cost and portable) laser, also limits the detection sensitivity achievable using a high-resolution spectrometer. At high analyte concentrations, the echelle spectrometer is able to resolve spectral interferences including the Cd-As line pair at 228.8-nm and other LIBS emission features not resolved using the SpectraPro-275. A definite positive result obtained is the determination that at the high resolution of the echelle spectrometer, time-gating of the CCD detector is not necessary to discriminate analyte spectral signals from the LIBS background emission. The cost of the gated CCD and associated electronics is a significant portion of the cost of the Sandia LIBS system. Computational Theory of Warm Condensed Matter

We have developed an improved computational theory of condensed matter in the regime where T {le} T{sub Fermi}. Previous methods of calculating the equation of state (EOS) relied on interpolation between low-temperature (solid) and high-temperature (plasma) limits, or employed severe approximations. Recent theoretical and experimental developments have highlighted the need for accurate EOS and opacity data in the intermediate temperature range and offer the opportunity to test theoretical models. We describe our results for EOS and optical properties for temperatures up to 10{sup 6} K, and describe directions for future work.

Minatom of Russia Situation and Crisis Center and the Automated Federal Information System for Nuclear Material Control and Accounting

Under the Situation and Crisis Center (SCC) management, the Information Analytical Center (IAC) of the Ministry of Atomic Energy (Minatom) of Russia was created to oversee the operation of the Federal Nuclear Material Control and Accounting Information System (FIS). During 2000, the FIS achieved an important milestone in its development: the basic functions of the information system were implemented. This includes placing into operation the collecting and processing of nuclear material control and accounting (MC&A) information from the enterprises reporting to the FIS. The FIS began working with 14 Russian enterprises to develop and implement full-function reporting (i.e., reporting inventory and inventory changes including closeout and reconciliation between the FIS and enterprises). In 2001, the system will expand to include enterprise-level inventory information for all enterprises using nuclear materials in Russia. For this reason, at the end of 2000 through the beginning of 2001, five separate training sessions were held for over 100 enterprise personnel responsible for preparation and transfer of the reports to the FIS. Through the assistance of the Nuclear Material Protection, Control and Accounting (MPC&A) program, information systems for the accounting of nuclear materials are being installed at Russia enterprises. RPM-SIM Simulator: A Comparison of Simulated Versus Recorded Data (Preprint)

This paper compares simulated versus recorded data for the RPM-SIM simulator, developed at the National Renewable Energy Laboratory's National Wind Technology Center. The simulator was used to study the system dynamics of a wind/diesel hybrid power system. We also provide information on newly developed simulator modules that will be released. The simulator performed extremely well, demonstrating flexibility in making modifications and including specialized modules required for problem solving. We also outline several possible applications for this tool.

Achieving closure at Fernald

When Fluor Fernald took over the management of the Fernald Environmental Management Project in 1992, the estimated closure date of the site was more than 25 years into the future. Fluor Fernald, in conjunction with DOE-Fernald, introduced the Accelerated Cleanup Plan, which was designed to substantially shorten that schedule and save taxpayers more than $3 billion. The management of Fluor Fernald believes there are three fundamental concerns that must be addressed by any contractor hoping to achieve closure of a site within the DOE complex. They are relationship management, resource management and contract management. Relationship management refers to the interaction between the site and local residents, regulators, union leadership, the workforce at large, the media, and any other interested stakeholder groups. Resource management is of course related to the effective administration of the site knowledge base and the skills of the workforce, the attraction and retention of qualified a nd competent technical personnel, and the best recognition and use of appropriate new technologies. Perhaps most importantly, resource management must also include a plan for survival in a flat-funding environment. Recent Results from the Low Temperature Spare Astro-E Microcalorimeter Used at the LLNL EBIT-I and EBIT-II

In the past year a spare NASA/GSFC Astro-E microcalorimeter has been installed, tested, and run successfully on the electron beam ions traps EBIT-I and EBIT-II at the Lawrence Livermore National Laboratory. The microcalorimeter complements crystal and grating spectrometers already part of the LLNL ebit program making it possible to measure a broad bandwidth ({approx}0.3-10 keV) with moderate resolution while simultaneously measuring a narrow bandwidth ({approx}0.7-1.3 keV) with high resolution. An overview of recent work, including measurements by the microcalorimeter of absolute excitation cross is presented. These results continue our effort to provide atomic data of high quality to be used as benchmarks of theoretical calculations and to be included in atomic data bases employed by spectral fitting packages used to interpret spectra obtained by XMM-Newton and the Chandra X-Ray Observatory.

Export Tax Benefits and the WTO: Foreign Sales Corporations (FSCs) and the Extraterritorial (ETI) Replacement Provisions

The U.S. tax code’s Foreign Sales Corporation (FSC) provisions provided a tax benefit for U.S. exporters. However, the European Union (EU) in 1997 charged that the provision was an export subsidy and thus contravened the World Trade Organization (WTO) agreements. A WTO ruling upheld the EU complaint, and to avoid WTO sanctioned retaliatory tariffs, U.S. legislation in November 2000 replaced FSC with the “extraterritorial income” (ETI) provisions, consisting of a redesigned export tax benefit of the same magnitude as FSC. The EU maintained that the new provisions are also not WTO-compliant and asked the WTO to rule on the matter.

The new system was designed to supply 1.25 kG-m into a magnetic aperture of 48 mm vertical x 71 mm horizontal x 5 m long with a 396 ns bunch spacing. The system was designed to be upgraded to 132 ns bunch spacing with additional pulse supplies. The design of the magnet incorporated some novel features in order to meet these requirements. These include adjustable bus spacing to set the inductance and balanced positive and negative high voltage buses. This system has been installed in the Tevatron.

Ca cofactor of the water-oxidation complex: Evidence for a Mn/Ca heteronuclear cluster

Calcium and chloride are necessary cofactors for the proper function of the oxygen-evolving complex (OEC) of Photosystem II (PS II). Located in the thylakoid membranes of green plants, cyanobacteria and algae, PS II and the OEC catalyze the light-driven oxidation of water into dioxygen (released into the biosphere), protons and electrons for carbon fixation. The actual chemistry of water oxidation is performed by a cluster of four manganese atoms, along with the requisite cofactors Ca{sup 2+} and Cl{sup -}. While the Mn complex has been extensively studied by X-ray absorption techniques, comparatively less is known about the Ca{sup 2+} cofactor. The fewer number of studies on the Ca{sup 2+} cofactor have sometimes relied on substituting the native cofactor with strontium or other metals, and have stirred some debate about the structure of the binding site. past efforts using Mn EXAFS on Sr-substituted PSII are suggestive of a close link between the Mn cluster and Sr, within 3.5 {angstrom}. The most recent published study using Sr EXAFS on similar samples confirms this finding of a 3.5 {angstrom} distance between Mn and Sr. This finding was base3d on a second Fourier peak (R {approx} 3 {angstrom}) in the Sr EXAFS from functional …

30 years of high-intensity negative ion sources for accelerators

Thirty years ago, July 1, 1971, significant enhancement of negative ion emission from a gas discharge following an admixture of cesium was observed for the first time. This observation became the basis for the development of Surface Plasma Sources (SPS) for efficient production of negative ions from the interaction of plasma particles with electrodes on which adsorbed cesium reduced the surface work-function. The emission current density of negative ions increased rapidly from j {approximately} 10 mA/cm{sup 2} to 3.7 A/cm{sup 2} with a flat cathode and up to 8 A/cm{sup 2} with an optimized geometrical focusing in the long pulse SPS, and to 0.3 A/cm{sup 2} for DC SPS, recently increased up to 0.7 A/cm{sup 2}. Discovery of charge-exchange cooling helped decrease the negative ion temperature T below 1 eV, and increase brightness by many orders to a level compatible with the best proton sources, B = j/T> 1 A/cm{sup 2} eV. The combination of the SPS with charge-exchange injection improved large accelerators operation and has permitted beam accumulation up to space-charge limit and overcome this limit several times. High current density negative ion source for beam line transport study

The Fermilab Electron Cooling Program requires a 20-m solenoidal region to interact 8-GeV antiprotons with an escorting beam of 4.3-MeV electrons to improve the phase-space quality of the antiproton beam. The solenoidal section with additional transport lines to take and return a 0.5-A electron beam from an electrostatic accelerator, for energy recovery, must be precisely aligned and adjusted. For the initial setup and study, and later testing of this line, a 12.4-keV H{sup {minus}} beam can be used to simulate the 4.3 MeV electron beam. For this purpose a high-brightness H{sup {minus}} ion source has been developed and tested. The source, a semiplanatron type, with a hollow cathode discharge and spherical cathode focusing of the emitted ions to the emission aperture has given an emission current density up to 0.7 A/cm{sup 2}. Continuous operation of 4 weeks has been demonstrated. Such an optimized source could have many applications for tandem accelerators, ion beam lithography and ion implantation.

Monitoring the consistency of multiphase waste forms.

Methods are being developed for demonstrating that nonstandard high-level radioactive waste (HLW) forms meet the intent of the product consistency requirement in the Waste Acceptance System Requirements document (WASRD). That requirement was established for borosilicate HLW glasses ''to ensure a consistent glass product by controlling the vitrification process, consistency is necessary to reflect consideration for the waste package designs.'' [1] The test method specified in the WASRD for HLW glasses is the 7-day product consistency test (PCT). To meet the WASRD requirement, the response of an HLW glass in the PCT must be less than that of the environmental assessment (EA) glass. The EA glass is used as a benchmark ''so that conservative but realistic assessments of the engineered barrier system performance can be made.'' [1] The PCT and the WASRD requirement were developed to bound the behaviors of the wide range of borosilicate HLW glasses that will be produced at DOE facilities for the purpose of repository design. However, the need to demonstrate that the physical, chemical, and radiological properties of HLW forms have been constrained within acceptable (i.e., as-qualified) ranges will probably apply to all HLW waste forms. Association of N2-fixing cyanobacteria and plants: towards novel symbioses of agricultural importance

Some nitrogen-fixing cyanobacteria are able to form symbioses with a wide variety of plants. Nostoc 2S9B is unusual in its ability to infect the roots of wheat, raising the prospect of a productive association with an important crop plant. The goal of the project was to lay the groundwork for the use of novel associations between Nostoc and crops of agronomic importance, thereby reducing our reliance on nitrogenous fertilizer. Nostoc 2S9B was found to enter roots through mechanical damage of roots and reside primarily in intercellular spaces. The strain could also be incorporated into wheat calli grown in tissue culture. In both cases, the rate of nitrogen fixation by the cyanobacterium was higher than that of the same strain grown with no plant present. Artificial nodules induced by the action of hormone 2,4D were readily infected by Nostoc 2S9B, and the cyanobacteria within such nodules fixed nitrogen under fully aerobic conditions. The nitrogen fixed was shown to be incorporated into the growing wheat seedlings. Nostoc thus differs from other bacteria in its ability to fix nitrogen in para-nodules without need for artificially microaerobic conditions. Mechanisms of Heavy Metal Sequestration in Soils: Plant-Microbe Interactions and Organic Matter Aging

The myriad of human activities including strategic and energy development at various DOE installations have resulted in the contamination of soils and waterways that can seriously threaten human and ecosystem health. Development of efficacious and economical remediation technologies is needed to ameliorate these immensely costly problems. Bioremediation (both plant and microbe-based) has promising potential to meet this demand but still requires advances in fundamental knowledge. For bioremediation of heavy metals, the three-way interaction of plant root, microbial community, and soil organic matter (SOM)1 in the rhizosphere is critically important for long-term sustainability but often underconsidered. Particularly urgent is the need to understand processes that lead to metal ion stabilization in soils, which is crucial to all of the goals of bioremediation: removal, stabilization, and transformation. This project will build on the knowledge that we have generated on the role of root exudation and metabolism for metal mobilization and accumulation, to address the following objectives: (1) Identify molecular markers and characterize the chemical nature of recalcitrant SOM pools that are involved in below ground metal ion interactions, which are likely to be markers for sustainable sequestration; (2) Utilize (1) to determine plant and microbial factors that contribute to sustainable metal sequestration …
