A cryogenic system design for the international thermonuclear experimental reactor (ITER)

A conceptual design for ITER was completed last year. The author developed a suitable cryogenic system for ITER as part of this conceptual design effort. An overview of the design is reported. Emphasis is on the fact that cryogenics is a mature science, and a system supporting ITER needs can be made from time-proven components without loss of efficiency or reliability. Because of the large size of the ITER cryogenic system, large numbers of compressors and expanders must be used. Very high reliability is assured by arranging these components in parallel banks where servicing of individual components can be done without interruption of operations. This and other ideas based on the author's experience with Mirror Fusion Test Facility (MFTF) operations are described. 5 refs., 3 figs.

GRAPHITE-STAINLESS STEEL COMPATIBILITY STUDIES

S>The compatibility of type 304L stainless steel in intimate contact with graphite is being studied as a function of temperature and contact pressure. This study is an outgrowth of materials compatibility problems in present and advanced gas-cooled reactors, where structural members in direct contact with graphite provide the possibility of both carburization and self-welding. Initial studies were concerned with surface reactions in the absence of gaseous contaminants under a vacuum of 10/sup -6/ mm Hg at 540 to 705 deg C. Stainless steel specimens are pretreated to provide three surface conditions: H/sub 2/- fired, preoxidized, and Cu-plated. Surface contact pressures ranged from 0 to 10,000 psi. Test results are presented which establish the lower temperature limit for significant diffusion between graphite and stainless steel at approximately 60O deg C. Above this temperature, diffusion between untreated or H2-fired stainless steel surfaces was found to effect complete bonding of the two materials at contact pressures as low as 500 psi. Bonding was effectively prevented by the presence of either an oxide film or a Cu plate at temperatures up to 700 deg C. Where bonding occurred, diffusion rates measured for C in stainless steel were comparable with those reported for stainless steel …

Results of TMX operations: January-July 1980

This interim report summarizes results from the Tandem Mirror Experiment (TMX) during the period January to July 1980 and describes the physics experiments, the machine operation, and the diagnostics that were added to TMX during this period. This operating period followed the initial proof-of-principle TMX experiments and predated the ongoing final experiments preceding TMX shutdown for modification to TMX Upgrade. The results described in this report include measurements of plasma parameters and plasma behavior which confirm the initial TMX results that demonstrated that the tandem mirror configuration can be generated and sustained by neutral beam injection and that the tandem mirror configuration improves confinement of magnetic mirror systems.

Numerical simulation of the stability in a cable-in-conduit conductor developed for fusion-magnet applications

The stability margins of the US-Demonstration Poloidal Coil (US-DPC) and the International Thermonuclear Experimental Reactor (ITER) TF coils have been modeled numerically using the computer program CICC. The computed US-DPC limiting current, I{sub lim}, compares favorably with the values determined experimentally. Using the detailed program CICC output, we investigated the DPC quench initiation mechanism in each of the three stability regions. In the ill-cooled region, the imposed heat pulse heats the conductor to the current-sharing temperature, T{sub cs}. In the transition region, the resistance heating after the pulse must be strong enough to overcome the induced flow reversal. In the well-cooled region, good heat transfer heats the helium during the pulse. After the pulse, these high helium temperatures along with poor heat transfer cause the conductor to quench. Changes in I{sub lim} agree with Dresner's relationship. I{sub lim} can be improved by decreasing the copper resistivity, the helium fraction, or the conductor diameter. Preliminary results show the ITER and TF coil operating point is in the well-cooled region. 10 refs., 7 figs., 1 tab.

Current drive and heating systems for an ITER HARD option

A conceptual design has been developed for a reference current drive and heating system for a HARD (High Aspect Ratio Design) option for ITER. Twelve neutral beam modules, each rated at 1.3MeV and 9.2MW, perform plasma heating and current drive. An electron cyclotron system is used for initiating the plasma and for disruption control. An alternate system has been defined which is comprised of a lower hybrid and ion cyclotron system for heating and current drive, augmented by the same electron cyclotron system proposed for the reference system. 7 refs., 8 figs., 1 tab.

New tools using the hardware performance monitor to help users tune programs on the Cray X-MP

The performance of a Cray system is highly dependent on the tuning techniques used by individuals on their codes. Many of our users were not taking advantage of the tuning tools that allow them to monitor their own programs by using the Hardware Performance Monitor (HPM). We therefore modified UNICOS to collect HPM data for all processes and to report Mflop ratings based on users, programs, and time used. Our tuning efforts are now being focused on the users and programs that have the best potential for performance improvements. These modifications and some of the more striking performance improvements are described.

This audit's purpose was to evaluate Martin Marietta Energy Systems, Inc.'s staff management at the Portsmouth Plant Security Department. The Portsmouth Plant Security Department could reduce operating cost up to an estimated $4.4 million over 5 years by: (1) Eliminating up to 14 unnecessary staff positions, and (2) reducing the length of relief breaks. These economies could be realized through implementing written operating procedures and negotiating removal of certain labor union restrictions. 2 tabs.

A letter report issued by the Government Accountability Office with an abstract that begins "The Medicare Improvements for Patients and Providers Act of 2008 directed the Secretary of Health and Human Services to develop a program to give physicians confidential feedback on the Medicare resources used to provide care to Medicare beneficiaries. GAO was asked to evaluate the per capita methodology for profiling physicians--a method which measures a patient's resource use over a fixed period of time and attributes that resource use to physicians--in order to assist the Centers for Medicare & Medicaid Services (CMS) with the development of a physician feedback approach. In response, this report examines (1) the extent to which physicians in selected specialties show stable practice patterns and how beneficiary utilization of services varies by physician resource use level; (2) factors to consider in developing feedback reports on physicians' performance, including per capita resource use; and (3) the extent to which feedback reports may influence physician behavior. Since the cost to operate and support a weapon system usually accounts for most of a system's lifetime costs, the resources needed to fund BMDS could be significant as DOD fields an increasing number of BMDS elements. In 2005, DOD began planning to transition responsibility for supporting BMDS elements from the Missile Defense Agency (MDA) to the services. GAO was asked to assess the extent to which DOD has (1) planned to support BMDS elements over the long-term, and (2) identified long-term operation and support costs. A letter report issued by the Government Accountability Office with an abstract that begins "Between fiscal years 2010 and 2012, the Department of Homeland Security's (DHS) border and maritime research and development (R&D) components reported producing 97 R&D deliverables at an estimated cost of $177 million. The type of border and maritime R&D deliverables produced by DHS's Science and Technology (S&T) Directorate, the Coast Guard, and the Domestic Nuclear Detection Office (DNDO) varied, and R&D customers we met with reported mixed views on the impact of the R&D deliverables they received. These deliverables were wide-ranging in their cost and scale, and included knowledge products and reports, technology prototypes, and software (as shown in the figure below). The Coast Guard and DNDO reported having processes in place to collect and evaluate feedback from its customers regarding the results of R&D deliverables. However, S&T has not established timeframes and milestones for collecting and evaluating feedback from its customers on the extent to which the deliverables it provides to DHS components--such as US Customs and Border Protection (CBP)--are meeting its customer's needs. Thus, because of expansion, the energy content per gallon of 90 degree fuel is less than that of 60 degree fuel. States and localities adopt and enforce weights and measures regulations, often using the model regulatory standards published by the National Institute of Standards and Technology (NIST). Although technology now exists to compensate for the effects of temperature on gas volume, the costs of doing so at the retail level have become the subject of much debate among weights and measures officials, consumer groups, and representatives of the petroleum and fuel marketing industries. Congress and others have concerns about the impact mergers might be having on competition in U.S. petroleum markets. The Federal Trade Commission (FTC) has the authority to maintain competition in the petroleum industry and reviews proposed mergers to determine whether they are likely to diminish competition or increase prices, among other things. GAO was asked to examine (1) mergers in the U.S. petroleum industry and changes in market concentration since 2000 and (2) the steps FTC uses to maintain competition in the U.S. petroleum industry, and the roles other federal and state agencies play in monitoring petroleum industry markets. In conducting this study, GAO worked with petroleum industry experts to delineate regional markets and to develop estimates of refinery gasoline production capacity in order to calculate market concentration. A letter report issued by the Government Accountability Office with an abstract that begins "Since fiscal year 2008, U.S. agencies allocated over $1.2 billion in funding for Central America Regional Security Initiative (CARSI) activities and non-CARSI funding that supports CARSI goals. As of June 1, 2013, the Department of State (State) and the United States Agency for International Development (USAID) obligated at least $463 million of the close to $495 million in allocated funding for CARSI activities, and disbursed at least $189 million to provide partner countries with equipment, technical assistance, and training to improve interdiction and disrupt criminal networks. Moreover, as of March 31, 2013, U.S. agencies estimated that they had allocated approximately $708 million in non-CARSI funding that supports CARSI goals, but data on disbursements were not readily available. U.S. agencies, including State, the Department of Defense (DOD), and the Department of Justice, use this funding to provide equipment, technical assistance, and training, as well as infrastructure and investigation assistance to partner countries. GAO's past work has shown that achieving this balance has been a challenge and weapon programs have often experienced cost growth and delayed delivery to the warfighter. In 2003, DOD implemented the Joint Capabilities Integration and Development System (JCIDS) to prioritize and ensure that the warfighter's most essential needs are met. In response to Senate Report 109-69, GAO reported in March 2007 that DOD lacks an effective approach to balance its weapon system investments with available resources. This follow-on report focuses on (1) whether the JCIDS process has achieved its objective to prioritize joint warfighting needs and (2) factors that have affected DOD's ability to effectively implement JCIDS.
