A Proposal for User-defined Reductions in OpenMP

Reductions are commonly used in parallel programs to produce a global result from partial results computed in parallel. Currently, OpenMP only supports reductions for primitive data types and a limited set of base language operators. This is a significant limitation for those applications that employ user-defined data types (e. g., objects). Implementing manual reduction algorithms makes software development more complex and error-prone. Additionally, an OpenMP runtime system cannot optimize a manual reduction algorithm in ways typically applied to reductions on primitive types. In this paper, we propose new mechanisms to allow the use of most pre-existing binary functions on user-defined data types as User-Defined Reduction (UDR) operators. Our measurements show that our UDR prototype implementation provides consistently good performance across a range of thread counts without increasing general runtime overheads.

Russian Energy Policy Toward Neighboring Countries

This report begins with a brief discussion of the Russian oil and gas industries, including their efforts to purchase energy infrastructure in central and eastern Europe and reduce energy subsidies to neighboring countries. A second section deals with the impact of Russian energy policy on neighboring countries, all of them formerly part of the Soviet Union, de facto or de jure, and all heavily dependent on Russian energy imports. Many of these countries are concerned about what they see as Russian efforts to manipulate that dependency to achieve political goals. A final section deals with U.S. efforts to promote the energy security of these countries and on Congress's response to the issue.

Thin Silicon MEMS Contact-Stress Sensor

This thin, MEMS contact-stress (CS) sensor continuously and accurately measures time-varying, solid interface loads in embedded systems over tens of thousands of load cycles. Unlike all other interface load sensors, the CS sensor is extremely thin (< 150 {micro}m), provides accurate, high-speed measurements, and exhibits good stability over time with no loss of calibration with load cycling. The silicon CS sensor, 5 mm{sup 2} and 65 {micro}m thick, has piezoresistive traces doped within a load-sensitive diaphragm. The novel package utilizes several layers of flexible polyimide to mechanically and electrically isolate the sensor from the environment, transmit normal applied loads to the diaphragm, and maintain uniform thickness. The CS sensors have a highly linear output in the load range tested (0-2.4 MPa) with an average accuracy of {+-} 1.5%.

Towards an Error Model for OpenMP (open access)

Towards an Error Model for OpenMP

OpenMP lacks essential features for developing mission-critical software. In particular, it has no support for detecting and handling errors or even a concept of them. In this paper, the OpenMP Error Model Subcommittee reports on solutions under consideration for this major omission. We identify issues with the current OpenMP specification and propose a path to extend OpenMP with error-handling capabilities. We add a construct that cleanly shuts down parallel regions as a first step. We then discuss two orthogonal proposals that extend OpenMP with features to handle system-level and user-defined errors.

The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the surety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with current and future non-nuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering (D&E) programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program requires the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing Program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear weapons design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable stockpile Life Extension Programs (LEPs) and the resolution of Significant Finding Investigations (SFIs). A letter report issued by the Government Accountability Office with an abstract that begins "Cost growth and schedule delays are prevalent problems in acquiring defense weapon systems. Manufacturing systems has proven difficult, particularly as programs transition to production. In December 2008, the Department of Defense (DOD) issued an updated version of its acquisition policy that reflects earlier consideration of manufacturing risks. A joint defense and industry group developed manufacturing readiness levels (MRL) to support assessments of manufacturing risks. Use of MRLs on all weapon acquisition programs has been proposed. In response to a congressional request, this report assesses the manufacturing problems faced by DOD, how MRLs can address manufacturing problems, how MRLs compare to manufacturing best practices of leading commercial firms, and challenges and barriers to implementing MRLs at DOD. In conducting our work, we contacted DOD, military services, and contractors; held interviews with leading commercial firms; reviewed program documents and policy proposals; and spoke with manufacturing experts."

Debt Settlement: Fraudulent, Abusive, and Deceptive Practices Pose Risk to Consumers

Testimony issued by the Government Accountability Office with an abstract that begins "As consumer debt has risen to historic levels, a growing number of for-profit debt settlement companies have emerged. These companies say they will negotiate with consumers' creditors to accept a lump sum settlement for 40 to 60 cents on the dollar for amounts owed on credit cards and other unsecured debt. However, there have been allegations that some debt settlement companies engage in fraudulent, abusive, or deceptive practices that leave consumers in worse financial condition. For example, it has been alleged that they commonly charge fees in advance of settling debts or without providing any services at all, a practice on which the Federal Trade Commission (FTC) recently announced a proposed ban due to its harm to consumers. The Committee asked for an investigation of these issues. As a result, GAO attempted to (1) determine through covert testing whether these allegations are accurate; and, if so, (2) determine whether they are widespread, citing specific closed cases. Development of a Hydrodynamic and Transport model of Bellingham Bay in Support of Nearshore Habitat Restoration

In this study, a hydrodynamic model based on the unstructured-grid finite volume coastal ocean model (FVCOM) was developed for Bellingham Bay, Washington. The model simulates water surface elevation, velocity, temperature, and salinity in a three-dimensional domain that covers the entire Bellingham Bay and adjacent water bodies, including Lummi Bay, Samish Bay, Padilla Bay, and Rosario Strait. The model was developed using Pacific Northwest National Laboratory’s high-resolution Puget Sound and Northwest Straits circulation and transport model. A sub-model grid for Bellingham Bay and adjacent coastal waters was extracted from the Puget Sound model and refined in Bellingham Bay using bathymetric light detection and ranging (LIDAR) and river channel cross-section data. The model uses tides, river inflows, and meteorological inputs to predict water surface elevations, currents, salinity, and temperature. A tidal open boundary condition was specified using standard National Oceanic and Atmospheric Administration (NOAA) predictions. Temperature and salinity open boundary conditions were specified based on observed data. Meteorological forcing (wind, solar radiation, and net surface heat flux) was obtained from NOAA real observations and National Center for Environmental Prediction North American Regional Analysis outputs. DOD-SBIR Structured Multi-Resolution PIC Code for Electromagnetic Plasma Simulations, Final Report

A novel electromagnetic solver with mesh refinement capability was implemented in Warp. The solver allows for calculations in 2-1/2 and 3 dimensions, includes the standard Yee stencil, and the Cole-Karkkainen stencil for lower numerical dispersion along the principal axes. Warp implementation of the Cole-Karkkainen stencil includes an extension to perfectly matched layers (PML) for absorption of waves, and is preserving the conservation property of charge conserving current deposition schemes, like the Buneman-Villanesor and Esirkepov methods. Warp's mesh refinement framework (originally developed for electrostatic calculations) was augmented to allow for electromagnetic capability, following the methodology presented in [1] extended to an arbitrary number of refinement levels. Other developments include a generalized particle injection method, internal conductors using stair-cased approximation, and subcycling of particle pushing. The solver runs in parallel using MPI message passing, with a choice at runtime of 1D, 2D and 3D domain decomposition, and is shown to scale linearly on a test problem up-to 32,768 CPUs. The novel solver was tested on the modeling of filamentation instability, fast ignition, ion beam induced plasma wake, and laser plasma acceleration.

Epithermal Neutron Source for Neutron Resonance Spectroscopy (NRS) using High Intensity, Short Pulse Lasers

A neutron source for neutron resonance spectroscopy (NRS) has been developed using high intensity, short pulse lasers. This measurement technique will allow for robust measurements of interior ion temperature of laser-shocked materials and provide insight into equation of state (EOS) measurements. The neutron generation technique uses protons accelerated by lasers off of Cu foils to create neutrons in LiF, through (p,n) reactions with {sup 7}Li and {sup 19}F. The distribution of the incident proton beam has been diagnosed using radiochromic film (RCF). This distribution is used as the input for a (p,n) neturon prediction code which is compared to experimentally measured neutron yields. From this calculation, a total fluence of 1.8 x 10{sup 9} neutrons is infered, which is shown to be a reasonable amount for NRS temperature measurement.

In October 2009, CFTC and SEC issued this report in response to the Department of the Treasury's recommendation that the two agencies assess conflicts in their rules and statutes with respect to similar financial instruments. GAO's objectives were to review (1) how CFTC and SEC identified and assessed harmonization opportunities, (2) the agencies' progress toward implementing the joint report's recommendations, and (3) additional steps the agencies could take to reduce inconsistencies and overlap in their oversight. The Interagency Working Group on Climate Change and Health (iWGCCH) is an ad hoc group formed by participating federal agencies and organizations at the invitation of the National institute of Environmental Health Sciences (NIEHS), National Oceanic and Atmospheric Administration (NOAA), Centers for Disease Control and Prevention (CDC), and Environmental Protection Agency (EPA) following the January 2009 'Workshop on a Research Agenda for Managing the Health Risks of Climate Change, ' sponsored by the Institute of Medicine Roundtable on Environmental Health Sciences, research, and medicine. This report identifies gaps in knowledge of the consequences for human health of climate change, and suggests research to address them. The Influence of Linker Geometry on Uranyl Complexation by Rigidly-Linked Bis(3-hydroxy-N-methyl-pyridin-2-one)

A series of bis(3-hydroxy-N-methyl-pyridin-2-one) ligands was synthesized, and their respective uranyl complexes were characterized by single crystal X-ray diffraction analyses. These structures were inspected for high-energy conformations and evaluated using a series of metrics to measure co-planarity of chelating moieties with each other and the uranyl coordination plane, as well as to measure coordinative crowding about the uranyl dication. Both very short (ethyl, 3,4-thiophene and o-phenylene) and very long ({alpha},{alpha}{prime}-m-xylene and 1,8-fluorene) linkers provide optimal ligand geometries about the uranyl cation, resulting in planar, unstrained molecular arrangements. The planarity of the rigid linkers also suggests there is a degree of pre-organization for a planar coordination mode that is ideal for uranyl-selective ligand design. Comparison of intramolecular N{sub amide}-O{sub phenolate} distances and {sup 1}H NMR chemical shifts of amide protons supports earlier results that short linkers provide the optimal geometry for intramolecular hydrogen bonding.

MEASUREMENTS OF PAST 14C LEVELS AND 13C/12C RATIOS IN THE SURFACE WATERS OF THE WORLD'S SUBPOLAR OCEANS.

Under this project we have developed methods that allow the reconstruction of past {sup 14}C levels of the surface waters of the subpolar North Pacific Ocean by measuring the {sup 14}C contents of archived salmon scales. The overall goal of this research was to reduce of the uncertainty in the uptake of fossil CO{sub 2} by the oceans and thereby improve the quantification of the global carbon cycle and to elucidate the fate of anthropogenic CO{sub 2}. Ocean General Circulation Models (OGCMs), with their three dimensional global spatial coverage and temporal modeling capabilities, provide the best route to accurately calculating the total uptake of CO{sub 2} by the oceans and, hence, to achieving the desired reduction in uncertainty. {sup 14}C has played, and continues to play, a central role in the validation of the OGCMs calculations, particularly with respect to those model components which govern the uptake of CO{sub 2} from the atmosphere and the transport of this carbon within the oceans.
