2006 Long Range Development Plan Final Environmental Impact Report

This environmental impact report (EIR) has been prepared pursuant to the applicable provisions of the California Environmental Quality Act (CEQA) and its implementing guidelines (CEQA Guidelines), and the Amended University of California Procedures for Implementation of the California Environmental Quality Act (UC CEQA Procedures). The University of California (UC or the University) is the lead agency for this EIR, which examines the overall effects of implementation of the proposed 2006 Long Range Development Plan (LRDP; also referred to herein as the 'project' for purposes of CEQA) for Lawrence Berkeley National Laboratory (LBNL; also referred to as 'Berkeley Lab,' 'the Laboratory,' or 'the Lab' in this document). An LRDP is a land use plan that guides overall development of a site. The Lab serves as a special research campus operated by the University employees, but it is owned and financed by the federal government and as such it is distinct from the UC-owned Berkeley Campus. As a campus operated by the University of California, the Laboratory is required to prepare an EIR for an LRDP when one is prepared or updated pursuant to Public Resources Code Section 21080.09. Ab Initio Study of 40Ca with an Importance Truncated No-Core Shell Model

We propose an importance truncation scheme for the no-core shell model, which enables converged calculations for nuclei well beyond the p-shell. It is based on an a priori measure for the importance of individual basis states constructed by means of many-body perturbation theory. Only the physically relevant states of the no-core model space are considered, which leads to a dramatic reduction of the basis dimension. We analyze the validity and efficiency of this truncation scheme using different realistic nucleon-nucleon interactions and compare to conventional no-core shell model calculations for {sup 4}He and {sup 16}O. Then, we present the first converged calculations for the ground state of {sup 40}Ca within no-core model spaces including up to 16{h_bar}{Omega}-excitations using realistic low-momentum interactions. The scheme is universal and can be easily applied to other quantum many-body problems.

By analysing the pulse to pulse intensity fluctuations ofthe radiation emitted by a charge particle in the incoherent part of thespectrum, it is possible to extract information about the spatialdistribution of the beam. At the Advanced Light Source (ALS) of theLawrence Berkeley National Laboratory, we have developed and tested asimple scheme based on this principle that allows for the absolutemeasurement of the bunch length. A description of the method and theexperimental results are presented.

Agroterrorism: Threats and Preparedness

Although U.S. intelligence agencies have not identified any terrorist acts targeting agricultural production (i.e., agroterrorism) in the United States to date, the events of September 11, 2001 have awakened the nation to their possibility. Some experts estimate that a single agroterrorist attack using a highly contagious livestock disease could cost between $10 billion and $30 billion to the U.S. economy. This report addresses the use of biological weapons against agriculture, rather than the threat of terrorists using agricultural inputs for other purposes. It also focuses more on agricultural production than food processing and distribution.

The Aims and Activities of the International Network of Nuclear Structure and Decay Data Evaluators.

International Network of Nuclear Structure and Decay Data (NSDD) Evaluators consists of a number of evaluation groups and data service centers in several countries that appreciate the merits of working together to maintain and ensure the quality and comprehensive content of the ENSDF database (Evaluated Nuclear Structure Data File). Biennial meetings of the network are held under the auspices of the International Atomic Energy Agency (IAEA) to assign evaluation responsibilities, monitor progress, discuss improvements and emerging difficulties, and agree on actions to be undertaken by individual members. The evaluated data and bibliographic details are made available to users via various media, such as the journals ''Nuclear Physics A'' and ''Nuclear Data Sheets'', the World Wide Web, on CD-ROM, wall charts of the nuclides and ''Nuclear Wallet Cards''. While the ENSDF master database is maintained by the US National Nuclear Data Center at the Brookhaven National Laboratory, these data are also available from other nuclear data centers including the IAEA Nuclear Data Section. The Abdus Salam International Centre for Theoretical Physics (ICTP), Trieste, Italy, in cooperation with the IAEA, organizes workshops on NSDD at regular intervals.
