A letter report issued by the Government Accountability Office with an abstract that begins "There has been long-standing congressional interest in whether the Department of Defense (DOD) could use the Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) system as a cost-effective alternative to beneficiaries picking up outpatient refill prescriptions at DOD military treatment facilities (MTF). To evaluate this possibility, DOD and VA conducted a pilot program in fiscal year 2003 in which a VA CMOP provided outpatient pharmaceutical refill services to DOD beneficiaries served through three MTFs. GAO was asked to estimate cost savings that could be achieved if DOD used VA's CMOP instead of MTF pharmacies for outpatient refill prescriptions, and what other benefits were achieved at the three pilot sites. To estimate potential cost savings and determine what other benefits were achieved, GAO reviewed pilot and pharmacy program documentation and interviewed DOD and VA officials responsible for purchasing and dispensing drugs. GAO also compared drug and administrative costs of dispensing outpatient refills through the fiscal year 2003 pilot program with the costs of dispensing the refills at the three DOD MTFs that participated in the pilot."

We are required to audit these consolidated financial statements (CFS) and report on the results of our work. An issue meriting concern and close scrutiny that emerged during our fiscal year 2004 CFS audit was the growing number of Chief Financial Officers (CFO) Act agencies that restated certain of their financial statements for fiscal year 2003 to correct errors. Errors in financial statements can result from mathematical mistakes, mistakes in the application of accounting principles, or oversight or misuse of facts that existed at the time the financial statements were prepared. Frequent restatements to correct errors can undermine public trust and confidence in both the entity and all responsible parties. Correspondence issued by the Government Accountability Office with an abstract that begins "For about 40 years, the Department of Energy's Rocky Flats site, near Denver, served as a production facility that made plutonium triggers, or "pits," for nuclear weapons. That role resulted in radiological and chemical contamination of many of the site's buildings and its soil and water. Cleanup of the site, which commenced in 1996, has been a monumental undertaking. The cleanup is being conducted under the Rocky Flats Cleanup Agreement, which is the legally binding agreement that provides the framework for the cleanup effort. The cleanup agreement specifies the roles of the Department of Energy (DOE) and the two regulatory agencies for the site: the Environmental Protection Agency (EPA) and the Colorado Department of Public Health and Environment (Colorado). In February 2001, when GAO last reported on DOE's project to clean up and close the Rocky Flats site, the project was slightly over cost and behind schedule. The vast amount of work remaining to be done at that time, along with various major challenges facing the cleanup contractor, made it doubtful that the contractor could achieve its December 2006 closure goal. A letter report issued by the Government Accountability Office with an abstract that begins "The high pace of military operations, thousands of casualties in ongoing military operations, and the services' recruiting challenges have raised questions about who is serving in today's military and concern that certain subgroups of the U.S. population may be disproportionately represented among those fighting and dying in support of the war on terrorism. These challenges and concerns have increased the need for information on the demographic characteristics of military personnel. GAO was asked to address three questions: (1) What are the demographic characteristics of servicemembers and how do they compare to the comparable U.S. civilian workforce? (2) How well are the services meeting their overall recruitment goals, and what influences whether or not individuals join the military? The Department of Education (Education) proposed an update to the state and other tax allowance, a part of the federal need analysis for student financial aid. Most federal aid, including Pell Grants and student loans, and some state and institutional aid are awarded based on a student's cost of attendance less the student's and/or family's ability to pay these costs--known as the expected family contribution (EFC). The allowance, which accounts for the amount of state and other nonfederal taxes paid by students and families, effectively reduces the EFC. Education proposed to update the allowance on the basis of information compiled by the Internal Revenue Service's Statistics of Income (SOI) Division, specifically state and other taxes paid by taxpayers and reported on their federal income tax returns for tax year 2000. A letter report issued by the Government Accountability Office with an abstract that begins "The federal government is the nation's largest energy consumer, spending, by latest accounting, $3.7 billion on energy for its 500,000 facilities. Upfront funding for energy-efficiency improvements has been difficult to obtain because of budget constraints and competing agency missions. The Congress in 1986 authorized agencies to use Energy Savings Performance Contracts (ESPCs) to privately finance these improvements. The law requires that annual payments for ESPCs not exceed the annual savings generated by the improvements. GAO was asked to identify (1) the extent to which agencies used ESPCs; (2) what energy savings, financial savings, and other benefits agencies expect to achieve; (3) the extent to which actual financial savings cover costs; and (4) what areas, if any, require steps to protect the government's financial interests in using ESPCs."

A letter report issued by the Government Accountability Office with an abstract that begins "The safety and quality of the U.S. food supply are governed by a complex system that is administered by 15 agencies. The U.S. Department of Agriculture (USDA) and the Food and Drug Administration (FDA), within the Department of Health and Human Services (HHS), have primary responsibility for food safety. Many legislative proposals have been made to consolidate the U.S. food safety system, but to date no other action has been taken. Several countries have taken steps to streamline and consolidate their food safety systems. In 1999, we reported on the initial experiences of four of these countries--Canada, Denmark, Ireland, and the United Kingdom. Since then, additional countries, including Germany, the Netherlands, and New Zealand, have undertaken consolidations. This report describes the approaches and challenges these countries faced in consolidating food safety functions, including the benefits and costs cited by government officials and other stakeholders. In commenting on a draft of this report, HHS and USDA said that the countries' consolidation experiences have limited applicability to the U.S. food safety system because the countries are much smaller than the United States. A letter report issued by the Government Accountability Office with an abstract that begins "The Health Insurance Portability and Accountability Act of 1996 (HIPAA) provided, among other things, funding by transfer to the Federal Bureau of Investigation (FBI) to carry out specific purposes of the Health Care Fraud and Abuse Control Program. Congress expressed concern about a shift in FBI resources from health care fraud investigations to counterterrorism activities after September 11, 2001. Congress asked GAO to review FBI's accountability for the funds transferred under HIPAA for fiscal years 2000 through 2003. GAO determined (1) whether FBI had an adequate approach for ensuring the proper use of the HIPAA transfers and (2) the extent to which FBI had expended these transferred funds on health care fraud investigations in fiscal years 2000 through 2003."
