Military Personnel: Reporting Additional Servicemember Demographics Could Enhance Congressional Oversight

A letter report issued by the Government Accountability Office with an abstract that begins "The high pace of military operations, thousands of casualties in ongoing military operations, and the services' recruiting challenges have raised questions about who is serving in today's military and concern that certain subgroups of the U.S. population may be disproportionately represented among those fighting and dying in support of the war on terrorism. These challenges and concerns have increased the need for information on the demographic characteristics of military personnel. GAO was asked to address three questions: (1) What are the demographic characteristics of servicemembers and how do they compare to the comparable U.S. civilian workforce? (2) How well are the services meeting their overall recruitment goals, and what influences whether or not individuals join the military? (3) What are the demographic characteristics of servicemembers who remained in the military in fiscal years 2000, 2002, and 2004? GAO was also asked to examine the demographic characteristics of servicemembers who died or were wounded in combat in Operations Iraqi Freedom and Enduring Freedom."

Medicare: More Effective Screening and Stronger Enrollment Standards Needed for Medical Equipment Suppliers

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2004, the Centers for Medicare & Medicaid Services (CMS) estimated that Medicare improperly paid $900 million for durable medical equipment, prosthetics, orthotics, and supplies--in part due to fraud by suppliers. To deter such fraud, CMS contracts with the National Supplier Clearinghouse (NSC) to verify that suppliers meet 21 standards before they can bill Medicare. NSC verifies adherence to the standards through on-site inspections and document reviews. Recent prosecutions of fraudulent suppliers suggest that there may be weaknesses in NSC's efforts to screen suppliers or in the standards. In this report, GAO evaluated: 1) NSC's efforts to verify suppliers' compliance with the 21 standards, 2) the adequacy of the standards to screen suppliers, and 3) CMS's oversight of NSC's efforts."

A letter report issued by the Government Accountability Office with an abstract that begins "Concerns remain over the control of sealed radiological sources, widely used in many industrial and medical devices and applications. The Nuclear Regulatory Commission (NRC), the Department of Energy (DOE), and states have responsibilities for ensuring the safe and secure use and eventual disposal of these sources as low-level radioactive wastes. DOE must ensure disposal availability for greater-than-class C (GTCC) waste; states must do so for non-GTCC waste, that is, classes A, B, and C waste. NRC and DOE also collaborate to identify and recover unwanted sources that are not safe or secure. GAO examined DOE's (1) efforts to recover unwanted sources and develop a GTCC waste disposal option, (2) actions to recover and dispose of non-GTCC source waste, and (3) ability to identify sources for recovery and disposal."

The current site conditions achieve the remedial action objectives and the corresponding remedial action goals established in the Remaining Sites ROD. Residual concentrations support future land uses that can be represented by a rural-residential scenario and pose no threat to groundwater or the Columbia River based on RESRAD modeling.

This report documents how remedies mandated by the Comprehensive Environmental Response, Compensation, and Liability Act for the Idaho National Laboratory Site were operated and maintained during fiscal year 2005. The activities addressed in the INEEL Sitewide Operations and Maintenance Plan are reported in this document. Waste Area Groups 7 and 8 are not reported in this document. Waste Area Group 7 is an operating facility, and the status of its operations is reported directly to the regulatory agencies. Waste Area Group 8 is excluded from this report, because it falls outside the direct control of U.S. Department of Energy Idaho Operations Office. The INEEL Sitewide Institutional Controls Plan discusses the inspection, maintenance, repair, and reporting activities involving institutional controls at the Idaho National Laboratory Site. Therefore, the maintenance of institutional controls is not discussed in this report. Supramolecular Chemistry of Selective Anion Recognition for Anions of Environmental Relevance

The major thrust of this project led by the University of Kansas (Prof. Kristin Bowman-Jones) entails the exploration of the principles of recognition and separation of sulfate by the design, synthesis, and testing of novel sulfate extractants. A key science need for the cleanup of tank wastes at Hanford has been identified in developing methods to separate those bulk waste components that have low solubilities in borosilicate glass. Sulfate has been identified as a particularly difficult and expensive problem in that its concentration in the waste is relatively high, its solubility in glass is especially low, and it interferes with the performance of both vitrification equipment and the glass waste form. The new extractants will be synthesized by the University of Kansas and the University of Texas, Austin. Oak Ridge National Laboratory (ORNL) is subjecting the new extractants to experiments that will determine their properties and effectiveness in separating sulfate from the major competing anions in the waste, especially nitrate. Such experiments will entail primarily liquid-liquid extraction. Current efforts focus on exciting new systems in which the anion receptors act as synergists for anion exchange.

Application of Water-Jet Horizontal Drilling Technology to Drill and Acidize Horizontal Drain Holes, Tedbit (San Andres) Field, Gaines County, Texas

The San Andres Formation is one of the major hydrocarbon-producing units in the Permian Basin, with multiple reservoirs contained within the dolomitized subtidal portions of upward shoaling carbonate shelf cycles. The test well is located in Tedbit (San Andres) Field in northeastern Gaines County, Texas, in an area of scattered San Andres production associated with local structural highs. Selected on the basis of geological and historical data, the Oil and Gas Properties Wood No. 1 well is considered to be typical of a large number of San Andres stripper wells in the Permian Basin. Thus, successful completion of horizontal drain holes in this well would demonstrate a widely applicable enhanced recovery technology. Water-jet horizontal drilling is an emerging technology with the potential to provide significant economic benefits in marginal wells. Forecast benefits include lower recompletion costs and improved hydrocarbon recoveries. The technology utilizes water under high pressure, conveyed through small-diameter coiled tubing, to jet horizontal drain holes into producing formations. Testing of this technology was conducted with inconclusive results. Paraffin sludge and mechanical problems were encountered in the wellbore, initially preventing the water-jet tool from reaching the kick-off point. Updated Evaluations for Americium Isotopes

Here we describe evaluations for Am isotopes that will be included in the next release of ENDL. Current ENDL99 evaluations for these isotopes are quite outdated and almost entirely undocumented. Because Am is important for several DNT applications, and because quality evaluations are either readily available or easily calculated, the effort to update ENDL seems warranted. Results from good existing evaluations are adopted whenever possible. To this end we devote the next section of this report to a consideration of the availability of evaluations The quality of different evaluations as well as comparisons against experiments are also presented and used to motivate our choice of adopted data sets. Plans for modifying and improving adopted evaluations are also discussed. For {sup 240}Am there are no existing evaluations. To fill this gap, we are providing a new Am evaluation based on calculations with the statistical model reaction codes TALYS and EMPIRE. This evaluation is described below. The ENDF/B-VI formatted file containing this evaluation is given in the appendix.

The goal of the EZturb mix model in KULL is to predict the turbulent mixing process as it evolves from Rayleigh-Taylor, Richtmyer-Meshkov, or Kelvin-Helmholtz instabilities. In this report we focus on a simple example of the Rayleigh-Taylor instability (which occurs when a heavy fluid lies above a light fluid, and we perturb the interface separating them). It is well known that the late time asymptotic, fully self-similar form for the growth of the mixing zone scales quadratically with time.

The hybrid operating mode in ITER is examined with 0D systems analysis, 1.5D discharge scenario simulations using TSC and TRANSP, and the ideal MHD stability is discussed. The hybrid mode has the potential to provide very long pulses and significant neutron fluence if the physics regime can be produced in ITER. This paper reports progress in establishing the physics basis and engineering limitation for the hybrid mode in ITER.

Cost-Effective Consolidation of Fine Aluminum Scrap for Increased Remelting Effieciency

The main objective of this research was to develop a new re-melting process for fine or light gauge aluminum scrap products that exhibits dramatic improvements in energy efficiency. Light gauge aluminum scrap in the form of chips, turnings, and borings has historically been underutilized in the aluminum recycling process due to its high surface area to volume ratio resulting in low melt recovery. Laboratory scale consolidation experiments were performed using loose aluminum powder as a modeling material as well as shredded aluminum wire scrap. The processing parameters necessary to create consolidated aluminum material were determined. Additionally, re-melting experiments using consolidated and unconsolidated aluminum powder confirmed the hypothesis that metal recovery using consolidated material will significantly improve by as much as 20%. Based on this research, it is estimated that approximately 495 billion Btu/year can be saved by implementation of this technology in one domestic aluminum rolling plant alone. The energy savings are realized by substituting aluminum scrap for primary aluminum, which requires large amounts of energy to produce. While there will be an initial capital investment, companies will benefit from the reduction of dependence on primary aluminum thus saving considerable costs. In the Summer of 2005, Congress focused on several Clean Air Act Issues before the August recess. Although the Congressional agenda stated that attention would be given to the needed amendments of the Clear Skies/Multi-Pollutant Legislation, this progress was stalled, and the committee failed to approve the bill due to a tied vote. This otherwise stagnated debate was given some attention due to the discussions over mercury regulations as they apply to power plants. The outcome of the decision concerning these regulations has stirred controvery in at least fifteen states. Perhaps the most debated issue that Congress covered concerned MTBE and Ethanol, which have been used to meet the Clean Air Act requiremnets that reformulated gasoline(RFG), sold in the nation’s worst ozone nonattainment areas, contain at least 2% oxygen, to improve combustion. Air quality standard deadlines and provisions, specifically in the most severe ozone nonattainment areas, were discussed by Congress. Dsicussions over the Clean Air Act also sparked discussions over environmental regulations concerning related issues, including the Conformity of Transportation Plans and SIPs, and Hurricane Katrina.

Bifurcation Theory of the Transition to Collisionless Ion-temperature-gradient-driven Plasma Turbulence

The collisionless limit of the transition to ion-temperature-gradient-driven plasma turbulence is considered with a dynamical-systems approach. The importance of systematic analysis for understanding the differences in the bifurcations and dynamics of linearly damped and undamped systems is emphasized. A model with ten degrees of freedom is studied as a concrete example. A four-dimensional center manifold (CM) is analyzed, and fixed points of its dynamics are identified and used to predict a ''Dimits shift'' of the threshold for turbulence due to the excitation of zonal flows. The exact value of that shift in terms of physical parameters is established for the model; the effects of higher-order truncations on the dynamics are noted. Multiple-scale analysis of the CM equations is used to discuss possible effects of modulational instability on scenarios for the transition to turbulence in both collisional and collisionless cases.

Border Security: Apprehensions of “Other Than Mexican”Aliens

As the United States Border Patrol (USBP) discharges its mission it encounters unauthorized aliens from around the world attempting to illegally enter the United States. In fiscal year (FY) 2004, USBP agents apprehended 1.16 million people attempting to enter the country illegally between official POE; 93% of these aliens were Mexican nationals. Because the vast majority of people apprehended each year by the USBP are Mexican nationals, the agency categorizes aliens as Mexicans or Other Than Mexicans (OTM). Over the past three years, OTM apprehensions have more than tripled nationwide and have been concentrated along the South Texas border. The reasons for this dramatic increase, and its geographical concentration in Texas, are not altogether clear.
