Sub-Microsecond Decay Time Phosphors for Pressure Sensitive Paint Applications

The results suggest that garnet phosphors can be engineered to function thermographically over desired temperature ranges by adjusting gallium content. Substituting gadolinium for the yttrium in the host matrix also has an effect but it is not as large. A silicate phosphor showed the greatest temperature dependence though it could not be excited to fluoresce by a blue LED. All the garnet phosphors could be excited with such a blue source. Two phosphors tested showed an increase in intensity with temperature. Other garnet and silicate materials as mentioned above will be tested in the future. In addition, some perovskite phosphors, such as GdAlO{sub 3}:Ce, will also be investigated.

Arbitrary Lagrangian-Eulerian Method with Local Structured Adaptive Mesh Refinement for Modeling Shock Hydrodynamics

A new method that combines staggered grid Arbitrary Lagrangian-Eulerian (ALE) techniques with structured local adaptive mesh refinement (AMR) has been developed for solution of the Euler equations. This method facilitates the solution of problems currently at and beyond the boundary of soluble problems by traditional ALE methods by focusing computational resources where they are required through dynamic adaption. Many of the core issues involved in the development of the combined ALEAMR method hinge upon the integration of AMR with a staggered grid Lagrangian integration method. The novel components of the method are mainly driven by the need to reconcile traditional AMR techniques, which are typically employed on stationary meshes with cell-centered quantities, with the staggered grids and grid motion employed by Lagrangian methods. Numerical examples are presented which demonstrate the accuracy and efficiency of the method.

The importance of knowing the electrochemical corrosion potential (ECP, also referred to as E{sub con}) of nickel-base alloys in hydrogenated water is related to the need to understand the effects of dissolved (i.e., aqueous) hydrogen concentration ([H{sub 2}]) on primary water stress corrosion cracking (PWSCC). Also, the use of a reference electrode (RE) can improve test quality by heightening the ability to detect instances of out-of-specification or unexpected chemistry. Three methods are used to measure and calculate the ECP of nickel-based alloys in hydrogenated water containing {approx} 1 to 150 scc/kg H{sub 2} (0.1 to 13.6 ppm H{sub 2}) at 260 to 360 C. The three methods are referred to as the specimen/component method, the platinum (Pt) method, and the yttria-stabilized zirconia/iron-iron oxide (YSZ/Fe-Fe{sub 3}O{sub 4}) RE method. The specimen/component method relies upon the assumption that the specimen or component behaves as a hydrogen electrode, and its E{sub corr} is calculated using the Nernst equation. Improved Reflectance and Stability of Mo/Si Multilayers

Commercial EUV lithographic systems require multilayers with higher reflectance and better stability then that published to date. Interface-engineered Mo/Si multilayers with 70% reflectance at 13.5 nm wavelength (peak width of 0.545 nm) and 71% at 12.7 nm wavelength (peak width of 0.49 nm) were developed. These results were achieved with 50 bilayers. These new multilayers consist of Mo and Si layers separated by thin boron carbide layers. Depositing boron carbide on interfaces leads to reduction in silicide formation on the Mo-on-Si interfaces. Bilayer contraction is reduced by 30% implying that there is less intermixing of Mo and Si to form silicide. As a result the Mo-on-Si interfaces are sharper in interface-engineered multilayers than in standard Mo/Si multilayers. The optimum boron carbide thicknesses have been determined and appear to be different for Mo-on-Si and Si-on-Mo interfaces. The best results were obtained with 0.4 nm thick boron carbide layer on the Mo-on-Si interface and 0.25 nm thick boron carbide layer on the Si-on-Mo interface. Increase in reflectance is consistent with multilayers with sharper and smoother interfaces. Facility Effluent Monitoring Plan for Pacific Northwest National Laboratory Balance-of-Plant Facilities

The Pacific Northwest National Laboratory (Pacific Northwest) operates a number of Research and Development facilities for the U.S. Department of Energy (DOE) on the Hanford Site. According to DOE Order 5400.1, a written environmental monitoring plan is required for each site, facility, or process that uses, generates, releases, or manages significant pollutants or hazardous materials. Facility Effluent Monitoring Plans (FEMPs) have been developed on the Hanford Site to document the facility effluent monitoring portion of the Environmental Monitoring Plan (DOE 2000) for the Hanford Site. Three of Pacific Northwest's R and D facilities, the 325, 331, and 3720 Buildings, are considered major emission points for radionuclide air sampling; thus, individual FEMPs have been developed for these facilities. Because no definition of ''significant'' is provided in DOE Order 5400.1 or the accompanying regulatory guide DOE/EH?0173T, this FEMP was developed to describe monitoring requirements in the DO E-owned, Pacific Northwest-operated facilities that do not have individual FEMPs. These facilities are referred to as Balance-of-Plant (BOP) facilities.

Progress in heavy ion driven inertial fusion energy: From scaledexperiments to the integrated research experiment

The promise of inertial fusion energy driven by heavy ion beams requires the development of accelerators that produce ion currents ({approx}100s Amperesheam) and ion energies ({approx}1-10 GeV) that have not been achieved simultaneously in any existing accelerator. The high currents imply high generalized perveances, large tune depressions. and high space charge potentials of the beam center relative to the beam pipe. Many of the scientific issues associated with ion beams of high perveance and large tune depression have been addressed over the last two decades on scaled experiments at Lawrence Berkeley and Lawrence Livermore National Laboratories, the University of Maryland, and elsewhere. The additional requirement of high space charge potential (or equivalently high line charge density) gives rise to effects (particularly the role of electrons in beam transport) which must be understood before proceeding to a large scale accelerator. The first phase of a new series of experiments in Heavy Ion Fusion Virtual National Laboratory (HIF VNL), the High Current Experiments (HCX), is now being constructed at LBNL. The PVMaT 5A2 program at ASE Americas is a three-year program that addresses topics in the development of manufacturing systems, low-cost processing approaches, and flexible manufacturing methods. The three-year objectives are as follows: (1) implementation of computer-aided manufacturing systems, including Statistical Process Control, to aid in electrical and mechanical yield improvements of 10%, (2) development and implementation of ISO 9000 and ISO 14000, (3) deployment of wafer production from large-diameter (up to 1 m) EFG cylinders and wafer thicknesses down to 95 microns, (4) development of low-damage, high-yield laser-cutting methods for thin wafers, (5) cell designs for >15% cell efficiencies on 100-micron-thick EFG wafers, (6) development of Rapid Thermal Anneal processing for thin high-efficiency EFG cells, and (7) deployment of flexible manufacturing methods for diversification in wafer size and module design. In the second year of this program, the significant accomplishments in each of three tasks that cover these areas are as follows: Task 4-Manufacturing systems, Task 5-Low-cost processes, and Task 6-Flexible manufacturing.

Causes of Indoor Air Quality Problems in Schools: Summary of Scientific Research

In the modern urban setting, most individuals spend about 80% of their time indoors and are therefore exposed to the indoor environment to a much greater extent than to the outdoors (Lebowitz 1992). Concomitant with this increased habitation in urban buildings, there have been numerous reports of adverse health effects related to indoor air quality (IAQ) (sick buildings). Most of these buildings were built in the last two decades and were constructed to be energy-efficient. The quality of air in the indoor environment can be altered by a number of factors: release of volatile compounds from furnishings, floor and wall coverings, and other finishing materials or machinery; inadequate ventilation; poor temperature and humidity control; re-entrainment of outdoor volatile organic compounds (VOCs); and the contamination of the indoor environment by microbes (particularly fungi). Armstrong Laboratory (1992) found that the three most frequent causes of IAQ are (1) inadequate design and/or maintenance of the heating, ventilation, and air-conditioning (HVAC) system, (2) a shortage of fresh air, and (3) lack of humidity control. A similar study by the National Institute for Occupational Safety and Health (NIOSH 1989) recognized inadequate ventilation as the most frequent source of IAQ problems in the work environment (52% …

Time-Reversal Acoustics and Maximum-Entropy Imaging

Target location is a common problem in acoustical imaging using either passive or active data inversion. Time-reversal methods in acoustics have the important characteristic that they provide a means of determining the eigenfunctions and eigenvalues of the scattering operator for either of these problems. Each eigenfunction may often be approximately associated with an individual scatterer. The resulting decoupling of the scattered field from a collection of targets is a very useful aid to localizing the targets, and suggests a number of imaging and localization algorithms. Two of these are linear subspace methods and maximum-entropy imaging.

Stability of High-Level Radioactive Waste Forms

High-level waste (HLW) glass compositions, processing schemes, limits on waste content, and corrosion/dissolution release models are dependent on an accurate knowledge of melting temperatures and thermochemical values. Unfortunately, existing models for predicting these temperatures are empirically-based, depending on extrapolations of experimental information. In addition, present models of leaching behavior of glass waste forms use simplistic assumptions or experimentally measured values obtained under non-realistic conditions. There is thus a critical need for both more accurate and more widely applicable models for HLW glass behavior, which this project addressed. Significant progress was made in this project on modeling HLW glass. Borosilicate glass was accurately represented along with the additional important components that contain iron, lithium, potassium, magnesium, and calcium. The formation of crystalline inclusions in the glass, an issue in Hanford HLW formulations, was modeled and shown to be predictive. Thus the results of this work have already demonstrated practical benefits with the ability to map compositional regions where crystalline material forms, and therefore avoid that detrimental effect. With regard to a fundamental understanding, added insights on the behavior of the components of glass have been obtained, including the potential formation of molecular clusters. Model-Based Reliability Analysis

Modeling, in conjunction with testing, is a rich source of insight. Model parameters are easily controlled and monitoring can be done unobtrusively. The ability to inject faults without otherwise affecting performance is particularly critical. Many iterations can be done quickly with a model while varying parameters and conditions based on a small number of validation tests. The objective of Model-Based Reliability Analysis (MBRA) is to identify ways to capitalize on the insights gained from modeling to make both qualitative and quantitative statements about product reliability. MBRA will be developed and exercised in the realm of weapon system development and maintenance, where the challenges of severe environmental requirements, limited production quantities, and use of one-shot devices can make testing prohibitively expensive. However, the general principles will also be applicable to other product types.

The purpose of this report is to present a survey of commercial brake materials and additives, and to indicate their typical properties and functions, especially as regards their use in heavy trucks. Most truck pad and shoe materials described here were designed to wear against cast iron. Brake material test methods are also briefly described. This report does not address issues associated with the fabrication and manufacturing of brake materials. Since there are literally thousands of brake material additives, and their combinations are nearly limitless, it is impractical to list them all here. Rather, an attempt has been made to capture the primary constituents and their functions. An Appendix contains thermo-physical properties of some current and potential brake materials.

Phenomenological two-gap model for the specific heat of MgB2

The authors show that the specific heat of the superconductor MgB{sub 2} in zero field, for which significant non-BCS features have been reported, can be fitted, essentially within experimental error, over the entire range of temperature to T{sub c} by a phenomenological two-gap model. The resulting gap parameters agree with previous determinations from band-structure calculations, and from various spectroscopic experiments. The determination from specific heat, a bulk property, shows that the presence of two superconducting gaps in MgB{sub 2} is a volume effect.

The U.S. Department of Energy (DOE) Office of Heavy Vehicle Technologies (OHVT) was created in March 1996 to address the public-interest transportation-energy aspects of a set of customers who at that time had been largely unrecognized, namely, the manufacturers, suppliers, and users of heavy transport vehicles (trucks, buses, rail, and inland marine). Previously, the DOE had focused its attention on meeting the needs of the personal-transport-vehicle customer (automobile manufacturers, suppliers, and users). Those of us who were of driving age at the time of the 1973 oil embargo and the 1979 oil price escalation vividly recall the inconvenience and irritation of having to wait in long lines for gasoline to fuel our cars. However, most of us, other than professional truck owners or drivers, were unaware of the impacts that these disruptions in the fuel supply had on those whose livelihoods depend upon the transport of goods. Recognizing the importance of heavy vehicles to the national economic health, the DOE created OHVT with a mission to conduct, in collaboration with its industry partners and their suppliers, a customer-focused national program to research and develop technologies that will enable trucks and other heavy vehicles to be more energy-efficient and able to …

STRUCTURAL PERFORMANCE OF DEGRADED REINFORCED CONCRETE MEMBERS.

This paper describes the results of a study to evaluate, in probabilistic terms, the effects of age-related degradation on the structural performance of reinforced concrete members at nuclear power plants. The paper focuses on degradation of reinforced concrete flexural members and shear walls due to the loss of steel reinforcing area and loss of concrete area (cracking/spalling). Loss of steel area is typically caused by corrosion while cracking and spalling can be caused by corrosion of reinforcing steel, freeze-thaw, or aggressive chemical attack. Structural performance in the presence of uncertainties is depicted by a fragility (or conditional probability of failure). The effects of degradation on the fragility of reinforced concrete members are calculated to assess the potential significance of various levels of degradation. The fragility modeling procedures applied to degraded concrete members can be used to assess the effects of degradation on plant risk and can lead to the development of probability-based degradation acceptance limits.

Geographical Distribution of Biomass Carbon in Tropical Southeast Asian Forests: A Database

A database was generated of estimates of geographically referenced carbon densities of forest vegetation in tropical Southeast Asia for 1980. A geographic information system (GIS) was used to incorporate spatial databases of climatic, edaphic, and geomorphological indices and vegetation to estimate potential (i.e., in the absence of human intervention and natural disturbance) carbon densities of forests. The resulting map was then modified to estimate actual 1980 carbon density as a function of population density and climatic zone. The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFOTM exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. Analysis of low energy AGS polarimeter data and potential consequences for RHIC spin physics.

The small asymmetries measured at G{sub {gamma}} = 7.5 during the RHIC spin commissioning were a serious concern. In earlier runs, asymmetries double those from the spin commissioning time (September 2000) had sometimes been observed, and there had been few changes to the AGS polarimeter hardware or operating conditions. Recently, the observed changes in the asymmetries measured at G{sub {gamma}} = 7:5 have been ascribed to contamination of the carbon target asymmetry with that from the fishline target and vice-versa, because of the sizeable beam spot size compared to the separation of the targets. This note addresses this hypothesis using the observed asymmetries. This problem could directly impact spin physics at RHIC.
