SRE CONTROL ROD SHIELDING REQUIREMENTS
Data taken on radiation traverse of the Mark 1 control rod were analyzed. Future radiation levels for all SRE control and safety rods were predicted from this. The shielding necessary to ship a complete rod and that necessary to protect a person doing maintenance work on these rods were calculated. The unshielded gamma dose rate 1 cm from the surface of the most highly activated portion of the control rod was calculated to be 5.0 x 10/sup 4/ r/hr 14 days after shutdown following an extended power run of 90 days duration. Development of a high-density energy-storage capacitor for Nova
This paper covers Maxwell's approach to developing energy storage capacitors. Based on previous capacitor designs of 3 KJ, 5 KJ and 10 KJ, the final Nova 12.5 KJ capacitor evolved. At the outset of the Nova capacitor development program, a relatively new dielectric system, polypropylene-paper-DOP, seemed to show superiority in volumetric efficiency, life, and more importantly cost. However, as a result of studies performed at Maxwell, a high-density, energy-storage capacitor was developed utilizing new high-quality, high-density paper and caster oil as the dielectric. Test data have demonstrated that the Maxwell 12.5 KJ capacitor exceeds all LLNL's qualification requirements.

Diamond-turning tool setting by interferogram analysis
A method was developed to establish a numerically controlled tool path with respect to the work spindle centerline. Particularly adapted to the diamond turning of optics, this method is based upon interferogram analysis and is applicable to the establishment of the work spindle centerline relative to the tool path for any center-turned optic having a well-defined vertex radius of curvature. The application reported is for an f/2 concave spherical mirror.

Immigration Benefits: Eighth Report Required by the Haitian Refugee Immigration Fairness Act of 1998
Correspondence issued by the General Accounting Office with an abstract that begins "The Haitian Refugee Immigration Fairness Act (HRIFA) of 1998 authorized certain Haitian nationals and their dependents to apply to adjust their status to legal permanent residence. Section 902(k) of the act requires the Comptroller General to report every six months on the number of Haitian nationals who have applied and been approved to adjust their status to legal permanent residence. The reports are to contain a breakdown of the numbers who applied and the number who were approved as asylum applicants, parolees, children without parents, orphaned children, or abandoned children; or as the eligible dependents of these applicants, including spouses, children, and unmarried sons or daughters. As of September 30, 2002, the Immigration and Naturalization Service had received a total of 36,774 HRIFA applications and had approved 8,410 of these applications. The Executive Office for Immigration Review had 339 applications filed and had approved 117 of them."

Coast Guard Deepwater Acquisition Programs: Background, Oversight Issues, and Options for Congress

Federal Energy Management: Agencies Are Acquiring Alternative Fuel Vehicles but Face Challenges in Meeting Other Fleet Objectives
Correspondence issued by the Government Accountability Office with an abstract that begins "Congress and the administration set forth energy objectives for federal fleets with 20 or more vehicles. Agencies are to (1) acquire alternative fuel vehicles (AFV) as 75 percent of all new light-duty vehicle acquisitions; (2) use only alternative fuel in AFVs, unless granted a waiver; (3) increase overall alternative fuel use by 10 percent annually; (4) reduce petroleum consumption by 2 percent annually through 2015; and (5) purchase plug-in hybrid electric vehicles when available and at a reasonable cost. The first two objectives are requirements in the Energy Policy Acts (EPAct) of 1992 and 2005. The last three are goals set by Executive Order 13423. GAO was asked to determine agencies' compliance with these objectives for fiscal year 2007 and how agencies are poised to meet them in the future. GAO obtained and analyzed information from the Department of Energy's (DOE) automotive database and other sources and interviewed agency officials."

VA National Initiatives and Local Programs that Address Education and Support for Families of Returning Veterans
Correspondence issued by the Government Accountability Office with an abstract that begins "As the military operations in Afghanistan and Iraq--known as Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF), respectively--have progressed, increasing numbers of OEF/OIF servicemembers have transitioned to veteran status and have begun receiving care from the Department of Veterans Affairs (VA). VA data show that as of March 2008, over 868,000 OEF/OIF servicemembers, including National Guard and Reserve members, had left active duty and become eligible for VA health care, and over 340,000-- about 40 percent--had accessed VA health care services. Returning OEF/OIF veterans may have a range of health care needs, such as treatment for mental health conditions like posttraumatic stress disorder (PTSD), treatment for traumatic brain injury (TBI) or other injuries, or counseling to address difficulties readjusting from wartime military service to civilian life. Family members can play an important role in helping and supporting OEF/OIF veterans. For example, family members may notice symptoms the veteran has, such as anxiety or difficulty sleeping, and encourage the veteran to seek care. U.S. Department of Agriculture: Recommendations and Options to Address Management Deficiencies in the Office of the Assistant Secretary for Civil Rights
A letter report issued by the Government Accountability Office with an abstract that begins "For decades, numerous federal reports have described serious weaknesses in USDA's civil rights programs--in particular, in resolving discrimination complaints and providing minority farmers with access to programs. In 2002, Congress authorized the position of Assistant Secretary for Civil Rights (ASCR) at USDA to provide leadership for resolving these long-standing problems. GAO was asked to assess USDA's efforts to (1) resolve discrimination complaints, (2) report on minority participation in farm programs, and (3) strategically plan its efforts. GAO also reviewed experiences of other federal agencies to develop options for addressing the issues. This report is based on new and prior work, including analysis of ASCR's discrimination complaint management, strategic planning, and interviews with officials of USDA and other agencies, as well as 20 USDA stakeholder groups."

Nuclear Regulatory Commission: Oversight and Status of Implementing a Risk-Informed Approach to Fire Safety
A letter report issued by the Government Accountability Office with an abstract that begins "The Nuclear Regulatory Commission (NRC), together with plant operators, has made progress in resolving three fire safety issues raised in GAO's 2008 report by implementing GAO's recommendations or taking other actions. NRC implemented the recommendation on multiple spurious operations (malfunctions caused by fire that could cause safety-related equipment to malfunction) by issuing new guidance or requiring additional modifications at the 36 plants with 57 reactors operating under deterministic regulations. NRC did not implement the recommendations to address the effectiveness of fire wraps or the extended use of interim compensatory measures plants use instead of repairing or replacing damaged safety equipment; however, NRC did take some actions, including (1) evaluating and reporting on corrective actions plants used to mitigate safety concerns associated with fire wraps and (2) developing metrics to gauge the progress of NRC's staff in resolve underlying issues related to the extended use of compensatory measures."

Federal Aviation Administration: Agency Is Taking Steps to Plan for and Train Its Technician Workforce, but a More Strategic Approach Is Warranted
A letter report issued by the Government Accountability Office with an abstract that begins "Since 2006, air traffic control (ATC) equipment outages and failures at Federal Aviation Administration (FAA) facilities have caused hundreds of flight delays and raised questions about FAA's maintenance capabilities. About 6,100 technicians maintain FAA's current (legacy) facilities and equipment and will be responsible for the Next Generation (NextGen) technologies planned for the next 15 years. Safe and efficient air travel will therefore partly depend on FAA's having technicians with the right skills now and in the future. As requested, GAO reviewed how (1) FAA incorporates key practices of leading organizations in its workforce planning for technicians, (2) FAA's technician training compares with key practices of leading organizations, and (3) the costs of technician training, including travel costs, have changed in recent years. GAO analyzed FAA workforce and training data, compared FAA planning and training practices with criteria identified in prior GAO work, and conducted focus group interviews with FAA technicians and FAA Training Academy instructors."

Servicemember Reemployment: Agencies Are Generally Timely in Processing Redress Complaints, but Improvements Needed in Maintaining Data and Reporting
A letter report issued by the Government Accountability Office with an abstract that begins "The Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) protects the employment and reemployment rights of individuals who leave their employment to perform uniformed service. Concerned with the timeliness of USERRA complaint processing and data reliability of agency reports, Congress imposed timeliness requirements for the Department of Labor (DOL), Department of Justice (DOJ), and Office of Special Counsel (OSC) under the Veterans' Benefits Improvement Act of 2008 (VBIA 2008) and required agencies to submit quarterly reports to Congress on the extent of their compliance with the requirements. As required by VBIA, this report assesses whether the agencies (1) met VBIA timeliness requirements for USERRA complaint processing, and (2) submitted reliable and timely quarterly reports. GAO analyzed data in each agency's USERRA database, and the extent to which those data were consistent with the quarterly reports."

Indian Health Service: Updated Policies and Procedures and Increased Oversight Needed for Billings and Collections from Private Insurers
Correspondence issued by the Government Accountability Office with an abstract that begins "The Indian Health Service (IHS), an agency in the Department of Health and Human Services (HHS), provides health care services to American Indians and Alaskan Natives. For fiscal year 2009, Congress appropriated approximately $3.6 billion for health care services to be made available through IHS. The agency provides direct medical care, including primary care services, ancillary services, and some specialty services, through its network of facilities, including hospitals, health centers, and clinics. IHS also provides funding to direct care facilities that are operated by tribes. IHS headquarters oversees 12 area offices that cover 161 service units in 35 states. The Indian Health Care Improvement Act of 1976, as amended, authorizes IHS to collect reimbursement for services provided at IHS facilities from third-party insurers, including Medicare, the federal health insurance program for elderly and disabled individuals; Medicaid, a joint federal and state health financing program for certain low-income families and individuals; and private health insurers. IHS is allowed to retain funds collected from these insurers without a corresponding offset against its appropriations, so that all revenue collected by a facility remains with that facility, supplementing its appropriations.
