This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO, CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites (FFACO, 1996). Corrective Action Units consist of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at CAU 486, the Double Tracks Radiological Safety (RADSAFE) Area (DTRSA) which is located on the Nellis Air Force Range 71North (N), west of the Tonopah Test Range (TTR). Hanford tank initiative cone penetrometer stand alone grouting module

The HTI subsurface characterization task will use the Hanford Cone Penetrometer platform (CPP) to deploy contaminant sensor and soil sampling probes into the vadose zone surrounding SST 241-AX-104. Closure of the resulting penetration holes may be stipulated by WAC requirements. A stand alone grouting capability deployable by the CPP has been developed. This qualification test plan defines testing of this capability to be performed at the Immobilized Low Activity Waste Disposal Complex.

Although the basic authority to conduct agricultural research and extension programs is permanent, Congress since 1977 has provided funding authority and policy guidance for USDA's in-house research programs, and for federal support for cooperative research, higher education, and extension programs in the states, through a title contained in omnibus farm legislation. This report discusses specific pieces of such legislation and details certain agricultural and food-related appropriations.

Laser sampling system for an inductively-coupled atomic emission spectrometer. Final report

A laser sampling system was attached to a Perkin Elmer Optima 3000 inductively-coupled plasma, atomic emission spectrometer that was already installed and operating in the Chemistry and Geochemistry Department at the Colorado School of Mines. The use of the spectrometer has been highly successful. Graduate students and faculty from at least four different departments across the CSM campus have used the instrument. The final report to NSF is appended to this final report. Appendices are included which summarize several projects utilizing this instrument: acquisition of an inductively-coupled plasma atomic emission spectrometer for the geochemistry program; hydrogen damage susceptibility assessment for high strength steel weldments through advanced hydrogen content analysis, 1996 and 1997 annual reports; and methods for determination of hydrogen distribution in high strength steel welds.

Six Product Removal (PR) Cans and Containers are located within the Plutonium Finishing Plant. Each can is expected to contain a maximum of 3 g of residual radioactive material, consisting mainly of plutonium isotopes. The PR Can Containers were previously authorized by HNF-SD-TP-SEP-064, Rev. 0 (Boettger 1997), for the interarea transport of up to 3 g of plutonium. The purpose of this safety evaluation for packaging is to allow the transport of six PR Cans with their Containers from the Plutonium Finishing Plant to the 233 S Evaporator Facility. This safety evaluation for packaging is authorized for use until April 29, 1999, or until the shipment is made, whichever happens first.

Materials disposition plutonium acceptance specifications for the immobilization project

The Department of Energy (DOE) has declared approximately 38.2 tonnes of weapons-grade plutonium to be excess to the needs of national security, 14.3 tonnes of fuel- and reactor-grade plutonium excess to DOE needs, and anticipates an additional 7 tonnes to be declared excess to national security needs. Of this 59.5 tonnes, DOE anticipates that ~ 7.5 tonnes will be dispositioned as spent fuel at the Geologic Repository and ~ 2 tonnes will be declared below the safeguards termination limit and be discarded as TRU waste at WIPP. The remaining 50 tonnes of excess plutonium exists in many forms and locations around the country, and is under the control of several DOE Offices. The Materials Disposition Program (MD) will be receiving materials packaged by these other Programs to disposition in a manor that meets the �spent fuel standard.� For disposition by immobilization, the planned facilities will have only limited capabilities to remove impurities prior to blending the plutonium feedstocks to prepare feed for the plutonium immobilization ceramic formation process, Technical specifications are described here that allow potential feedstocks to be categorized as either acceptable for transfer into the MD Immobilization Process, or unacceptable without additional processing prior to transfer to MD. …

The analytical solutions of heat exchanger effectiveness for four-row crcmilow, cross-countertlow and cross-paralleltlow have been derived in the recent study. The main objective of this study is to investigate the etlkct of heat exchawger tlow conllguration on thermal performance with refrigerant mixtures. Difference of heat exchanger effectiveness for all flow arrangements relative to an analytical many-row solution has been analyzed. A comparison of four-row cross cou~ltet-ilow heat exchanger effectiveness between analytical solutions and experimental data with water, R-22, and R-4 10A is presented.

Solid waste information and tracking system client-server conversion project management plan

This Project Management Plan is the lead planning document governing the proposed conversion of the Solid Waste Information and Tracking System (SWITS) to a client-server architecture. This plan presents the content specified by American National Standards Institute (ANSI)/Institute of Electrical and Electronics Engineers (IEEE) standards for software development, with additional information categories deemed to be necessary to describe the conversion fully. This plan is a living document that will be reviewed on a periodic basis and revised when necessary to reflect changes in baseline design concepts and schedules. This PMP describes the background, planning and management of the SWITS conversion. It does not constitute a statement of product requirements. Requirements and specification documentation needed for the SWITS conversion will be released as supporting documents.

Recent results from CDF

We first present recent CDF results on the top quark, covering the measurement of the t{anti t} production cross section and the top quark mass, the observation of hadronic W decays in top events, the measurement of V{sub tb}, the search for flavor changing neutral current decays, and kinematical properties of t{anti t} production. Then we present one topic from CDF exotic physics results, i.e., the search for first-generation leptoquarks, and one topic from CDF B physics results, i.e., the measurement of time-dependent B{sup 0}-{anti B}{sup 0} mixing. Finally we conclude by briefly mentioning the prospects for Run II.

Micropower impulse radar technology and applications

The LLNL-developed Micropower Impulse Radar (MIR) technology has quickly gone from laboratory concept to embedded circuitry in numerous government and commercial systems in the last few years[l]. The main ideas behind MIR, invented by T. McEwan in the Laser Program, are the generation and detection systems for extremely low- power ultra-wideband pulses in the gigaHertz regime using low-cost components. These ideas, coupled with new antenna systems, timing and radio-frequency (RF) circuitry, computer interfaces, and signal processing, have provided the catalyst for a new generation of compact radar systems. Over the past several years we have concentrated on a number of applications of MIR which address a number of remote-sensing applications relevant to emerging programs in defense, transportation, medical, and environmental research. Some of the past commercial successes have been widely publicized [2] and are only now starting to become available for market. Over 30 patents have been filed and over 15 licenses have been signed on various aspects of the MIR technology. In addition, higher performance systems are under development for specific laboratory programs and government reimbursables. In-situ spatially resolved x-ray diffraction mapping of the alpha to beta to alpha transformation in commercially pure titanium arc welds

Spatially Resolved X-Ray Diffraction (SRXRD) is used to map the {alpha}{r_arrow}{beta}{r_arrow}{alpha} phase transformation in the heat affected zone (HAZ) of commercially pure titanium gas tungsten arc welds. In-situ SRXRD experiments were conducted on arc welds using a 200 pm diameter x-ray beam at Stanford Synchrotron Radiation Laboratory (SSRL). A map was created which identifies six HAZ microstructural regions that exist between the liquid weld pool and the base metal during welding. The first region is single phase {beta}-Ti that forms in a 2- to 3-mm band adjacent to the liquid weld pool. The second region is back transformed {alpha}-Ti that forms behind the portion of the HAZ where {beta}-Ti was once present at higher temperatures. The third region is completely recrystallized {alpha}-Ti that forms in a 2- to 3-mm band surrounding the single phase {beta}-Ti region. Recrystallized {alpha}-Ti was observed by itself and also with varying amounts of {beta}-Ti. The fourth region of the weld is the partially transformed zone where {alpha}-Ti and {beta}-Ti coexist during welding. Neutron total and capture cross section measurements and resonance parameter analysis of tungsten from 0.01 eV to 200 eV

Natural tungsten metal was measured using neutron time-of-flight spectroscopy at the Rensselaer Polytechnic Institute (RPI) Gaerttner Laboratory linear accelerator to determine the tungsten resonance parameters. Three separate measurements were performed: transmission, capture, and self-indication. Previous measurements did not employ all three experiment types and used less sophisticated methods. The current work improves on the published tungsten data base and reduces resonance parameter uncertainties.

Observation of photoexcited emission clusters in the bulk of KDP and laser conditioning under 355-nm irradiation

Defect clusters in the bulk of large KDP crystals are revealed using a microscopic fluorescence imaging system and CW laser illumination. Exposure of the crystal to high power 355-nm, 3-ns laser irradiation leads to a significant reduction of the number of observed optically active centers. The initially observed defect cluster concentration is approximately 10<sup>4</sup>-10<sup>6</sup> per mm<sup>3</sup> depending on the crystal growth method and sector of the crystal. The number of defect clusters can be reduced by a factor of 10<sup>2</sup> or more under exposure to 355-nm laser irradiation while their average intensities also decreases. Spectroscopic measurements provide information on the electronic structure of the defects.

Spent nuclear fuel project recommended reaction rate constants for corrosion of N-Reactor fuel

The US Department of Energy (DOE) established the Spent Nuclear Fuel Project (SNF Project) to address safety and environmental concerns associated with deteriorating spent nuclear fuel presently stored in the Hanford Site`s K Basins. The SNF Project has been tasked by the DOE with moving the spent N-Reactor fuel from wet storage to contained dry storage in order to reduce operating costs and environmental hazards. The chemical reactivity of the fuel must be understood at each process step and during long-term dry storage. Normally, the first step would be to measure the N-fuel reactivity before attempting thermal-hydraulic transfer calculations; however, because of the accelerated project schedule, the initial modeling was performed using literature values for uranium reactivity. These literature values were typically found for unirradiated, uncorroded metal. It was fully recognized from the beginning that irradiation and corrosion effects could cause N-fuel to exhibit quite different reactivities than those commonly found in the literature. Even for unirradiated, uncorroded uranium metal, many independent variables affect uranium metal reactivity resulting in a wide scatter of data. Sheath over a finely structured divertor plate

The surface of a divertor plate typically has fine structure. Depending on the material - and the duration of exposure to the plasma, the characteristic size of the surface imperfections may vary over a broad range. In this paper, we consider the case where these structures have scale h that is much smaller than the ion gyroradius {rho}{sub i} but greater than the electron gyroradius {rho}{sub e}. The magnetic field intersects the divertor plate at a shallow angle {alpha}<<I. The present paper demonstrates that the combination of these two factors, fine surface structures and strongly tilted magnetic field, gives rise to many interesting new phenomena in the sheath. We consider only the plasma part of the problem: given the presence of some structure, what are the consequences in terms of the plasma properties in the vicinity of the surface? We are not addressing the issue of what process has caused the appearance of the structure. However, once the plasma part of the problem is solved, on could return to the analysis of the wall erosion problem, based on the solution obtained.
