ADMINISTRATIVE AND ENGINEERING CONTROLS FOR THE OPERATION OF VENTILATION SYSTEMS FOR UNDERGROUND RADIOACTIVE WASTE STORAGE TANKS

Liquid radioactive wastes from the Savannah River Site are stored in large underground carbon steel tanks. The majority of the waste is confined in double shell tanks, which have a primary shell, where the waste is stored, and a secondary shell, which creates an annular region between the two shells, that provides secondary containment and leak detection capabilities should leakage from the primary shell occur. Each of the DST is equipped with a purge ventilation system for the interior of the primary shell and annulus ventilation system for the secondary containment. Administrative flammability controls require continuous ventilation to remove hydrogen gas and other vapors from the waste tanks while preventing the release of radionuclides to the atmosphere. Should a leak from the primary to the annulus occur, the annulus ventilation would also serve this purpose. The functionality of the annulus ventilation is necessary to preserve the structural integrity of the primary shell and the secondary. An administrative corrosion control program is in place to ensure integrity of the tank. Given the critical functions of the purge and annulus ventilation systems, engineering controls are also necessary to ensure that the systems remain robust. ADVANCED HYBRID PARTICULATE COLLECTOR

A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the US Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a manner that has not been done before. The AHPC concept consists of a combination of fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two collection methods, both in the particulate collection step and in transfer of the dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emission with conventional ESPs, and it solves the problem of reentrainment and collection of dust in conventional baghouses.

Advanced Mixing Models

The process of recovering the waste in storage tanks at the Savannah River Site (SRS) typically requires mixing the contents of the tank with one to four dual-nozzle jet mixers located within the tank. The typical criteria to establish a mixed condition in a tank are based on the number of pumps in operation and the time duration of operation. To ensure that a mixed condition is achieved, operating times are set conservatively long. This approach results in high operational costs because of the long mixing times and high maintenance and repair costs for the same reason. A significant reduction in both of these costs might be realized by reducing the required mixing time based on calculating a reliable indicator of mixing with a suitably validated computer code. The work described in this report establishes the basis for further development of the theory leading to the identified mixing indicators, the benchmark analyses demonstrating their consistency with widely accepted correlations, and the application of those indicators to SRS waste tanks to provide a better, physically based estimate of the required mixing time. Aerodynamics of slender bodies at Mach number of 3.12 and Reynolds numbers from 2 x 10(exp 6) to 15 x 10(exp 6) 1: body of revolution with near-parabolic forebody and cylindrical afterbody

An experimental investigation of the aerodynamic characteristics of a slender, square-based body of revolution was conducted at a Mach number of 3.12 for angles of attack from 0 degree to 10 degrees and for Reynolds numbers from 2 x 10(exp 6) to 15 x 10(exp 6). Boundary-layer measurements at zero angle of attack are compared with several compressible flow formulating for predicting boundary-layer characteristics. Comparison of experimental pressure and force values with theoretical values showed good agreement for low angles of attack. The measured mean skin-friction coefficients agreed well with those predicted by Mangler's transformation for laminar flow over cones.

At the World Trade Organization's (WTO's) Ninth Ministerial Conference in Bali, Indonesia, December 3-7, 2013, ministers adopted the so-called Bali Package--a series of decisions aimed at streamlining trade (referred to as trade facilitation), allowing developing countries more options for providing food security, boosting least-developed-country trade, and helping development more generally. This report focuses on those aspects of the Bali Package that deal with and are specific to agriculture. It also includes a section (at the end of the report) that provides an update on the status of implementation of the various Bali Package provisions agreed to by the WTO.

Alternate immersion stress corrosion testing of 5083 aluminum

The stress corrosion susceptibility of Type 5083 aluminum--magnesium alloy in plate form and press-formed shapes was determined in the short transverse direction. C-ring type specimens were exposed to alternate immersion in a sodium chloride solution. The test equipment and procedure, with several innovative features, are described in detail. Statistical test results are listed for seven thermomechanical conditions. A certain processing scheme was shown to yield a work-strengthened part that is not sensitized with respect to stress corrosion cracking.

Development of advanced hydrogen separation membranes in support of hydrogen production processes such as coal gasification and as front end gas purifiers for fuel cell based system is paramount to the successful implementation of a national hydrogen economy. Current generation metallic hydrogen separation membranes are based on Pd-alloys. Although the technology has proven successful, at issue is the high cost of palladium. Evaluation of non-noble metal based dense metallic separation membranes is currently receiving national and international attention. The focal point of the reported work was to evaluate two different classes of materials for potential replacement of conventional Pd-alloy purification/diffuser membranes. Crystalline V-Ni-Ti and Amorphous Fe- and Co-based metallic glass alloys have been evaluated using both electrochemical and gaseous hydrogen permeation testing techniques..

Correspondence issued by the Government Accountability Office with an abstract that begins "In light of the September 2001 terror attacks, we were asked to examine the Department of Commerce's Bureau of Industry and Security's (BIS) dual-use export control system. We reported our findings in a June 26, 2006, report, saying that BIS has not systematically evaluated the overall effectiveness and efficiency of the dual-use export control system. Specifically, we reported that BIS has not conducted comprehensive analyses of available data about items that have actually been exported from the United States. We made several recommendations in that report, including that Commerce should use the available data to evaluate the system's effectiveness. Because we had difficulty obtaining data on actual exports from Commerce, we were unable to provide specific details about these data in time for our June 2006 report. We have since obtained the data and are now transmitting to Congress our analysis of the data for 2004 and 2005."

Application of Covariance Data to Criticality Safety Data Validation

The use of cross-section covariance data has long been a key part of traditional sensitivity and uncertainty analyses (S/U). This paper presents the application of S/U methodologies to the data validation tasks of a criticality safety computational study. The S/U methods presented are designed to provide a formal means of establishing the area (or range) of applicability for criticality safety data validation studies. The goal of this work is to develop parameters that can be used to formally determine the ''similarity'' of a benchmark experiment (or a set of benchmark experiments individually) and the application area that is to be validated. These parameters are termed D parameters, which represent the differences by energy group of S/U-generated sensitivity profiles, and ck parameters, which are the correlation coefficients, each of which gives information relative to the similarity between pairs of selected systems. The application of a Generalized Linear Least-Squares Methodology ( GLLSM) tool to criticality safety validation tasks is also described in this paper. These methods and guidelines are also applied to a sample validation for uranium systems with enrichments greater than 5 wt %.

Application of Neutron-Absorbing Structural-Amorphous Metal (SAM) Coatings for Spent Nuclear Fuel (SNF) Container to Enhance Criticality Safety Controls

Spent nuclear fuel contains fissionable materials ({sup 235}U, {sup 239}Pu, {sup 241}Pu, etc.). Neutron multiplication and the potential for criticality are enhanced by the presence of a moderator during cask loading in water, water incursion in accidents conditions during spent fuel storage or transport. To prevent nuclear criticality in spent fuel storage, transportation, and during disposal, neutron-absorbing materials (or neutron poisons, such as borated stainless steel, Boral{trademark}, Metamic{trademark}, Ni-Gd, and others) would have to be applied. The success in demonstrating that the High-Performance Corrosion-Resistant material (HPCRM) can be thermally applied as coating onto base metal to provide for corrosion resistance for many naval applications raises the interest in applying the HPCRM to USDOE/OCRWM spent fuel management program. The fact that the HPCRM relies on the high content of boron to make the material amorphous--an essential property for corrosion resistance--and that the boron has to be homogeneously distributed in the HPCRM qualify the material to be a neutron poison.
