Abortion, Justice Kennedy, and Judge Kavanaugh

This report addresses the questions that have arisen about the future of the Supreme Court's abortion jurisprudence, after the recent retirement of Justice Kennedy, the last remaining justice from the Casey plurality. The report first reviews the undue burden standard set from the Casey decision and discusses Justice Kennedy's views on the standard in the case law that has developed since Casey. Then, in light of President Trump's July 9, 2018 nomination of Judge Brett Kavanaugh to replace Justice Kennedy, it examines Judge Kavanaugh's only substantive abortion opinion: a dissent in the 2017 case from the U.S. Court of Appeals for the District of Columbia Circuit (D.C. Circuit), Garza v. Hargan. Finally, as lower courts continue to apply the undue burden standard to new abortion regulations, the report concludes by noting some of the abortion cases that the Supreme Court could possibly review in the near future.

For the past 10 years the Advanced Industrial Materials (AIM) has supported development of new and improved materials to enable U.S. industry to improve energy efficiency, increase productivity, and reduce waste. It has been a National Laboratory based program, with work currently under way at Oak Ridge National Laboratory, Los Alamos National Laboratory, and Sandia National Laboratories, in collaboration with industrial and university partners. With the advent of the Industries of the Future (IOF) strategy within the Office of Industrial Technologies (OIT) and the scheduled completion of the Continuous Fiber Ceramic Composites (CFCC) Program in FY 2002, an integrated materials program is being developed in OIT. So this represents the last summary of AIM research and development. The new program, Industrial Materials for the Future (IMF), will be competitive in operation, with solicitations for proposals for development of materials in accordance with the IOF Technology Roadmaps, followed by merit review and funding of the best proposals. Industry will take the lead in ''industry-specific'' research and development, in cooperation with National Laboratories, as needed. Aerodynamic Design of Heavy Vehicles Reporting Period April 15, 2002 Through July 15, 2002

Activities for this quarter include an effort to simulate the flow structure in the wake region of the trailer and in the gap region between the tractor and the trailer for the GTS geometry. Two-dimensional simulations have been conducted on both flow structures using LLNL's ALE3D code. With the information obtained from these calculations, three-dimensional (3D) grids are constructed for the wake and the gap regions. Due to complexity of the required grid generation, two different grid generation tools have been utilized. The ALE3D code and NASA's Overflow code are both being used for the 3D simulations; ALE3D for large-eddy simulation and Overflow for Reynolds-averaged Navier-Stokes simulations. The wake results will be compared to the NASA 7 x 10 wind tunnel experiment and the gap results to the USC gap flow experiment. The NASA 7 x 10 wind tunnel simulation has been finalized with two different grid topologies. These results will provide the proper boundary conditions needed for the GTS in the tunnel flow simulations. Significant progress has been made in understanding and applying the NASA's Overflow code and the overset grid technology. Aggregation kinetics in a model colloidal suspension

The authors present molecular dynamics simulations of aggregation kinetics in a colloidal suspension modeled as a highly asymmetric binary mixture. Starting from a configuration with largely uncorrelated colloidal particles the system relaxes by coagulation-fragmentation dynamics to a structured state of low-dimensionality clusters with an exponential size distribution. The results show that short range repulsive interactions alone can give rise to so-called cluster phases. For the present model and probably other, more common colloids, the observed clusters appear to be equilibrium phase fluctuations induced by the entropic inter-colloidal attractions.

Agricultural Bio-Fueled Generation of Electricity and Development of Durable and Efficent NOx Reduction

The objective of this project was to define the scope and cost of a technology research and development program that will demonstrate the feasibility of using an off-the-shelf, unmodified, large bore diesel powered generator in a grid-connected application, utilizing various blends of BioDiesel as fuel. Furthermore, the objective of project was to develop an emissions control device that uses a catalytic process and BioDiesel (without the presence of Ammonia or Urea)to reduce NOx and other pollutants present in a reciprocating engine exhaust stream with the goal of redefining the highest emission reduction efficiencies possible for a diesel reciprocating generator. Process: Caterpillar Power Generation adapted an off-the-shelf Diesel Generator to run on BioDiesel and various Petroleum Diesel/BioDiesel blends. EmeraChem developed and installed an exhaust gas cleanup system to reduce NOx, SOx, volatile organics, and particulates. The system design and function was optimized for emissions reduction with results in the 90-95% range;

We consider an interior penalty discontinuous approximation for symmetric elliptic problems of second order on non-matching grids in this paper. The main result is an almost optimal error estimate for the interior penalty approximation of the original problem based on the partition of the domain into a finite number of subdomains. Further, an error analysis for the finite element approximation of the penalty formulation is given. Finally, numerical experiments on a series of model second order problems are presented.

Analysis of losses in ITER joints in varying parallel field

One of the options for a design of a Central Solenoid in ITER and other tokamak machines is pancake would modules. In this configuration joints have to be placed in maximum magnetic field with high changing rate. In this condition joints should be designed to have at least the same or larger temperature margin as that for the conductor in the same field. It is argued that joints in parallel field can be designed to meet this requirement along with reasonably low DC resistance. Losses in parallel field are calculated and design features which can suppress AC losses without increasing DC resistance are discussed. Recommendations for low loss, low DC resistance joints are made.

Analysis of Rayleigh-Taylor Instability Part I: Bubble and Spike Count

The use of high-performance computers to simulate hydrodynamic instabilities has resulted in the generation of massive amounts of data. One aspect of the analysis of this data involves the identification and characterization of coherent structures known as ''bubbles'' and ''spikes''. This can be a challenge as there is no precise definition of these structures, and the large size of the data, as well as its distributed nature, precludes any extensive experimentation with different definitions and analysis algorithms. In this report, we describe the use of image processing techniques to identify and count bubbles and spikes in the Rayleigh-Taylor instability, which occurs when an initially perturbed interface between a heavier fluid and a lighter fluid is allowed to grow under the influence of gravity. We analyze data from two simulations, one a large-eddy simulation with 30 terabytes of analysis data, and the other a direct numerical simulation with 80 terabytes of analysis data. We consider different techniques to first convert the three-dimensional data to two dimensions and then count the structures of interest in the two-dimensional data. Analysis of the Hydrologic Response Associated With Shutdown and Restart of the 200-ZP-1 WMA T Tank Farm Pump-and-Treat System

This report examines possible hydrologic effects of pump-and-treat remediation actions and provides a detailed analysis of water-level measurements for selected 200-ZP-1 T Tank Farm pump-and-treat system monitor wells during a recent shutdown (May 1, 2008) and restart activity (June 4, 2008) involving extraction well 299-W11-46. Specifically, this report 1) applies to recently developed methods for removing barometric pressure fluctuations from well water-level measurements to enhance the detection of pump-and-treat system effects at selected monitor wells, 2) analyzes the barometric-corrected well water-level responses to determine large-scale hydraulic properties, and 3) assesses characteristics and conditions that influence hydrologic responses (both laterally and vertically) associated with pump-and-treat systems. Angularly Adaptive P1 - Double P0 Flux-Limited Diffusion Solutions of Non-Equilibrium Grey Radiative Transfer Problems

The double spherical harmonics angular approximation in the lowest order, i.e. double P{sub 0} (DP{sub 0}), is developed for the solution of time-dependent non-equilibrium grey radiative transfer problems in planar geometry. Although the DP{sub 0} diffusion approximation is expected to be less accurate than the P{sub 1} diffusion approximation at and near thermodynamic equilibrium, the DP{sub 0} angular approximation can more accurately capture the complicated angular dependence near a non-equilibrium radiation wave front. In addition, the DP{sub 0} approximation should be more accurate in non-equilibrium optically thin regions where the positive and negative angular domains are largely decoupled. We develop an adaptive angular technique that locally uses either the DP{sub 0} or P{sub 1} flux-limited diffusion approximation depending on the degree to which the radiation and material fields are in thermodynamic equilibrium. Numerical results are presented for two test problems due to Su and Olson and to Ganapol and Pomraning for which semi-analytic transport solutions exist. These numerical results demonstrate that the adaptive P{sub 1}-DP{sub 0} diffusion approximation can yield improvements in accuracy over the standard P{sub 1} diffusion approximation, both without and with flux-limiting, for non-equilibrium grey radiative transfer.
