If the 103rd Congress embarks upon an effort to reauthorize the Endangered Species Act (ESA), it will run into an old acquaintance: the property rights issue. As now written, the ESA has at least the potential to curtail property rights (whatever its actual impact as implemented may be). This report explores the legal repercussions of those impacts, especially whether they constitute takings of property under the fifth amendment of the U.S. Constitution.

Market-Based Environmental Management: Issues in Implementation

Increasingly, efforts to protect integral features of the natural environment that are essential to human well being face a double challenge. First, the magnitude of some conventional and emerging threats to environmental quality is growing, despite solid progress in controlling some causes. This is particularly the concern on a global scale in terms of atmospheric changes and loss of biological diversity. Second, easily-implemented uniform control methods using feasible technologies or other direct regulatory approaches are already in place for many pollution and resource management problems in the United States. Additional progress with so-called command and control policies can be expensive and disruptive, and thus counter productive to overall economic well being. This type of dilemma is common where environmental deterioration results from diffuse and complex causes inherent in technically-advanced high-consumption industrial societies such as the U.S. Solutions to these types of environmental problems are complicated by the diffuse benefits which obscures the net gains of additional controls that have concentrated and highly visible costs. Given this double bind, many policy analysts and academics have for years advocated more cost-effective and flexible approaches relying on market forces to further some environmental management objectives. Studies of Ion Acoustic Decay

In this project, we advanced knowledge of Ion Acoustic Decay on several fronts. In this project, we have developed and demonstrated the capability to perform experimental and theoretical studies of the Ion Acoustic Decay Instability. We have at the same time demonstrated an improved capability to do multichannel spectroscopy and Thomson scattering. We made the first observations of the time-resolved second harmonic emission at several angles simultaneously, and the first observations of the emission both parallel and perpendicular to the electric field of the laser light. We used Thomson scattering to make the first observations of the plasma waves driven by acoustic decay in a warm plasma with long density scale lengths. We also advanced both the linear and the nonlinear theory of this instability. We are thus prepared to perform experiments to address this mechanism as needed for applications.

This engineering note documents a communication link between the D0 cryo/gas control system and the D0 physics data acquisition computer system. This note is being written well after the work has been completed, in order to document this communications link, and to satisfy needs of planned upgrades. These upgrades are the D0 Super Conducting Solenoid, VLPC system, and Silicon Detector System. The D0 cryo/gas control system is a Programmable Logic Controller based process control system. It is responsible for controlling many of the physical parameters of the D0 experiment, such as Calorimeter cooling, vacuum, Instrument air, TRD gas pressures and flows, W AMUS pressures and flows, SAMUS pressure and flows, etc. It works independent of the Physics DAQ system. There is a need for the Physics DAQ system to record some of these process values with the D0 physics data. This process data will later be used to calibrate certain features of the Physics data during reconstruction. The process data is also used to interlock (via the Physics DAQ system) some of the other D0 systems such as the TRD high voltage system. The objective of this current is to extend and optimize UOP's single-stage slurry-catalyzed co-processing scheme, which has developed under previous Contract AC22-84PC70002. Particular emphasis is given to defining and improving catalyst utilization and costs, evaluating alternative and disposable slurry-catalyst systems, and improving catalyst recycle and recovery techniques. The work during this quarter involved a series of bench-scale runs using a new Mo-based slurry catalyst. A process for strengthening silicon based ceramic monolithic materials and composite materials that contain silicon based ceramic reinforcing phases that requires that the ceramic be exposed to a wet hydrogen atmosphere at about 1400{degrees}C. The process results in a dense, tightly adherent silicon containing oxide layer that heals, blunts, or otherwise negates the detrimental effect of strength limiting flaws on the surface of the ceramic body.

A review of incentives, strategies and model technologies for recycling photovoltaic modules

This paper identifies existing recycling programs for consumer products with similar composition to photovoltaic (PV) modules, including cathode-ray tubes, electronic circuit boards, batteries, and automobile windshield glass. Discussed are incentives, the selection of technologies, and strategies used to recycle these products. Since the technologies for recycling these products exist, developing a process, or series of processes, for PV modules should primarily be a matter of customization. Developing an entire recycling program that is economically feasible will provide a greater challenge. Achieving this will require careful analysis of incentives, use of various combinations of strategies, and inclusion of multiple industries for additional technical processes. This can contribute to the success of a program by dividing the costs and ensuring that secondary products and materials enter into a diverse amount of markets.

Design support document for the K Basins Vertical Fuel Handling Tools

The purpose of this document is to provide the design support information for the Vertical Fuel Handling Tools, developed for the removal of N Reactor fuel elements from their storage canisters in the K Basins storage pool and insertion into the Single Fuel Element Can for subsequent shipment to a Hot Cell for examination. Examination of these N Reactor fuel elements is part of the overall characterization effort. These new hand tools are required since previous fuel movement has involved grasping the fuel in a horizontal position. These tools are required to lift an element vertically from the storage canister. Additionally, a Mark II storage canister Lip Seal Protector was designed and fabricated for use during fuel retrieval. This device was required to prevent damage to the canister lip should a fuel element accidentally be dropped during its retrieval, using the handling tools. Supporting documentation for this device is included in this document.

Sensor fusion and nonlinear prediction for anomalous event detection

The authors consider the problem of using the information from various time series, each one characterizing a different physical quantity, to predict the future state of the system and, based on that information, to detect and classify anomalous events. They stress the application of principal components analysis (PCA) to analyze and combine data from different sensors. They construct both linear and nonlinear predictors. In particular, for linear prediction the authors use the least-mean-square (LMS) algorithm and for nonlinear prediction they use both backpropagation (BP) networks and fuzzy predictors (FP). As an application, they consider the prediction of gamma counts from past values of electron and gamma counts recorded by the instruments of a high altitude satellite.

This CSER qualifies use of a 5% borated, lead foil lined polyethylene 1 inch annulus as a bucket and in a small carrier to move sealed containers of plutonium. The containers are Oversize Cans or smaller containing plutonium limited in mass and H/Pu ratio by PFP storage and transportation CPS`s. These ALARA shielding units reduce personnel exposure to the radiation from the containers as they are moved for assay and other required activities.
