A letter report issued by the Government Accountability Office with an abstract that begins "In 2010, over 40 percent of families receiving cash assistance through the Temporary Assistance for Needy Families (TANF) program were "child-only," meaning the adults in the household were not included in the benefit calculation, and aid was provided only for the children. TANF and child welfare programs provide cash assistance and other services that support children living with nonparent caregivers. The U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) oversees TANF and child welfare programs, which are administered by states. GAO was asked to examine the (1) trends and composition of the child-only caseload, (2) characteristics of caregivers and children in nonparent child-only cases, (3) factors influencing the level of benefits and services for children with non-parent caregivers, and (4) coordination efforts between state TANF and child welfare programs. GAO analyzed federal TANF and child welfare data; surveyed states; interviewed HHS officials and researchers; and conducted site visits in Tennessee, Texas, and Washington, selected for variation in TANF caseload characteristics and implementation of programs to support relative caregivers."

A publication issued by the Government Accountability Office with an abstract that begins "In fiscal year 2010, the Department of Defense (DOD) spent billions of dollars to move troops and materiel into Afghanistan, a mountainous, land-locked country with poorly developed infrastructure. The increase of 30,000 U.S. troops in Afghanistan as of August 2010, along with thousands of civilians and contractors supporting U.S. efforts, have required further development of DOD's already-complex distribution network to support and sustain U.S. military presence in Afghanistan. GAO conducted this review to assess distribution issues in Afghanistan, including (1) DOD's oversight of distribution operations; (2) DOD's performance in providing supplies and equipment; and (3) challenges that have affected DOD's ability to provide supplies and equipment. GAO reviewed joint doctrine and DOD policies on distribution, analyzed DOD delivery data, and interviewed DOD officials in the United States and in the U.S. Central Command area of responsibility, including Afghanistan, Pakistan, Kuwait, Qatar, and Bahrain."

A publication issued by the Government Accountability Office with an abstract that begins "Every year, many people diagnosed with diseases such as leukemia and lymphoma require transplants of stem cells from umbilical cord blood or other sources. The Stem Cell Therapeutic and Research Act of 2005 authorized funding for banking 150,000 new units of high quality and genetically diverse cord blood and directed the Department of Health and Human Services (HHS) to contract with cord blood banks to assist in cord blood collection. HHS, through the Health Resources and Services Administration (HRSA), established the National Cord Blood Inventory (NCBI) program to support banking of cord blood units and contracted with 13 cord blood banks to bank these units. The 2010 reauthorization required GAO to report on efforts to increase cord blood unit collection for the NCBI. As of May 2011, HRSA had reimbursed banks for over 41,000 units banked for the NCBI. In this report, GAO describes (1) practices identified to increase banking of cord blood units for the NCBI and related challenges and (2) practices cord blood banks are using to lower costs and improve the efficiency of cord blood banking and associated challenges. This report examines the Buffett rule, but uses a measure of income that captures the ability to pay taxes and incorporates the effect of the corporate income tax in addition to the individual income tax and the payroll tax. The Buffet rule states that "no household making over $1 million annually should pay a smaller share of its income in taxes than middle-class families pay" and is named after Warren Buffett, the chairman of Berkshire Hathaway. The report includes figures, tables, and appendices to illustrate calculations and issues involved with the topic.

Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. During Run-10, RHIC operated at several different Au-Au collision energies, as requested mainly by the STAR collaboration in a quest to search for the critical point in the QGP phase diagram. The center-of-mass energies {radical}s{sub NN} are listed in Table 1, together with the respective start and end dates and the duration of the respective run at each energy. While STAR defines 'low energy' as anything below {radical}s{sub NN} = 39 GeV, we focus in the scope of this paper on energies below the regular RHIC injection energy of {radical}s{sub NN} {approx} 20 GeV, since this energy regime is particularly challenging for stable RHIC operations. Figures 1 and 2 show the evolution of beam intensity and luminosity during the course of the {radical}s{sub NN} = 7.7 GeV and 11.5 GeV run. In the following sections we will recapitulate the modifications during the run that led to significant performance improvements, and summarize what was learned at the various energies for possible application in future runs.

The BNL Energy Recovery LINAC (ERL) is a high beam current, superconducting RF electron accelerator that is being commissioned to serve as a research and development prototype for a RHIC facility upgrade for electron-ion collision (eRHIC). Key components of the machine include a laser, photocathode, and 5-cell superconducting RF cavity operating at a frequency of 703 MHz. Starting with a foundation based on existing ADO software running on Linux servers and on the VME/VxWorks platforms developed for RHIC, we are developing a controls system that incorporates a wide range of hardware I/O interfaces that are needed for machine R&D. Details of the system layout, specifications, and user interfaces are provided.

Our overarching goals in this project were to: Develop and improve high-throughput sequencing methods and analytical approaches for quantitative analyses of microbial gene expression at the Hawaii Ocean Time Series Station and the Bermuda Atlantic Time Series Station; Conduct field analyses following gene expression patterns in picoplankton microbial communities in general, and Prochlorococcus flow sorted from that community, as they respond to different environmental variables (light, macronutrients, dissolved organic carbon), that are predicted to influence activity, productivity, and carbon cycling; Use the expression analyses of flow sorted Prochlorococcus to identify horizontally transferred genes and gene products, in particular those that are located in genomic islands and likely to confer habitat-specific fitness advantages; Use the microbial community gene expression data that we generate to gain insights, and test hypotheses, about the variability, genomic context, activity and function of as yet uncharacterized gene products, that appear highly expressed in the environment. We achieved the above goals, and even more over the course of the project. This includes a number of novel methodological developments, as well as the standardization of microbial community gene expression analyses in both field surveys, and experimental modalities. U.S. aid to the Palestinians has fluctuated considerably over the past three years, largely due to Hamas's changing role within the Palestinian Authority (PA). Since Hamas's forcible takeover of the Gaza Strip in June 2007, the U.S. has dramatically boosted aid levels to bolster the PA and President Mahmoud Abbas vis-à-vis Hamas. Because of congressional concerns that, among other things, U.S. funds might be diverted to Palestinian terrorist groups, much of this assistance is subject to legislative restrictions. Experts advise that PA stability hinges on, now more than ever, improved security, economic development, Israeli cooperation, and the continuation of high levels of foreign assistance.
