2010 Census: Census Bureau Continues to Make Progress in Mitigating Risks to a Successful Enumeration, but Still Faces Various Challenges (open access)

2010 Census: Census Bureau Continues to Make Progress in Mitigating Risks to a Successful Enumeration, but Still Faces Various Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings. The U.S. Census Bureau (Bureau) has since strengthened its risk management efforts and made other improvements; however, in March 2009, GAO noted that a number of challenges and uncertainties remained. This testimony discusses the Bureau's readiness for 2010 and covers: (1) the delivery of key IT systems, (2) preliminary findings on the results of address canvassing and the lessons learned from that operation that can be applied to subsequent field operations, and (3) the Bureau's progress in improving its cost estimation abilities. The testimony is based on previously issued and ongoing GAO work."

Achieving the Security, Environmental, and Economic Potential of Bioenergy (open access)

Achieving the Security, Environmental, and Economic Potential of Bioenergy

A group of business, government, environmental and academic leaders convened in a dialogue by the Aspen Institute proposed a series of actions to promote the widespread commercialization of both corn and cellulosic ethanol to improve energy security, the environment, and the economy. Co-chaired by Booz Allen Hamilton Vice President and former CIA Director R. James Woolsey and former Congressman Tom Ewing (R. IL), they developed a series of recommendations involving improved crop yields, processing of biomass into ethanol, manufacture of more cars that can burn either ethanol or gasoline, and the provision of ethanol pumps at more filling stations. Their report, "A High Growth Strategy for Ethanol, includes a discussion of the potential of ethanol, the group's recommendations, and a series of discussion papers commissioned for the dialogue.

Agreed-Upon Procedures: Senate Office of Public Records Revolving Fund, Fiscal Years 2006 and 2007 (open access)

Agreed-Upon Procedures: Senate Office of Public Records Revolving Fund, Fiscal Years 2006 and 2007

Correspondence issued by the Government Accountability Office with an abstract that begins "GAO performed the agreed-upon procedures Congress requested related to receipt and disbursement processing and related procedures applicable to the Office of Public Records Revolving Fund (the Fund) for fiscal years 2006 and 2007. In summary, the procedures we agreed with Congress to perform related to supporting documentation for Fund-related receipt and disbursement activities processed through the Office of Public Records (OPR) and Senate Disbursing Office (SDO) and reconciliation procedures performed by OPR. We conducted our work in accordance with U.S. generally accepted government auditing standards, which incorporate the attestation standards established by the American Institute of Certified Public Accountants. These standards also provide guidance on performing and reporting on the results of agreed-upon procedures. By specifying the procedures we agreed to perform, OPR, SDO, and the Office of the Secretary of the Senate were responsible for ensuring that the procedures were sufficient to meet Congressional purposes, and we make no representation in that respect. The enclosure contains the agreed-upon procedures we performed and the results we obtained."

Air Force and Interior Can Benefit from Additional Guidance When Deciding Whether to Lease or Purchase Equipment (open access)

Air Force and Interior Can Benefit from Additional Guidance When Deciding Whether to Lease or Purchase Equipment

Correspondence issued by the Government Accountability Office with an abstract that begins "Contracting officials from Air Force and Interior generally did not perform lease versus purchase analyses for selected contracts. Based on contract file reviews and discussions with contracting officials, we found that analyses were not performed and that contracting officials had not considered the alternative acquisition method for 24 of the 32 selected contracts. For the 8 contracts with lease versus purchase analyses, 5 were documented in the contract files and 3 were performed but were not documented, according to contracting officials. In most cases, contract files did not contain basic information to make lease or purchase decisions, such as the length of time the equipment would be used. Even files containing documentation of analyses generally did not address the full range of criteria specified in the FAR. For example, the analyses typically lacked a discussion of the financial and operating advantages of alternate approaches that would help contracting officials determine the appropriate acquisition method. Contracting officials noted that their decision to lease or purchase equipment often depends on the nature of the requirement, such as a short-term need for equipment, based on documents or other correspondence from the …

Airline Competition: Issues Raised by Consolidation Proposals (open access)

Airline Competition: Issues Raised by Consolidation Proposals

A statement of record issued by the General Accounting Office with an abstract that begins "In May 2000, United Airlines proposed to acquire US Airways and divest part of those assets to create a new airline to be called DC Air. More recently, American Airlines has proposed buying Trans World Airlines (TWA), along with certain assets from United. These proposals have raised questions about how such consolidation in the airline industry could affect competition in general and consumers in particular. Congress, the Department of Justice, and the Department of Transportation need to answer several questions in evaluating the proposed mergers. The proposals by American, TWA, United, US Airways, and DC Air constitute the most significant recent changes that have occured in the airline industry, and the outcome of these decisions could have both positive and negative effects for consumers for years to come. This testimony summarized a December GAO report (GAO-01-212)."

America COMPETES Act: It Is Too Early to Evaluate Programs Long-Term Effectiveness, but Agencies Could Improve Reporting of High-Risk, High-Reward Research Priorities

Correspondence issued by the Government Accountability Office with an abstract that begins "Scientific and technological innovation and a workforce educated in advanced technology are critical to the long-term economic competitiveness and prosperity of the United States. In recent years, leaders in government, business, and education have reported their concerns that declining federal funding for basic scientific research could diminish the United States' future economic competitiveness. These leaders have also reported their concerns that our educational system is producing too few students trained in the fields of science, technology, engineering, and mathematics (STEM), which they believe may drive jobs in technical fields--followed by jobs in manufacturing, administration, and finance--from the United States to other countries. Congress passed the America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act (COMPETES Act) of 2007 with the overall goal of increasing federal investment in scientific research to improve U.S. economic competitiveness. To that end, the act also increased support for education in STEM fields. Specifically, the act authorized $33.6 billion from fiscal year 2008 through fiscal year 2010, in appropriations to be spent by four federal agencies: (1) the Department of Education, (2) the Department of Energy (DOE), (3) the National …
