Quarterly report describing the progress and development of improved zirconium alloys for service in superheated water and steam. This report covers the period between October 1 to December 31, 1960 and was conducted by the United States and the European Atomic Energy Community (EURATOM).

From Abstract: "The diffusion cooling coefficient in graphite has been determined by measuring the change in the asymptotic average velocity with buckling, by pulsed neutron methods. The times necessary to establish equilibrium spectra in graphite and heavy water have been measured and are reported."

This report itemizes the irradiations performed by Testing for Battelle-Northwest Laboratories. It lists the material being irradiated, awaiting disposition and material shipped during the report period.

These operating limits are applicable to eight operating production reactors, B, C, D, DR, F, H, KE, and KW. Subjects covered are: operating parameter limitations; reactivity limitations; control and safety systems; reactor fuel loadings; coolant requirements with irradiated fuel in reactor; reactor confinement; test facilities; code compliance; safety instrumentation and set points; and control criteria. Also discussed are the administrative procedures for process control, operator certification, audits and inspection, and reports and records.

Part 1 of this two-part report presented a comparison of the irradiation-induced contraction rates obtained on standard-size graphite samples and the apparent moderator contraction rates of H, DR and C Reactors. The distortion trends of the top center of the graphite stacks, from which the apparent moderator contraction rates were derived, were presented as a function of cumulative power generation since start-up for each of the six older Hanford reactors. Since KE and KW Reactors are of identical construction, different in many details from the six older reactors, and have been operated under similar conditions, the data from KE and KW are treated as if from one reactor. As in Part 1, contraction rates apply to measurements made transverse to the extrusion axis of the bars. As used in this report, the depression rates refer to the rate of reduction in height of the top center of the reactor moderators. This depression rate is the net effect of contraction and expansion of the graphite bars. The depression rate is used to calculate the contraction rate of the individual bars. Purpose of this test was to determine the adequacy of the export system for supplying flow to a dual reactor area under simulated emergency conditions.

A study is in progress in which reactor operations will be simulated on the computer, the primary purpose being to evaluate the costs associated with various administrative alternatives which may be followed in conducting the overall operation, in addition to defining how operational costs are affected by such things as changes in fuel quality. The problem is complicated by the fact that the operation of the reactors is largely affected by random occurrences; no one can predict exactly when a tube will leak, or when a rupture will occur. Therefore, basic to the study is a probabilistic function, or set of functions, which govern the random aspects of reactor outages, and which can be used in the simulation study to generate reactor outages. This report is concerned with the derivation of such probabilistic functions. Although derived specifically for the simulation study, they are deemed of sufficient interest to warrant a separate report. Similar documents will be issued from time to time as the study progresses, and as results are found which are considered worthy of reporting prior to completion of the study.

Increased interest in the civilian, space, and military applications of isotopic power has prompted a study by which the Chemical Processing Department can provide the interim strontium-90 requirements on a schedule considerably accelerated from that previously proposed. This document summarizes a study of the technical and operational feasibility and hazards involved in: recovery of semi-refined megacurie quantities of Sr{sup 90} from current Purex waste; lag storage of the Sr{sup 90} fraction in the 244 CR Process Vault for Sr{sup 89} decay; and subsequent reconcentration and refinement to a bulk product suitable for isolation and packaging by Hanford Laboratories.

This manual provides a list of the quantities of plutonium and plutonium isotope formation. Other isotopes whose concentrations are important and included in this report are U-236 buildup, U-235 burnout, U burnout, Np-237 build-up, GVR (the Gas Volume Ratio) in coproduct target elements and equivalent gram of plutonium. These conversion tables have been calculated on the IBM 7090 digital computer using a program entitled ``FLEX-3.`` The results of the computer solutions have not been normalized to conversion observed by Chemical Processing Department measurement since none are yet available. Conversion ratios for four types of N-Reactor fuel have been evaluated, they are: (1).947 percent U-235 normal fuel loading; (2)1.25 percent U-235 ``spike`` enrichment; (3)1.25 percent U-235 outer, Li-Al inner -- coproduct fuel; (4)1.96 percent U-235 outer, Li-Al inner -- coproduct fuel.

This report discusses Hanford`s contribution to river water temperatures and describes the Pasco and Richland Water Treatment Plants.

The objective of the production test detailed in this report is to compare the dimensional stability characteristics of fuel elements with alloyed low hydrogen dingot cares and standard fuel elements with ingot cores. The basic measurements of dimensional stability are the average warp and the tube-filling capacity values of the fuel elements.
