Benchmarking Soft Costs for PV Systems in the United States

This paper presents results from the first U.S. based data collection effort to quantify non-hardware, business process costs for PV systems at the residential and commercial scales, using a bottom-up approach. Annual expenditure and labor hour productivity data are analyzed to benchmark business process costs in the specific areas of: (1) customer acquisition; (2) permitting, inspection, and interconnection; (3) labor costs of third party financing; and (4) installation labor.

Social Acceptance of Wind Energy: Managing and Evaluating Its Market Impacts

As with any industrial-scale technology, wind power has impacts. As wind technology deployment becomes more widespread, a defined opposition will form as a result of fear of change and competing energy technologies. As the easy-to-deploy sites are developed, the costs of developing at sites with deployment barriers will increase, therefore increasing the total cost of power. This presentation provides an overview of wind development stakeholders and related stakeholder engagement questions, Energy Department activities that provide wind project deployment information, and the quantification of deployment barriers and costs in the continental United States.

Thermal Management of Power Semiconductor Packages - Matching Cooling Technologies with Packaging Technologies

Heat removal for power semiconductor devices is critical for robust operation. Because there are different packaging options, different thermal management technologies, and a range of applications, there is a need for a methodology to match cooling technologies and package configurations to target applications. To meet this need, a methodology was developed to compare the sensitivity of cooling technologies on the overall package thermal performance over a range of power semiconductor packaging configurations. The results provide insight into the trade-offs associated with cooling technologies and package configurations. The approach provides a method for comparing new developments in power semiconductor packages and identifying potential thermal control technologies for the package. The results can help users select the appropriate combination of packaging configuration and cooling technology for the desired application.

Incentivizing Distributed Solar: Best Practices

The presentation discussed findings of a recent NREL technical report on best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. Topics covered included: factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, and administrative issues such as providing equitable access to incentives and customer protection. In addition, the presentation explored how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings of the report were based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs.
