Determinants of Citizens’ 311 Use Behaviors: 311 Citizen-initiated Contact, Contact Channel Choice, and Frequent Use

Facing increasingly complex policy issues and diminishing citizen satisfaction with government and service performance, managing the quality of citizen relationship management has become a main challenge for public managers. Solutions to complex policy problems of service performance and low level of citizen participation often must be developed by encouraging citizens to make their voices heard through the various participation mechanisms. Reflecting on this need, the municipal governments in the U.S. have developed centralized customer systems for citizen relationship management. 311 centralized customer system (named 311 in this study) has the functions of citizen-initiated contact, service-coproduction, and transaction, and many local governments launch 311 to maintain or enhance their relationship with the public. Using 311 is an easy and free technically for citizens, but ensuring some degree of citizen engagement and citizens’ 311 use has been challenging for local public managers of municipalities. Despite calls for the importance of 311 in the service and information delivery process, fair treatment and access to use of governmental information, citizen participation, government responsiveness, and citizen satisfaction, to the best of our understanding, no empirical studies explore citizens’ 311 behaviors in the micro and individual level in the field of public administration. Synthesis of Peropyrene and Tetracene Derivatives for Photochemical Applications

A novel route for the synthesis of the polycyclic aromatic hydrocarbon peropyrene (Pp) is reported along with the efforts to synthesize derivatives of Pp, 2,2′- and 5,5′-linked tetracene dimers as candidates for study as singlet fission materials in photovoltaic devices. Peropyrene was synthesized by the McMurry coupling conditions from phenalenone and low-valent titanium species. The crystal structure of Pp is formed by π-stacked molecular pairs in a herringbone arrangement. The direct functionalization of Pp was studied, and several indirect methods for the functionalization of Pp via phenalenone derivatives are reported. Nucleophilicly dependent, regioselective Michael addition pathways for phenalenone are described. Phenalenone forms a nucleophilic complex with bispinacolatodiboron and yields chiral 3,3′-linked phenalenone dimers and a bicyclo[3.2.1]octane derivative product of an unusual 3,4 addition. An active complex product of phenalenone and (dimethylphenylsilyl)boronic acid pinacolic ester forms Pp directly. The synthesis of 2,2′- and 5,5′-linked tetracene dimers led to the study of the reduction of 1-arylprop-2-yn-1-ol derivatives via TFA-catalyzed hydride transfer from triethylsilane. Substrates with terminal and TMS-protected alkynes showed silane exchange upon reduction. A TMS-protected, terminal alkyne became triethylsilyl-protected by about 50% whereas only triethylsilyl-protected, terminal alkyne was observed from the reduction of an unprotected, terminal alkyne. The Procedural Generation of Interesting Sokoban Levels

As video games continue to become larger, more complex, and more costly to produce, research into methods to make game creation easier and faster becomes more valuable. One such research topic is procedural generation, which allows the computer to assist in the creation of content. This dissertation presents a new algorithm for the generation of Sokoban levels. Sokoban is a grid-based transport puzzle which is computational interesting due to being PSPACE-complete. Beyond just generating levels, the question of whether or not the levels created by this algorithm are interesting to human players is explored. A study was carried out comparing player attention while playing hand made levels versus their attention during procedurally generated levels. An auditory Stroop test was used to measure attention without disrupting play.

A Predictive Model of Adolescent Persistence in Counseling

Adolescence is a developmental period characterized by profound social and emotional changes. Counseling can serve as a protective factor for decreasing the long-term negative emotional effects. Despite this fact, counselors continue to struggle with high rates of attrition among adolescent clients. When examining trends of client persistence in counseling across the lifespan, researchers found a relationship between the presence of internalizing and externalizing behaviors. Additionally, they found that high levels of familial stress predicted premature termination from counseling. The purpose of the current study was to create a predictive model of adolescent persistence in counseling. I examined both personal and environmental characteristics of adolescents who sought counseling services (N = 72) from an on-campus university counseling clinic that serves as a training facility for master’s and doctoral students at an accredited counselor education program in the southwestern United States. Participants were predominantly White (67.6%, n = 50), with a mean age of 14.23 (SD = 1.65). Nearly 60% (n = 44) of the clients were female, and 37.8% were male (n = 28). Variational Calculations of Positronium Scattering with Hydrogen

Positronium-hydrogen (Ps-H) scattering is of interest, as it is a fundamental four-body Coulomb problem. We have investigated low-energy Ps-H scattering below the Ps(n=2) excitation threshold using the Kohn variational method and variants of the method with a trial wavefunction that includes highly correlated Hylleraas-type short-range terms. We give an elegant formalism that combines all Kohn-type variational methods into a single form. Along with this, we have also developed a general formalism for Kohn-type matrix elements that allows us to evaluate arbitrary partial waves with a single codebase. Computational strategies we have developed and use in this work will also be discussed.With these methods, we have computed phase shifts for the first six partial waves for both the singlet and triplet states. The 1S and 1P phase shifts are highly accurate results and could potentially be viewed as benchmark results. Resonance positions and widths for the 1S-, 1P-, 1D-, and 1F-waves have been calculated.We present elastic integrated, elastic differential, and momentum transfer cross sections using all six partial waves and note interesting features of each. Return-Entry Risk Communication Following 2012 Hurricane Sandy

Within risk communication, much is understood about pre-event warning related to evacuation and sheltering; however risk communication during the return-entry phase when ending evacuations has been largely under-studied in the disaster literature. Understanding of the return-entry risk communication process is important because returning early or prior to issuance of the all-clear message can make returnees susceptible to post-disaster risks, and also hamper post-disaster activities such as debris removal, traffic management, utility restoration and damage assessments. Guided by the Warning Components Framework and the Theory of Motivated Information Management, this dissertation focuses on risk communication as it pertains to organizational behavior during the return-entry process by examining how local emergency management organizations develop, disseminate and monitor return-entry messages. The data is collected through semi-structured telephone interviews with local emergency management organizations that managed return-entry following Hurricane Sandy. The findings of the study indicate that local emergency management organizations required information on post-disaster threats, damages, and utility and infrastructure condition in order to develop return-entry strategy for their community. Organizations improvised to their existing risk communication measures by adopting creative ways for information dissemination to the evacuees. They also utilized active and passive approach to monitor public response to the return-entry messages.

Effects of Child Development Associate Credential System 2.0 on Candidate Success Rates

The purpose of this research was to identify the impact of process changes that have been made to the Child Development Associate (CDA) credential, which is a beginning early childhood teacher credential that focuses on competency based standards widely seen as necessary for early childhood teachers to possess. The process in which early childhood teachers receive their credential changed in 2013 with the implementation of CDA credential 2.0. Changes included taking a computerized exam and the implementation of a professional development specialist conducting an on-site classroom observation. In order to determine the impact that CDA 2.0 had on teacher credentialing success rates, a mixed-method sequential design was employed. First, existing data sets of success rates from a national scholarship program were reviewed. Following, interviews with CDA credential seekers were conducted. Findings revealed that while candidate success rates increased for those receiving CDA credentials under the 2.0 system, the actual number of candidates receiving scholarships to pursue the CDA credential through the national scholarship program decreased. Qualitative analysis of the semi-structured interviews indicated that three areas that impacted CDA 2.0 candidate success rates were the professional education programs and instructors, the CDA Exam, and Professional Development Specialists. The Forty-fifth Illinois Volunteer Infantry Regiment: the Washburne Lead Mine Regiment in the Civil War

Of the roughly 3,500 volunteer regiments and batteries organized by the Union army during the American Civil War, only a small fraction has been studied in any scholarly depth. Among those not yet examined by historians was one that typified the western armies commanded by the two greatest Federal generals, Ulysses S. Grant and William T. Sherman. The Forty-fifth Illinois Volunteer Infantry was at Fort Donelson and Shiloh with Grant in 1862, with Grant and Sherman during the long Vicksburg campaign of 1862 and 1863, and with Sherman in the Meridian, Atlanta, Savannah, and Carolinas campaigns in the second half of the war. These Illinois men fought in several of the most important engagements in the western theater of the war and, in the spring of 1865, were present when the last important Confederate army in the east surrendered. The Forty-fifth was also well connected in western politics. Its unofficial name was the “Washburne Lead Mine Regiment,” in honor of U.S Representative Elihu B. Washburne, who used his contacts and influences to arm the regiment with the best weapons and equipment available early in the war. COPD is the third leading cause of death in the United States and is the sixth leading cause of death for low-to middle income countries (Downs & Appel, 2006; GOLD, 2011). COPD is a largely preventable disease due to the lifestyle factors that heavily contribute to disease onset and severity. Although traditionally COPD research has focused on health outcomes related to risk factors, compliance, comorbid psychological and physical conditions, and treatment interventions, a growing body of research suggests religious and spiritual factors may play an equally important role in health outcomes for several medical conditions, including pulmonary disease. However, studies of this kind have not specifically examined COPD nor have they examined the role of religious and spiritual beliefs in COPD management among ethnic minority patients. As such, the current study aimed to examine whether spiritual ethnic minority patients with COPD hold religious fatalistic attitudes and less active religious problem solving . Mapping Overlapping Constellations: Nature and Technology in Research in Philosophy and Technology/Techné and Environmental Ethics

The overlap between the separate fields of philosophy of technology and environmental philosophy can be investigated using the two longest running flagship journals for each field, Environmental Ethics (EE) and Research in Philosophy and Technology, which is now published as Techné: Research in Philosophy and Technology (RPT/Techné). By looking at the theoretical and conceptual ideas on nature and the environment expressed in RPT/Techné, at those on technology and artifacts expressed in EE, and at the individuals who contributed them using the principles of social epistemology as developed by Steve Fuller, a stereoscopic view incorporating the insights from both specializations can be constructed. The ideas developed in the articles can be charted like stars within constellations, loosely connected in groupings that are neither clear nor evident. Five constellations can be discerned from the relevant articles in each journal, and while there is some overlap, there is considerable difference. The stereoscopic view is developed in three ways: first, by reviewing the contributions of authors who have published in both journals; second, by utilizing resources in both specializations to add subtlety and depth to the ideas expressed, starting in this case from Jacques Ellul’s “Nature, Technique and Artificiality”; and third, by using W. …

With the increasing demand on wireless and portable devices, the radio frequency front end blocks are required to feature properties such as wideband, high frequency, multiple operating frequencies, low cost and compact size. However, the current radio frequency system blocks are designed by combining several individual frequency band blocks into one functional block, which increase the cost and size of devices. To address these issues, it is important to develop novel approaches to further advance the current design methodologies in both space and spectrum domains. In recent years, the concept of artificial materials has been proposed and studied intensively in RF/Microwave, Terahertz, and optical frequency range. It is a combination of conventional materials such as air, wood, metal and plastic. It can achieve the material properties that have not been found in nature. Therefore, the artificial material (i.e. meta-materials) provides design freedoms to control both the spectrum performance and geometrical structures of radio frequency front end blocks and other high frequency systems. These schemes are generally involved with signals with high peak-to-average power ratio (PAPR). Moreover, the development of next generation wireless communication systems requires the power amplifiers to operate over a wide frequency band or multiple frequency bands to support different applications. These wide-band and multi-band solutions will lead to reductions in both the size and cost of the whole system. Quantitative EEG Analysis of Individuals with Chronic Pain

Recent advances in neuroimaging and electromagnetic measurement technology have permitted the exploration of structural and functional brain alterations associated with chronic pain. A number of cortical and subcortical brain regions have been found to be involved in the experience of chronic pain (Baliki et al., 2008; Jensen et al., 2010). Evidence suggests that living with chronic pain shapes the brain from both an architectural and a functional perspective, and that individuals living with chronic pain display altered brainwave activity even at rest. Quantitative EEG (qEEG) is a method of spectral analysis that utilizes a fast Fourier transform algorithm to convert analog EEG signals into digital signals, allowing for precise quantification and analysis of signals both at single electrode locations and across the scalp as a whole. An important advance that has been permitted by qEEG analysis is the development of lifespan normative databases against which individual qEEGs can be compared (Kaiser, 2006; Thatcher et al, 2000). Pilot data utilizing qEEG to examine brainwave patterns of individuals with chronic pain have revealed altered EEG activity at rest compared to age- and gender-matched healthy individuals (Burroughs, 2011). Algorithmic Music Analysis: a Case Study of a Prelude From David Cope’s “From Darkness, Light”

The use of algorithms in compositional practice has been in use for centuries. With the advent of computers, formalized procedures have become an important part of computer music. David Cope is an American composer that has pioneered systems that make use of artificial intelligence programming techniques. In this dissertation one of David Cope’s compositions that was generated with one of his processes is examined in detail. A general timeline of algorithmic compositional practice is outlined from a historical perspective, and realized in the Common Lisp programming language as a musicological tool. David Cope’s compositional output is summarized with an explanation of what types of systems he has utilized in the analyses of other composers’ music, and the composition of his own music. Twentieth century analyses techniques are formalized within Common Lisp as algorithmic analyses tools. The tools are then combined with techniques developed within other computational music analyses tools, and applied toward the analysis of Cope’s prelude. A traditional music theory analysis of the composition is provided, and outcomes of computational analyses augment the traditional analysis.
