17 USC 109: The First Sale Doctrine

This document is part of a series of white papers on various copyright issues. One statute, 17 USC § 109, provides a number of exceptions specifically for libraries. In addition to fair use, there are a variety of other exceptions built into the copyright law that don’t get as much attention.This paper argues that as there is no digital first sale, libraries can continue to use 17 USC ​§ ​109 for physical collections and are safe to lend the books they own without worrying about copyright problems.

Africa Adaptation Programme: An insight into AAP and Country project Profiles

The Africa Adaptation Programme (AAP) has been designed to support the long-term efforts of targeted countries to further develop their capability to successfully identify, design and implement holistic adaptation and disaster risk reduction programmes that are aligned with national development priorities. This report provides insight into the Africa Adaptation Programme (AAP) and its related country project profiles. The AAP has shifted into implementation, with Namibia and Tunisia as the first countries to complete national inception workshops. Eighteen out of the total twenty programme countries will complete national inception processes and start full-fledged implementation in the coming months.

2010 Forest Carbon Workgroup: Final Report

This document provides a detailed report and recommendations of the 2010 Forest Carbon Work group to the Director of the Department of Ecology and the Commissioner of Public Lands. The recommendations relate to the critical role Washington’s forest lands will play in addressing the challenge of climate change; appropriate responses to pressure for conversion of working forest lands to non-forest uses; and the role of ecosystem service markets, including carbon offset markets, and other incentive systems in bringing about desired results. The 2010 Work group included some members of a similar 2008 Work group and built on the results of that 2008 effort. The report appendix contains purpose statements by each participating interest, explaining its rationale for participation. In light of the 2010 Work group emphasis, this document focused on three topics: Forest carbon considerations in avoiding forest land use conversion; incentives to reward forest landowners for providing ecosystem services, including carbon storage and improvement of forest health; and features of forest carbon offset protocols and registries that are appropriate for use by forest offset project developers in Washington State.

Economics: From the Dismal Science to the Moral Science: The Moral Economics of Kendall P. Cochran

Adam Smith published The Theory of Moral Sentiments in 1759 and established the ethical foundation for The Wealth of Nations (1776) as well as the important role played by custom and fashion in shaping behaviors and outcomes. Kendall P. Cochran believed in Smith’s emphasis on value-driven analysis and seeking solutions to major problems of the day. Cochran believed that economists moved too far in the direction of analysis free of words like ought and should and devoted his career to establishing that economics is a moral science. A recent study by two Harvard professors, Carmen Reinhart and Kenneth Rogoff, Growth in a Time of Debt (2010), asserted that healthy economic growth and high levels of government debt are incompatible. These conclusions are associated with the austerity movement, which calls for policymakers to reduce government spending in order to reduce the government’s debt and improve long-term growth prospects. The austerity movement has been used to justify the sharp decline in public sector employment that has restrained job growth since the recession of 2007.
