This study compiles and updates the findings of 16 comprehensive state climate action plans and extrapolates the results to the nation. The study then takes those results and using a widely accepted econometric model projects the national impact of these policies on employment, incomes, gross domestic product (GDP) and consumer energy prices. Finally, using the bottom-up data developed by the states and aggregated here, the study models the national impact of major features of the Kerry-Lieberman climate bill under consideration in Congress in 2010. These state action plans and supporting assessments were proposed by over 1,500 stakeholders and technical work group experts appointed by 16 governors and state legislatures to address climate, energy and economic needs through comprehensive, fact-based, consensus-driven, climate action planning processes conducted over the past five years with facilitative and technical assistance by the Center for Climate Strategies. Findings show potential national improvements from implementation of a top set of 23 major sector-based policies and measures drawn from state plans.

The archaeology of the Northern Rio Grande region of New Mexico has recently received an increased amount scholarly attention. In particular, understanding past trends in demographics, agricultural productivity, violence, and social networks have been primary goals of archaeological research. Understanding patterns in animal exploitation has, however, received far less attention due to a small yet growing regional zooarchaeological database. Through the identification of animal remains from a site called Ponsipa (occupied ca. A.D. 1300 to 1600), this thesis adds one large dataset to this growing database. In addition, this thesis expands on the pre-impoundment distribution of an endangered native freshwater fish species in the state of New Mexico called the blue sucker (Cycleptus elongatus). The blue sucker is a unique fish that is currently experiencing range reduction across all of its known North American distribution due to anthropogenic habitat fragmentation and degradation. Skeletal remains that were identified from Ponsipa represent the farthest known northern record of its occurrence in the state of New Mexico and highlight the extent of range restriction of the species in the area. This poster discusses frontiers in digital newspapers. Since early 2011, the University of New Mexico and the University of North Texas have been engaged in a historical newspaper digitization project. The endeavor is part of the National Digital Newspaper Program (NDNP): a long-term project coordinated by the Library of Congress with the goal of digitizing 100,000 pages of historical newspapers from each of the 50 states and publishing them to the Web at Chronicling America.

This study of lithic analysis shifts attention from typological studies to explicitly behavioral analyses, complimenting studies of both intrasite and intersite patterns of variability and change. Analysis of several assemblages from the Placitas Arroyo site complex reveals changing patterns of raw material procurement and selection, core reduction strategies, as well as tool production and discard. The most striking result thus far is the quite uniform emphasis on flake production from well-prepared cores, and the near absence of manufacture or maintenance of bifacial tools, especially projectile points. Associated with common ground stone artifacts, the flaked stone materials may well represent intensive food processing. Regardless, the technological patterns being revealed by this approach illustrate a productive new means to gain insights into changing behaviors in the Jornada Mogollon cultural tradition.

In a 3-year timeframe, nearly 800 student negligence suits were filed, and most involved some claim of personal injury. Despite heightened public attention of negligence lawsuits against school districts and their employees, an empirical study of court decisions revealed that the volume of litigation against school districts remained steady from 1990 to 2005, the majority of cases were ruled in favor of the school district employees, and government and official immunity were most often the basis for these rulings. Researchers have concluded that immunity laws are strong in the United States, although they vary by state in their application. However, a primary recommendation was that, because of the misconception of a lack of immunity for public school employees, a comprehensive study on governmental and official immunity is needed. This dissertation employed legal research, analysis, and methodology to engage in a comprehensive investigation of teacher immunity in the four southern states of Texas, Oklahoma, Mississippi, and New Mexico. Of central concern to this dissertation was the Tort Claims Act of 1978 from the State of New Mexico. The Tort Claims Act is the vehicle by which immunity is granted to public school employees.
