State Created Danger and Chronic Traumatic Encephalopathy in Texas Schools: A Legal Examination

The recent breakthroughs in the research of brain trauma as it relates to athletics has revealed never before seen damage linked with football participation. Known as chronic traumatic encephalopathy (CTE), it is caused by activities inherent to the sport of football. School sponsored football has been granted immunity through case law and legislation in Texas. Recent research however indicates a different type of injury than those that school districts have been protected of liability from. This will provide a challenge to the immunity school districts have enjoyed regarding football. One route to abrogation of immunity is the state created danger provision established by the Supreme Court. The Fifth Circuit Court whose jurisdiction includes Texas has yet to officially adopt the state created danger theory. This research examined legal precedent to determine the challenge CTE may present the various layers of immunity surrounding school sponsored football in Texas.

Strategic Design: Developing Community Relations in a Texas School District

School leaders often contemplate implementing measures that will increase community and parent involvement in schools. There is a shortage of research that concisely takes school leadership through a process that details how to integrate parent and community input in a school transformation initiative and careful analysis of student outcomes. Within this study, I provide an in-depth look at one school district’s efforts to engage its community through strategic planning and mission and vision redesign. This process includes community involvement at every phase. For the purpose of this study, community refers to both community members who do not have children in the school system and parents of current students. In this study, I outline the inception of the transformation effort, the ongoing efforts to include community input in decision-making and campus implementation, and finally a review of the overarching impact on leadership, staff, students and community. Data collection analyzed in this study include assessment data, survey data, discipline data and walk through data collected by the school district.

Student and Counselor Perceptions of a Disciplinary Alternative Education Program's Effectiveness

Research reveals that disciplinary alternative education programs (DAEPs) are growing at an alarming rate. What are schools doing to ensure success for those students who are placed in a DAEP? In this descriptive qualitative research study, I examined how DAEPs can operate at a more effective level in order to provide a restorative environment, resulting in a decreased recidivism rate for troubled youth. In order to achieve this overall objective, the following research questions framed this study RQ1: What are the qualities in a disciplinary alternative education program setting that lead to either success or failure of a DAEP program? RQ2: Why do students continue to commit offenses which lead to multiple assignments in a disciplinary alternative education program? RQ3: How does a disciplinary alternative education program provide a restorative environment for troubled youth in order to decrease recidivism? RQ4: What resources are available to reduce the amount of repeat student assignments to DAEP? Participants were 12 North Texas secondary school students with multiple assignments to DAEPs and 12 North Texas secondary counselors who provide emotional and behavioral supports to these students. Student Perceptions of Teacher Credibility: A Predictor of Academic Success

While the idea of source or teacher credibility dates back to the Greek philosopher, Aristotle, research to connect this perceived credibility with individual affective and cognitive growth is a more recent phenomenon. In 2009, a credibility learning model connecting perceived credibility to cognitive learning with university-aged subjects was established. In contrast, this research project focused on determining a link between K-12 students' perception of teacher credibility, as determined by a student survey, to cognitive academic achievement as rated by a standardized test, the State of Texas Assessment of Academic Readiness (STAAR). The survey data were obtained through a pre-existing campus climate survey that was created to assist campus and district administrators in determining campus needs and developing a campus improvement plan. The assessment data were obtained through the Texas Education Agency database. The data were analyzed using quantitative research methods, including traditional univariate and multivariate statistical techniques such as principal component analysis, chi-square tests for independence, and binomial logistic regression. The findings of the study revealed no link between the survey instrument used and student academic achievement on the STAAR reading and mathematics assessment. Students' Perceptions on the Impact of Teacher Expectation Bias on Classroom College Readiness Opportunities

As increasing emphasis is being placed on student college and career readiness, instructional approaches seek to develop content and skill proficiency. I gathered student perspectives on teacher expectations and instructional opportunities in core content classes in order to determine if expectation bias influences college readiness preparation in the classroom. Student academic self-concept and college readiness were examined alongside beliefs about teacher expectations and instructional opportunities in a conceptual framework for student perceptions. In this qualitative study, I utilized four focus groups of high school students from two cohorts to analyze perceptions across students from mostly on-level core classes and those from mostly advanced core classes. Findings showed students held high expectations of their own current and future performance, as well as perceived teachers generally hold high expectations, though this was shown through the development of relational capacity rather than instructional opportunities to develop college readiness skills or connect to students' future ambitions. The results of the study provide insight to educators seeking to create stronger connections for students between current educational experiences and future postsecondary opportunities.

Supportive Systems for Building Capacity of the Elementary Instructional Coach

The purpose of this qualitative case study was to examine the systems in place to build the capacity of elementary instructional coaches in a fast-growth district. Through syntheses of research from educational scholars, the conceptual framework was developed with a focus on building capacity of instructional coaches in an ever-changing environment of fast-growth through the lens of professional learning communities, human and social capital, and support from district and campus administration. This study assessed the perceptions of six instructional coaches, six principals, and six district leaders from Rose ISD regarding the school district's support for building the capacity of instructional coaches within the elementary instructional coaching program. The three-part data collection process included document analysis, in-depth interviews, and focus group interviews to support triangulation of data. Through the a priori coding process, the following four themes emerged that highlight key components needed to support district leaders in establishing systems to build the capacity of instructional coaches in an ever-changing environment caused by fast growth: structured time for professional learning, program clarity, collaborative support systems, and implementation of a professional learning community framework. Teacher Perceptions of Pay-for-Performance: An Investigation of Four Middle School Pay-for-Performance Programs in a Large Urban School District

In this study, I explored the different perceptions of teachers in a large urban school district in Texas towards a pay-for-performance program used on their respective campuses between 2011-2016. In total, 97 teachers from four different middle school campuses participated in this study. A descriptive analyst was conducted on teacher responses to an online survey to answer the research questions examined in this study: 1) What are teachers' perceptions of the pay-for-performance program's impact on teacher motivation?, 2) What are teachers' perceptions of the pay-for-performance program's impact on teacher retention?, and 3) What are the differences among teachers' perceptions of the pay-for-performance programs on the participating campuses? The results indicate 48.3% and 53.4% of the participants perceive pay-for-performance programs as having a positive impact on teacher motivation and teacher retention, respectively. Additionally, the results demonstrate 47.5% of participating teachers responded positively towards the pay-for-performance program on their respective campuses. This study has implications for policymakers and school district leaders who may consider implementing teacher pay-for-performance programs. Future research studies might explore school districts of different sizes throughout Texas and across the United States to gain a broader prospective of pay-for-performance programs.

Teaching Outside the Box: Student and Teacher Perceptions of Flexible Learning Environments Outside the 21st Century Classroom

The purpose of this study was to ascertain student and teacher perceptions of the environment in which student learning takes place and their perceptions of how it has helped them in the cognitive and social domains. Data collected were through student and teacher perception surveys, student and teacher perception questionnaires, classroom observations, student focus group discussions, and teacher interviews. Themes that emerged from the data sources were student interactions, students' autonomy in personalizing their learning space, teacher perceptions of comfort in the classroom, and student perceptions of comfort in the classroom. The findings of this study point to four recommendations for educational leaders to ensure the effective implementation of new and dynamic learning spaces: (1) consult and support teacher and students, (2) provide professional development, (3) visit campuses and other learning spaces, and (4) add color. In order for real change to take place, teachers need to enquire about and embrace student preferences and allow for the discomfort that will be present when trying something new. Teachers must be willing to relinquish control of the learning experience for the student in order to allow for possibilities in personalized learning on the part of the student. Technology-enhanced Classroom Environments and English Language Acquisition Among Native Spanish-speaking, English Language Learners in the Preschool and Elementary Classroom

This qualitative study addressed the question: What are the perceptions of preschool and elementary bilingual and ESL teachers on how technology-enhanced classroom environments support native Spanish-speaking English language learners in the acquisition of English as a second language? With the support of six school districts representing three different regions and 15 schools in Texas, this research investigated technology-enhanced learning environments and the influence of emerging technologies on language acquisition by focusing on classroom interactions and learner engagement in preschool and elementary settings. Forty-six teachers completed the self-identified online questionnaire and from that initial group of participants, 10 were chosen for the face-to-face semi-structured interviews. A two-cycle progressive refinement coding technique was used for the analysis of the teacher interviews. In Vivo coding was selected for the first-cycle coding methodology to study teacher perspectives using their direct language. For the second-cycle methodology, focus coding was chosen as a continuation of the analytical process examining the developing patterns resulting in the initial codes being grouped to form salient categories. This process of reanalyzing and reorganizing coded data led to the creation of four emergent themes and in the views of the teachers interviewed describes how emerging technologies influences English language acquisition. Trends in Special Education Due Process Hearings in Texas from 2010-2015: School, Parent, and Social Justice Issues that Inform a Principal's Decision-Making

This study explores all due process hearings that occurred in Texas public school districts from 2010-2015. Special attention was paid to the reasons for the hearings within the legal reports addressed and their outcomes. The study was conducted using a quantitative approach involving a legal document content analysis of due process hearings to select the participants to be interviewed with a qualitative semi-structured interview protocol. Following this process, nine participants from one district were interviewed. Responses were then analyzed for themes and patterns using qualitative methods, and conclusions were drawn based on the data. The study found that campus and central office administrators believed socio-economic levels, lack of empathy shown to parents, and distrust contributed to parents' decisions to file due process complaints or litigation. They also believed that placement decisions influenced by student discipline, parent denial about the impact of the disability on children, and parent entitlement played a role. Lastly, the nine participants found that parent advocacy and communication were strong contributors to the amount of due process hearings held at Evergreen ISD.

Understanding Principal Perceptions of Stress and Burnout: A Qualitative Case Study in North Texas School Districts

This qualitative case study examined principals' perceptions regarding stress and burnout, investigated perspectives regarding ways to alleviate chronic stress, and analyzed the extent to which future role expectations are related to chronic stress and feelings of burnout. Perceptions of eight elementary principals in large, suburban school districts who experienced similar professional preparation prior to receiving their first principalship were analyzed. Participants, identified through criterion sampling, completed a demographic survey and then participated in a one-on-one interview with the researcher. Once data were collected, interviews were transcribed and analyzed to determine categories and themes. Findings revealed that participants struggle with significant stress in six specified domains: school type, students, parents and community, staff, district personnel, and other. Half of participants perceive that their stress will rise during the next five to ten years. Thirty-eight percent predicted that job stress will decline in the coming years, though they do not believe that identified stress factors will decrease. Instead, they believe that factors such as experience will help them to deal more effectively with the same challenges. The Use of an Online Readiness Assessment to Determine Necessary Skills, Aptitude, and Propensities for Successful Completion in a Secondary Online Credit Course

A gap exists in education research in the area of online readiness for secondary courses. In the current study, I examined the use of an online readiness assessment to inform students and educators of the necessary skills, aptitudes, and propensities needed for secondary course completion. In this research study, the perceptions of 17 secondary students in a North Texas public school were examined. Using a three-phase design, qualitative demographic surveys, focus groups, and open-ended end-of-course success questionnaires were collected and analyzed. The findings revealed the Revised McVay Online Readiness Assessment beneficial for providing students with information regarding skills needed for their online course success. Students were interested in how prior online experience influences online readiness and successful completion as well as the influence prior expectations of online learning had on online success. In addition, the study revealed the importance of student readiness relating to more specific self-regulatory skills including time-management, metacognitive self-monitoring, and task-strategies. The study results also revealed students found importance in knowing their comfort with online communication. Using Data Envelopment Analysis to Predict the Impact of Socioeconomic Variables on Instructional Spending Efficiency and Student Achievement at the Elementary Level

Public school finance and school accountability are highly contentious subjects. This correlational study illustrates campus level instructional spending efficiency by examining various input and output variables. The study utilizes data envelopment analysis of selected variables to compare elementary campuses and create instructional spending efficiency measures within purposively selected metropolitan educational service regions in Texas. The study analyzes elementary school instructional spending and student classification as economically disadvantaged compared to student achievement in English language arts. The study finds a direct relationship between instructional spending efficiency and student achievement. The relationship between the socioeconomic variable of economically disadvantaged status is inverse. This finding suggests that in depth examinations of highly inefficient, but relatively high academic performing cases, may uncover effective instructional or operational practices tailored to the needs of the sub-populations.

The purpose of this study was to explore the experiences of African American female principals serving in high-poverty urban schools. This study was warranted due to the growing number of African American female principal leaders in urban schools over the last 20 years. School leaders in urban school districts are expected to increase academic achievement, support district initiatives, and foster the development of urban communities. The study results will serve as a source of information to educators on similar journeys.

Women's Access to School Superintendency Roles

Men continue to outnumber women in public school superintendent roles by a 4:1 ratio. However, women outnumber men by a 4:1 ratio in teaching roles in public school districts. In addition, more women than men hold superintendent certificates and educational doctorates. Due to this puzzling discrepancy, it is important to understand possible factors in the form of gendered barriers to access that could lead to the unequal representation of women in superintendent positions. In this study, I examined how these barriers manifested in the experiences of female superintendents participating in the study, how they influenced the hiring experiences of these participants, and how they impacted these female leaders throughout their careers. With this study, I investigated barriers associated with holding mechanisms, gendered norms, and gendered filters that may limit women's access to superintendent roles. Women's experiences of the origins and effects of gender normative perceptions and hiring practices have potential for contributing to the study of gender equity in the field of education and beyond. Findings could provide implications for increasing women's opportunities to serve beyond central office positions in public school districts.
