Technology Transfer to China to Address Climate Change Mitigation

This paper analyzes whether and how transfer of climate mitigation technologies to China occurs, by studying cases of seven technologies that are at the stage of deployment or diffusion. Most of these technologies were already transferred to China in terms of both technology adoption and local production. International division of labor of manufacturing and localization policies by the Chinese government facilitated local production by China, which resulted in deep cuts in production costs. Such cost reduction, coupled with technology diffusion policies by the Chinese government, then accelerated deployment and diffusion in China and other emerging economies that import Chinese products.

UGEC Viewpoints, No. 2, September 2009

Urbanization is a global phenomenon that has transformed and continues to alter landscapes and the ways in which societies function and develop. For this issue of UGEC Viewpoints, the editors collected case-studies presented at the Open Meeting that span across regions and themes: from Australia and the United States, as well as the less developed nations in Africa, megacities of Asia such as Dhaka, Bangladesh and Delhi, India, vulnerable coastal areas of the Yucatan Peninsula, and the largest rainforest in the world, the Brazilian Amazon. Currently, more than half of the world's population lives in cities; the United Nations projects that by 2030 the world will advance to the 60% urbanization threshold. Rapid urbanization effects will not only be present within the immediate locations (cities and their metropolitan areas), but will be experienced regionally and globally. The UGEC project seeks to better understand these implications and the complex dynamic systems of urban areas that affect and are affected by global environmental change (e.g., climate change, natural disasters, loss of biodiversity, freshwater ecosystem decline, desertification, and land degradation). A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy Special Report 299

This report from the Transportation Research Board suggests that federal, state, and local policy makers need informed guidance about the effectiveness, costs, feasibility, and acceptability of transportation strategies to mitigate transportation greenhouse gas emissions, to conserve energy, and to adapt to climate change. The report covers strategies affecting travel and mode choice, models and decision tools, infrastructure investment options and infrastructure construction, operation, and maintenance. The report recommends beginning a research and development initiative by making a modest investment of $40 million to $45 million annually in the next surface transportation authorization that would be used to develop the best available guidance quickly on the basis of existing information and then begin to improve that guidance over time as new research is completed.

Making choices over China: EU-China co-operation on energy and climate

Effective EU-China co-operation is critical to delivering a good deal at Copenhagen and to ensuring ongoing progress towards global decarbonisation. Europe and China are economically and politically interdependent, and have strikingly similar energy and climate change policies. As its largest investor, trade partner and provider of technology, Europe has a strong stake in China’s success.The EU and China should increase the status of energy and climate change in their bilateral relationship. This will require the progressive alignment of the EU’s and the individual member-states climate policies towards China, behind a common European strategy. The 2009 EU-China summit must deliver agreement on some key flagship co-operation projects in order to build China’s trust in the EU as an effective partner.

Projections of Global Emissions of Fluorinated Greenhouse Gases in 2050

This is the result of a German study which underlines once more the urgent need for measures to reduce F-gas emissions. Global emissions of fluorinated greenhouse gases (F-gases) will increase to 4 gigatonnes of CO2 equivalents by 2050 if no political mitigation measures are taken. The contribution of F-gases to global warming is projected to grow from 1.3% (2004) to 7.9% of total direct CO2 emissions.
