National Policies and Their Linkages to Negotiations Over a Future International Climate Change Agreement
Developing country policy makers will need to consider the national policy instruments they will need to contribute to the fight against climate change. As discussions on the international level are underway through the Bali Road Map, a national level discussion can help governments reflect on the types of policies they should use, as well as how to seek internal and external financial resources and how to reflect their views in the negotiations of a future climate change agreement. There is a rich array of policy instruments being used by developing countries to achieve national objectives, such as improving local air pollution and reducing poverty. Most of these policies also reduce emissions of greenhouse gases. These policies, measures and instruments include: regulations and standards, taxes and charges, tradable permits, voluntary agreements, informational instruments, subsidies and incentives, research and development, and trade and development assistance. Depending on the legal frameworks available to countries, these may be implemented nationally, regionally or locally. They may be supplemented with rules, guidelines and other administrative mechanisms to achieve different goals. They may be legally binding or voluntary and they may be fixed or changeable.

Vermont Comprehensive Energy Plan 2009 And Update to the 2005 Twenty-Year Electric Plan
This is a Public Review Draft of the State of Vermont’s third Comprehensive Energy Plan (CEP). It is being presented at a time in which combined concerns for energy and the environment are at the center of both state and federal policy attention. Vermont 25x'25 Initiative: Preliminary Findings and Goals
This first biennial report of the Climate Neutral Working Group (CNWG) is being issued as required by Executive Order #14-03, signed by Governor James Douglas in September 2003. Carbon/Efficiency Labelling & Bio-Blending for Optimising Benefits of Biodiesel & Additive Use
The Carbon Labelling project implemented several labelling measures in Europe focused on transportation products and services with low CO2 emissions. The project promoted biodiesel, low-viscosity lubricants and ‘low carbon’ freight services. This first European carbon labelling initiative supported the discussion about measures for the greenhouse gas reduction (GHG) targets of the European Union and the role of biofuels to mitigate GHG emissions. Carbon life cycle numbers were calculated with GHG models from leading European research institutes. The identified carbon reduction numbers were used for pilot labelling initiatives via the label “CO2Star” developed by a professional advertising agency. The label and consumer information websites provided information to consumers about environmental and economic benefits of the labelled biofuels, lubricants and freight services. For instance, the German fuel distributor Q1 implemented a carbon labelling pilot programme for biodiesel (B 100) and lubricants at its fuel stations, while Dutch horticulture freight companies implemented the carbon label to promote "low carbon" freight services.

Quebec and Climate Change: A Chllenge for the Future
In June 2006, Québec established its first climate change action plan that set ambitious goals and established the means to achieve them. Entitled QUÉBEC AND CLIMATE CHANGE: A Challenge for the Future, the 2006–2012 Climate Change Action Plan was a major step on the road to a society where sustainable development is at the core of priorities and collective choices. The government is now moving forward by improving the action plan with new measures and additional funding. The revised action plan allows Québec to maintain its position as a North American leader in the fight against climate change.

Beyond Kyoto, Manitoba's Green Future : Next Steps, 2008 Action on Climate Change
The Report raised concerns about the impacts of climate change on our lakes, forests, northern communities and agricultural regions. Climate Change Transition Team Report
Representatives from 4 state agencies (Agency of Natural Resources, Agency of Transportation, Agency of Agriculture Food & Markets & Department of Public Service), known collectively as the Climate Change Transition Team (CCTT) worked over the past 5 months to review the recommendations in the Governor’s Commission on Climate Change(GCCC) Report (October 2007) and to develop work plans for each recommendation.
