In 1982, the Regional Office for Europe of the World Health Organization initiated a collection of material for a "Guideline to the design of cold-climate water and waste-water facilities", As a part of the International Water Decade a draft was produced, and it soon became evident that a full description of basic health problems in cold environments should also include the handling of garbage.

This document is the final version of the "Data Management for Global Change Research Policy Statements." The overall purpose of these policy statements is to facilitate full open access to quality data for global change research. They were prepared in consonance with the goal of the U.S. Global Change Research Program and represent the U.S. Government's position on the access to global change research data.

In this USGRP Seminar, Dr. Epstein discusses the implications of climate change and the emergence of diseases and viruses such as the hantavirus, dengue fever, ebola, cholera, malaria, and eastern equine encephalitis. These signals of global change can be costly to health, commerce, tourism, and transportation.

This report presents a study of policies and measures that could dramatically reduce US greenhouse gas emissions over the next two decades. It examines a broad set of national policies to increase energy efficiency, accelerate the adoption of renewable energy technologies, and shift energy use to less carbon-intensive fuels. The policies address major areas of energy use in residential and commercial buildings, industrial facilities, transportation, and power generation.

The "Pavley" bill requires the registry, in consultation with the State Air Resources Board, to adopt procedures and protocols for the reporting and certification of reductions in greenhouse gas emissions from mobile sources for use by the state board in granting the emission reduction credits. This bill requires the state board to develop and adopt, by January 1, 2005, regulations that achieve the maximum feasible reduction of greenhouse gases emitted by passenger vehicles and light-duty trucks.

These grant materials were prepared to create the Portal to Texas History a project funded by the Telecommunications Infrastructure Fund (TIF) to create a gateway to historic materials. The Award funded the creation and first iteration of The Portal to Texas History. The project was funded for $197,410.

This document describes a research strategy for developing improved knowledge of climate variability and change and the potential impacts on the environment and on human lives. It also provides for the development of resources and tools that will empower policy-makers with the knowledge necessary for making decisions.

This paper considers the potential impacts of climate change on protected areas (PAs) and actions that can be taken to mitigate them. Recent research suggests that the types of environmental changes predicted in climatic models are now taking place. Studies of many animals and plants that show significant alterations in range or behaviour find that the most consistent explanation for these is climate change. These impacts may necessitate a fundamental rethinking in the approach to protection. Protected areas are rooted in the concept of permanence: protection works best as a conservation tool if the area remains protected for the foreseeable future. But under climate change, species for which a particular protected area was established may no longer survive there. Some protected areas - for instance in coastal, arctic and mountain regions - may disappear altogether in their current form.

The Strategic Plan for the Climate Change Science Program was released in July 2003. The document is the first comprehensive update of a national plan for climate and global change research since the original U.S. Global Change Research Program strategy was issued at the inception of the program in 1989.

This strategic plan has been prepared by the 13 federal agencies participating in the CCSP, with coordination by the CCSP staff under the leadership of Dr. Richard H. Moss. This strategic plan responds to the President's direction that climate change research activities be accelerated to provide the best possible scientific information to support public discussion and decision-making on climate-related issues.The plan also responds to Section 104 of the Global Change Research Act of 1990, which mandates the development and periodic updating of a long-term national global change research plan coordinated through the National Science and Technology Council.This is the first comprehensive update of a strategic plan for U.S. global change and climate change research since the original plan for the U.S. Global Change Research Program was adopted at the inception of the program in 1989.

The vision document provides an overview of the Climate Change Science Program (CCSP) long-term strategic plan to enhance scientific understanding of global climate change.This document is a companion to the comprehensive Strategic Plan for the Climate Change Science Program.

This single page document is a declaration of the participants of the Earth Observation Summit held in Washington DC, adopted on July 31, 2003. An affirmation for the need for timely, quality, long-term, global information as a basis for sound decision making. Also establishes an ad hoc Group on Earth Observations aimed at developing a global observing strategy.

Remarks by NASA Administrator Sean O'Keefe at the 2003 Earth Observation Summit in Washington, DC. The purpose of the summit was to promote the development of a comprehensive, coordinated, and sustained Earth observation system or systems among governments and the international community to understand and address global environmental and economic challenges, and also to begin a process to develop a conceptual framework and implementation plan for building this integrated Earth observation system. When the space age dawned it was clear that the ability to propel robotic spacecraft and humans beyond the gravity of our home planet would open up untold avenues of exploration and discovery throughout the Solar System and beyond. What was not understood at the time was how comprehensive observations of the Earth system from space would lead to a significant new field of scientific inquiry.

This workshop report is a contribution by the IPCC Working Group I for the preparation of the IPCC 4th Assessment Report. The workshop evaluated a range of climate model results in order to improve understanding of climate sensitivity estimates and objectively determine criteria for evaluating results from different climate models.

The paper analyzes a sample of existing or in-formulation policy frameworks governing access and security of tenure over major natural assets such as land, forests and wildlife. The fundamental question that runs through the analysis in the paper concerns the extent to which security of resource tenure can mediate the achievement of the MDGs.

Climate change is one of the greatest threats to our planet and its people. Reducing emissions of greenhouse gases (GHG) is called mitigation. Responding to the impacts of climate change is called adaptation. A certain amount of adaptation will be necessary, no matter what we do. But, there will come a point where it will not be possible to adapt our way out of the problem.

This report discusses building the state's knowledge of the actual and foreseeable effects of climate warming in Alaska. Developing appropriate measures and policies to prepare communities in Alaska for the anticipated impacts from climate change. Providing guidance regarding Alaska's participation in regional and national efforts addressing causes and effects of climate change

Developing country policy makers will need to consider the national policy instruments they will need to contribute to the fight against climate change. As discussions on the international level are underway through the Bali Road Map, a national level discussion can help governments reflect on the types of policies they should use, as well as how to seek internal and external financial resources and how to reflect their views in the negotiations of a future climate change agreement. There is a rich array of policy instruments being used by developing countries to achieve national objectives, such as improving local air pollution and reducing poverty. Most of these policies also reduce emissions of greenhouse gases. These policies, measures and instruments include: regulations and standards, taxes and charges, tradable permits, voluntary agreements, informational instruments, subsidies and incentives, research and development, and trade and development assistance. Depending on the legal frameworks available to countries, these may be implemented nationally, regionally or locally. They may be supplemented with rules, guidelines and other administrative mechanisms to achieve different goals. They may be legally binding or voluntary and they may be fixed or changeable.

This paper is one of a series produced for the project that provides in-depth information on the four thematic building blocks of the Bali Action Plan—mitigation, adaptation, technology and finance—as well as on land-use, land-use change and forestry. The project materials also include executive summaries for policymakers, background briefing documents and workshop presentations. These materials will be used for national awareness raising workshops in the participating countries.

This report discusses the impacts of deforestation and reforestation on carbon emissions and carbon storage, and how change in land cover will affect future trends in climate change and carbon levels.
