The specific problem with which this investigation is concerned is training for public administration in Thailand. Of particular importance are the Western-style training programs developed since 1956, when Indiana University began the Institute of Public Administration in conjunction with the Thai government.

The purpose of this study is to expound the dilemma that, in spite of the huge wealth of Saudi Arabia, its drive for development and modernization is stumbling. This situation is due to a large extent to the country's severe administrative limitations.

In an inquiry into national behavior, students of international relations treat national data as independent variables. Students of comparative politics treat them as dependent variables in an attempt to compute foreign policy outputs. There is reason to believe that international and comparative studies can be incorporated into a system of linkage politics. This study employs the framework of "linkage politics" of James N. Rosenau in an attempt to investigate the North Korean confrontation policy from 1953 to 1970. The basic assumption upon which this research operates is that the foreign policy of the North Korea has been a function of "fused linkages" between the nation's international environment and national conditions. "Fused linkage" is defined as a phenomenon by which certain national outputs and environmental inputs reciprocate in a continuous cycle. Thus the fused linkage case for North Korea's confrontation is defined as "circular confrontation." Based on Rosenau's proposed linkage framework, this study presents its own analytical framework. The major linkage groups are conceived of "exogenous" and "endogenous" conditions. Both of these conditions are divided into "constants" and "variables" and are treated as such. This paper determines relationships between three elements of the American policy process: legislature, agency, and administrative clientele. It concerns interrelationships between these elements and their affect to agency functions. A model is constructed; revealing the policy process, illustrating behavior patterns responsible for normal functioning and failure of policies and programs. The model develops through study of a single policy area. Supplemental data are provided from a survey. The paper concludes that the process is based on legislation-- causing activity in an agency or substantial change in programs; agency actions, seated in its own organizational objectives, and resultant to internal conflicts; and by clientele behavior, determined by agency actions or inactions. This model may help predicting policy outcomes, but only after similar but more comprehensive studies.

This thesis attempts to show that, although it is in the interest of regional common market organizations to regulate foreign direct investment, such regulation will probably be unsuccessful unless the regulations are lenient to business and are not used as instruments of major political goals. The east African Community, the Andean Common Market, and the European Economic Community are examined. Research sources used were United States government publications, documents from the common markets involved, United Nations and International Monetary Fund statistics, articles from major political science and business journals, and books.

This study analyzes recent developments in U. S.- Iranian relations during the Nixon administration and attempts to portray the principal objectives of the United States and Iran vis-a-vis each other. Complex Interdependence is the model for development of the arguments. Due to the circumstances, however, the study substantially draws on Realism as well. Chapter I discusses methodology. Chapter II focuses on the Nixon Doctrine and its impact on U. S.-Iranian relations. Chapter III discusses the evolution of mutual interests between the two nations in the Gulf area. Chapter IV drawing on the previous chapters, concludes that an interdependent relation between the two nations has developed to the extent that in some areas policy of one nation would have an impact on the other, i.e., increase in the price of oil.

The argument advanced is that polluter-oriented interests are well protected by state politicians in both the legislature and regulatory agencies of state government. This thesis examines modern politics in Thailand, its policy, and its search for national security, by showing the impact of the United States on Thai politics. The thesis maintains that politics in Thailand are results that come from attempts of the Thai government to adapt to American involvement in Thailand. The thesis describes the Thai government scene from 1945 to 1972. It analyzes the elements of American involvement and factors in Thai society that are pressured by this involvement. The attempts of the Thai government and its politicians to bring their policy more into line with the changing situations are shown in their reactions to problems of Southeast Asia--the focus of which is on the problems of Vietnam, the problems of China, and the withdrawal of the U.S. to a profile of low visibility.

This study focuses on the role of the Texas Governor's Office in the development of regional councils of governments in Texas. The study, divided into six chapters, emphasizes three important points: first, that Governor Connally conceived the idea of a "Division of Planning Coordination" due to his desire to be a strong chief executive; second, that the staff he hired largely to fulfill this desire in turn convinced the Governor that regional councils of governments should be an element of the statewide planning and development system and should receive strong financial and policy support from the Governor; and third, that from January 1969 to January 1973, the statewide regional council network was completed and Texas became a recognized national leader in the use of the regional council concept.

The purpose of this thesis was to develop and test a causal model of Texas city manager policy role orientation. The first chapter contains a selective review of major works concerning the city manager and the council manager plan. From these works, research perspectives and variables thought to affect managerial policy behavior were identified. A policy role orientation typology was constructed from nine role questions. Four "types" of managers were identified. After a review of the characteristics of the Texas council-manager cities and managers surveyed, the analysis of the isolated variables was carried out. A causal model of managerial policy role orientation was developed and the predictions and assumptions were tested. Further study was indicated, due to the model's failure.

Samuel P. Huntington has argued that political stability is dependent on the degree of institutionalization of participation in the political system. Critical analysis of hypotheses reveals serious flaws in his logic. His concepts were shown to be very hard to make operational and to test. The main hypothesis of a direct relationship between institutionalization and stability was shown to be influenced most likely by additional intervening variables. This study seeks to survey and analyze some of the problems which have arisen with the present state of theory in comparative politics. However, this thesis is particularly interested in .Huntington's work which covers the evolution of his thinking regarding the relation of violence and of political stability, i.e., the degree of government and not the form, with the institutionalization of participation.
