Addressing Social Elements of Wildfire: Risk, Response, and Recovery in Highland Village, TX

Representatives of the City of Highland Village expressed concern over the risk of wildfires for their community. Anthropology provides many tools for and examples of disaster assessment of preparedness, response, recovery, and mitigation. These tools combined with Geographic Information Systems (GIS) can provide a holistic, cultural ecological look at how such a disaster may take place in the city. The project's methods included a detailed survey of preparedness steps which was analyzed using SPSS and also imported into ArcGIS for spatial analysis, and semi-formal, in-depth interviews with residents of the community regarding preparedness, response, and recovery. Residents fell into a middle category of preparedness, with the majority of participants considering or implementing a few recommended preparedness steps. Interview participants expressed respect for and trust of the city and first-responders, as well as a willingness to volunteer their help during response and recovery stages. Finally the American Community Survey showed that resident socioeconomic vulnerability was considerably low, and no action needed to be taken to advocate for at-risk individuals. Analysis of Factors for Successful State-Level Support of Low-Performing Schools

This study provides a qualitative look at Texas' Professional Service Providers' (PSPs) strategies for supporting low-performing schools. Four PSPs were selected for participation based on the number of schools they helped exit the Texas Title I School Improvement Program from 2007-2012. Data collected and analyzed included provider and principal interviews, providers' progress reports documenting services, and principals' evaluations of provider services. Results indicated key support strategies in two of four cases were supporting and mentoring/coaching while communicating and building trust were important in the other two cases. Communicating, reviewing information, and planning were important across all cases. The quality indicators aligning with the PSPs' strategies were fit, comprehensiveness, and coherence. They were also the most common across all cases. Finally, analysis of the evaluation of provider services revealed PSP-1 with the highest ratings, followed by PSP-2, PSP-3, and PSP-4 respectively. The findings suggest, first, that PSP support has a dual nature. Contextual support was provided based on the campus leaderships' skills and requests. PSPs also ensured coherence among the strategies of all stakeholders. Secondly, a hierarchy of quality service indicators aligned to the PSPs' strategies: fit, comprehensiveness, and coherence. Determinants of Principal Pay in the State of Texas

The purpose of the study was to examine district, campus, and community determinants of principal’s salaries using a spatial econometric framework. Among the district variables business tax (p = 0.001), property tax (p < .01), and the Herfindahl Index (measure of competition) were statistically significant indicators of principal salaries. The results suggest that more affluent districts tend to pay principals higher salaries, which was expected. Regarding campus characteristics, the percent of economically disadvantaged was not a statistically sound indicator (p = 0.468), but campus enrollment was significant (p = <.01). Interestingly as the percentage of economically disadvantaged students increased, the principal salary decreased. In contrast, as student enrollment increases the salary of principals increases, suggesting that principals of larger campuses earn higher salaries. Interestingly, student achievement was not a statistically significant predictor of principals’ salary given that pay for performance in Texas is at the forefront of political debate. Among the variables examined at the community level, only the percentage of homes owner occupied (p = 0.002) was found to be a statistically significant indicator of principal salary (p = .002). Examination of the Alignment between the SHRM Competency Model and Undergraduate Syllabi of Human Resources and Management Degree Programs in Texas

The purpose of this study was to provide a snapshot of current Human Resources (HR) and Management curricula of four-year public universities in Texas in 2016 and evaluate their alignment with the competencies of the SHRM Competency Model®. This study used a mixed methods approach and analyzed course syllabi for a purposeful sample of 21 public universities in Texas. The course objectives referenced explicitly and/or implicitly all nine competencies. Three courses encompassed all nine competencies, and 84% of all programs demonstrated alignment with the competencies. “Business Acumen”, “Critical Evaluation”, “Communication” and “Relationship Management” were the most frequently referenced competencies in course syllabi. “Consultation” appeared the least frequently. This comprehensive analysis revealed that there is alignment between course curricula of public universities in Texas and competency expectations of graduates wishing to pursue a career in Human Resources. Recommendations applied to four areas including scholarship, university administration, professional associations, and practitioners.

Field Validation of Zero Energy Lab Water-to-Water Ground Coupled Heat Pump Model

Heat pumps are a vital part of each building for their role in keeping the space conditioned for the occupant. This study focuses on developing a model for the ground-source heat pump at the Zero Energy lab at the University of North Texas, and finding the minimum data required for generating the model. The literature includes many models with different approaches to determine the performance of the heat pump. Each method has its pros and cons. In this research the equation-fit method was used to generate a model based on the data collected from the field. Two experiments were conducted for the cooling mode: the first one at the beginning of the season and the second one at the peak of the season to cover all the operation conditions. The same procedure was followed for the heating mode. The models generated based on the collected data were validated against the experiment data. The error of the models was within ±10%. The study showed that the error could be reduced by 20% to 42% when using the field data to generate the model instead of the manufacturer’s catalog data. Forgotten Legacies: The U.S. Glider Pilot Training Program and Lamesa Field, Texas, During World War II

Rapidly initiated at the national, regional, and local levels, the American glider pilot training program came about due to a perceived need after successful German operations at the outset of World War II. Although the national program successfully produced the required number of pilots to facilitate combat operations, numerous changes and improvisation came to characterize the program. Like other American military initiatives in the twentieth century, the War Department applied massive amounts of effort, dollars, and time to a program that proved to be short-lived in duration because it was quickly discarded when new technologies appeared. At the local level, the real loser was Lamesa, Texas. Bearing the brunt of these changes by military decision makers, the citizens of Lamesa saw their hard-fought efforts to secure an airfield fall quickly by the wayside in the wake of changing national defense priorities. As generations continue to pass and memories gradually fade, it is important to document and understand the relationship between this military platform that saw limited action and a small Texas town that had a similarly short period of significance to train the pilots who flew the aircraft.

"The Great Hanging" is a documentary film that tells the story of the largest extra-legal mass hanging in U.S. History. This story is told through stage play recital of "October Mourning" written by historian and professor Dr. Pat Ledbetter. Using the stage play as a vehicle, the film showcases cinematic re-enactments based in the events in Gainesville, Texas during October 1862. These events show how a small community became overwhelmed by the fog of war and delved into madness as the Civil War crept closer and closer to their doorstep.

Hurricane Storm Surge Sedimentation on the McFaddin National Wildlife Refuge, Texas: Implications for Coastal Marsh Aggradation

This study uses the storm surge sediment beds deposited by Hurricanes Audrey (1957), Carla (1961), Rita (2005) and Ike (2008) to investigate spatial and temporal changes in sedimentation rates on the McFaddin National Wildlife Refuge in Southeast Texas. Fourteen sediment cores were collected along a transect extending from 90 to 1230 meters inland from the Gulf Coast. Storm-surge-deposited sediment beds were identified by texture, organic content, carbonate content, the presence of marine microfossils, and Cesium-137 dating. The hurricane-derived sediment beds are marker horizons that facilitate assessment of marsh sedimentation rates from nearshore to inland locations as well as over decadal to annual timescales. Near the shore, on a Hurricane Ike washover fan, where hurricane-derived sedimentation has increased elevation by up to 0.68 m since 2005, there was no measurable marsh sedimentation in the period 2008-2014. Farther inland, at lower elevations, sedimentation for the period 2008-2014 averaged 0.36 cm per year. The reduction in sedimentation in the period 2008-2014 on the nearshore part of the marsh is likely due to reduced flooding in response to increased elevation from hurricane storm surge sediment deposition. Impact of Teacher and Student Ethnicity on Student Assessments

The purpose of the study was to answer the questions: Do students show greater academic success in English language arts/reading as measured by the Texas Assessment of Knowledge and Skills (TAKS) exam scores in secondary education when their teachers are the same ethinicity? Do students show greater academic success in math as measured by the TAKS exam scores in secondary education when their teachers are the same ethnicity? Minority students' success on the TAKS test was compared to the assessment scores of White students from the 2010-2011, 2011-2012, and 2012-13 school year in thre suburban school districts. This topic has been a subject of discussion since the late 10970s when Cardenas and Cardenas (1977) studied the achievement among minority students and their White peers. The conversation continued through authors such as Takei and Shouse (2008), Hays (2011), Ladson-Billings (2006), Dee (2003, 2005), and Brown (2006). To answer these research questions, a hierarchical multiple regression analysis was conducted on the data collected. Although the study verified the achievement gap between minority students and White students, the study indicated no consistent pattern corroborating that minority students were more successful when taught by teachers of the same ethnicity. The Influence of Urban Green Spaces on Declining Bumble Bees (Hymenoptera: Apidae)

Bumble bees (Bombus spp.) are adept pollinators of countless cultivated and wild flowering plants, but many species have experienced declines in recent decades. Though urban sprawl has been implicated as a driving force of such losses, urban green spaces hold the potential to serve as habitat islands for bumble bees. As human populations continue to grow and metropolitan areas become larger, the survival of many bumble bee species will hinge on the identification and implementation of appropriate conservation measures at regional and finer scales. North Texas is home to some the fastest-growing urban areas in the country, including Denton County, as well as at least two declining bumble bee species (B. pensylvanicus and B. fraternus). Using a combination of field , molevular DNA and GIS methods I evaluated the persistence of historic bumble bee species in Denton County, and investigated the genetic structure and connectivity of the populations in these spaces. Field sampling resulted in the discovery of both B. pensylvanicus and B. fraternus in Denton County's urban green spaces. While the relative abundance of B. fraternus in these spaces was significantly lower than historic levels gleaned from museum recors, that of B. pensylvanicus was significantly higher. Using ethnographic research methods, I collaborated with the organization Earthworks to conduct a community assessment on the health issues related to the air quality in Karnes County, Texas, an oil and gas community. The research consisted of in-depth interviews with residents on their experiences and knowledge on the health issues associated to air quality. This research is going to be used to inform the community and develop strategies to empower community members in improving their environmental conditions.

The Landscape Legacies of Gas Drilling in North Texas

In North Texas, the Barnett Shale underlies large areas of the Dallas-Fort Worth Metroplex (DFW), which magnifies debates about the externalities of shale gas development (SGD). Continued demand for natural gas and expansive urbanization in DFW will cause more people to come in contact with drilling rigs, gas transport, and other urban shale gas landscapes. Thousands of gas wells within the DFW region occupy a large, yet scattered land surface area. DFW city planners, elected officials, and other stakeholders must deal with current and future urban growth and the surface impacts that are associated with gas development. This research examines how shale gas landscapes affect urban land uses, landscapes, and patterns of development in DFW. The study focuses on multiple fast growing DFW municipalities that also have high numbers of gas well pad sites. This study asks what are the spatial characteristics of gas well production sites in DFW and how do these sites vary across the region; how do gas well production sites affect urban growth and development; and how are city governments and surface developers responding to gas well production sites, and what are the dominant themes of contestation arising around gas well production sites and suburban growth?

The Old Alcalde: Oran Milo Roberts, Texas's Forgotten Fire-Eater

Oran Milo Roberts was at the center of every important event in Texas between 1857 and 1883. He served on the state supreme court on three separate occasions, twice as chief justice. As president of the 1861 Secession Convention he was instrumental in leading Texas out of the Union. He then raised and commanded an infantry regiment in the Confederate Army. After the Civil War, Roberts was a delegate to the 1866 Constitutional Convention and was elected by the state legislature to the United States Senate, though Republicans in Congress refused to seat him. He served two terms as governor from 1879 to 1883. Despite being a major figure in Texas history, there are no published biographies of Roberts. This dissertation seeks to examine Roberts's place in Texas history and analyze the factors that drove him to seek power. It will also explore the major events in which he participated and determine his historical legacy to the state.

Ozone Pollution of Shale Gas Activities in North Texas

The effect of shale gas activities on ground-level ozone pollution in the Dallas-Fort Worth area is studied in detail here. Ozone is a highly reactive species with harmful effects on human and environment. Shale gas development, or fracking, involves activities such as hydraulic fracturing, drilling, fluid mixing, and trucks idling that are sources of nitrogen oxides (NOX) and volatile organic compounds (VOC), two of the most important precursors of ozone. In this study two independent approaches have been applied in evaluating the influences on ozone concentrations. In the first approach, the influence of meteorology were removed from ozone time series through the application of Kolmogorov-Zurbenko low-pass filter, logarithmic transformation, and subsequent multi-linear regression. Ozone measurement data were acquired from Texas Commission on Environmental Quality (TCEQ) monitoring stations for 14 years. The comparison between ozone trends in non-shale gas region and shale gas region shows increasing ozone trends at the monitoring stations in close proximity to the Barnett Shale activities. In the second approach, the CAMx photochemical model was used to assess the sensitivity of ozone to the NOX and VOC sources associated with shale oil and gas activities. The Perceptions of Policymakers on the Transfer Pathway in Texas Public Higher Education

Community college students transfer to public universities experiencing a pathway filled with complexity and inequity. Transfer students are not able to graduate at the same pace as native students at the university and complete their baccalaureate degrees 18% below the rate of native students. Policymakers have attempted to address the baccalaureate gap. This qualitative study explored the perspectives of Texas policymakers and policy influencers on the efficacy of policies intended to improve transfer outcomes. This study investigated what experience participants have with transfer policy, what their perceptions of the transfer pathway are, and how their voices can refine an understanding of policy development and ways to improve student persistence. Purposeful sampling was used to explore the perspectives of 14 Texas policymakers and those that influence policy. Findings revealed that significant gaps exist between expectations and student realities and that the completion agenda is driving policy decisions. Participants perceived that transfer students have been ignored in the completion metrics, which influence institutional priorities. Moreover, the decentralized system of independent, autonomous institutions is a major contributor to inefficiencies such as excessive student credit hours. Performance Evaluation of UNT Apogee Stadium Wind Turbines

The following report chronicles the University of North Texas Wind Turbine Project at Apogee Stadium. The timeline of events will include the feasibility study conducted by and for the university, grant awards from the Texas State Energy Conservation Office to fund the project, and a three-year sample of real time performance data since installation. The purpose of this case study is to compare the energy generation estimates by various stakeholders to the measured energy generation using a new but uniform performance relationship. In order to optimize energy generation in wind turbine generator systems, the most common wind speeds measured at the site should also be the most efficient wind speeds at which the wind turbine can convert the kinetic energy in the wind into mechanical energy and ultimately electrical energy. The tool used to convey this relationship will be a figure plotting the wind speed profile against the efficiency curve of the wind turbine. Applying this relationship tool to the UNT Apogee Stadium wind turbines provided valuable results. The most common wind speeds at Apogee Stadium are not the most efficient wind speed for the turbine. Poststructuralist Critical Rhetorical Analysis as a Problem Analysis Tool: A Case Study of Information Impact in Denton’s Hydraulic Fracturing Debate

Energy and the natural environment are central concerns among stakeholders across the globe. Decisions on this scale often require interaction among a myriad of institutions and individuals who navigate a complex variety of challenges. In Denton, Texas in 2014, voters were asked to make such a decision when tasked with a referendum to determine whether the city would continue to allow hydraulic fracturing activity within its borders. For social scientists, this situation requires further analysis in an effort to better understand how and why individuals make the decisions they do. One possible approach for exploring this process is a method of poststructuralist critical rhetorical analysis, which is concerned with how individuals’ identities change through interaction with institutions. This study reflects upon the texts themselves through a poststructuralist critical rhetorical analysis of images employed by those in favor of and those against Denton’s ban on hydraulic fracturing in an attempt to identify images that alter the grid of intelligibility for the audience. The paper includes deliberation about the relative merits, subsequent disadvantages, and possible questions for further study as they relate to the theoretical implications of critical rhetorical analysis as information science. A Spatial Econometric Study Examining the Determinants of Principal Salaries

The lack of evidence on reforms, such as determinants of principal salary, points to data and research deficiencies to be addressed in order to learn more about their effects and make sound public policies. The purpose of the study was to examine district and community determinants of principals’ salaries using a spatial econometric framework. The findings have implications for education policy development related to pay for contribution, rather than pay based on tenure, experience, or district wealth. The quantitative study used a spatial regression approach to model school, district, and community factors as determinants of Texas high school principal’s salary. Principal salaries are viewed from several lenses in this study by considering effective outcomes of pay defined by actual salaries and market considerations for pay as defined by community, organizational and human capital variables. Literature from the private sector as well as from the public school setting was used as a theoretical underpinning for the hypotheses set forth in this study. The findings provide empirical insights regarding how principal salaries are determined. The study found a statistically significant spatial autocorrelation relationship at p<.05 confirming geographic locations is a robust influence on principal salaries. Strategic Design: Developing Community Relations in a Texas School District

School leaders often contemplate implementing measures that will increase community and parent involvement in schools. There is a shortage of research that concisely takes school leadership through a process that details how to integrate parent and community input in a school transformation initiative and careful analysis of student outcomes. Within this study, I provide an in-depth look at one school district’s efforts to engage its community through strategic planning and mission and vision redesign. This process includes community involvement at every phase. For the purpose of this study, community refers to both community members who do not have children in the school system and parents of current students. In this study, I outline the inception of the transformation effort, the ongoing efforts to include community input in decision-making and campus implementation, and finally a review of the overarching impact on leadership, staff, students and community. Data collection analyzed in this study include assessment data, survey data, discipline data and walk through data collected by the school district.
